Also known as boarding-home care, foster care is intended to offer a supportive family environment to children whose natural parents cannot raise them because of the parents' physical or mental illness, the child's behavioral difficulties, or problems within the family environment, e.g., abuse, alcoholism, or crime. Children may be placed by an agency in group homes or with families, who receive some payment toward care. The child's parents may retain their parental rights, and the child may ultimately return home. Under permanent foster care the agency has guardianship; the child may then be available for adoption by the foster parents or others. Foster care has been extended in recent years to include care for elderly persons, on a fee basis, in the homes of people who are not family members.

Foster parenting brought many challenges and taught me about things that I never knew existed until I was faced with them. I was aghast when I found out that not all people treat children as they should be treated. I didn't know that somewhere while I was having a nice day there were innocent little children being burned with cigarettes, tied up to something, put in a closet, box or cage, left in the crib all the time, not given any food, beaten with belts, wire hangers, extension cords, bed slats, or anything else within reach. You might say I had a very rude awakening to the "real" world when I found out things like this go on and I was seeing the result of this in the precious little children I was getting to know. I quickly became familiar with suction machines, PT rolls, apnea and heart monitors, GT buttons, tube feeding, standers, feeder chairs, CPR, spika casts, shunts, and strange uses for hair dryers and cellophane wrap just to name a few new things in my life. I didn't know much if anything about Bipolar disorder, Schizophrenia, HIV/aids, microcephaly, Spinabifida, failure to thrive, CMV, Cerebral Palsy, OCD, ADHD, ODD, Dandy Walker, Prader Wili syndrome, heart and birth defects, drug babies, physical, occupational and speech therapy, leg braces/bars, corrective devices, life threatening allergies and diseases, a suicidal child, mental retardation, and malnutrition. Again I quickly learned about all these and others. My life was changed suddenly and "big time" once I became a foster parent.

As a foster parent and Guardian Ad Litem, I have spent the last several years seeing the "child protection" system close up. I have known children that have been through unimaginable horrors within their families of origin, only to be further abused by a system that, in my opinion, doesn't work. There are no easy answers. The number of children in alternative care is increasing dramatically. The number of foster families is steadily decreasing. Privativing (see article about Kansas below) foster care has become the new panacea, but like most things, "if it sounds too good to be true, then it probably is". I have known children who were abused before birth (Fetal Alcohol Syndrome and Effect), children who became psychotic, dissociative or had attachment disorder. Foster Parenting The Family Independence Agency is in need of caring individuals who can provide a safe and nurturing home environment for children who have been placed out of their home due to abuse or neglect. Foster Care is founded on the premise that all children have the right to physical care and educational and emotional nurturance. The family foster care program is designed to provide a substitute family life experience for a child in a household that has been approved and licensed by the Michigan Family Independence Agency. Children may need foster care for a temporary or extended period of time. The primary goal during foster care is to reunite the child with his or her family. The foster family plays an important role in the treatment plan for the child and family. Under the 'team' approach, foster parents, together with the worker, attempt to provide the specific kind of help a child and his family need for reuniting the child with the natural family. When families cannot be reunited, the children are prepared for permanent placement, usually with adoptive families. Under certain circumstances, a foster family may adopt children in their care. In situations where adoption is not possible, the goal is to prepare the youth for independent living.
Foster Care is seen as a short term solution to an emergency situation. The Agency needs committed individuals who are:

WHO ARE FOSTER CHILDREN? Foster children are children who have been removed from their home because of physical or sexual abuse, neglect, or abandonment. Foster children are "normal" children plus more. They are much like your children, nieces or nephews, but with very different experiences. They are frequently filled with anger, confusion, fear, and a sense of powerlessness because they've been removed from the only home they have known. WHAT DO FOSTER PARENTS DO? The foster family provides the home environment in which a child can safely fulfill their physical, emotional, spiritual and cultural potential and become responsible adults. Foster Parents are an active part of the Treatment Team. They provide food, clothing, housing, supervision, recreation, and transportation to needed services such as therapy, doctor and dental visits. Most of all, foster parents provide nurturance, stability and love. Foster parents help children who have been physically or sexually abused, abandoned, neglected or exposed to drugs in-utero.

With the help of loving, caring foster parents, Beech Acres Therapeutic Foster Care allows emotionally, sexually or physically abused children to experience a loving and nurturing home environment. The program provides children with temporary or emergency substitute family care while their own families are unable or unwilling to care for them. Beech Acres Therapeutic Foster Care is recruiting foster parents to provide for the growing number of children referred to the program. Prospective foster parents attend twenty hours of orientation to gain an understanding of the program, the children's needs, and the impact of foster parenting on their own families. After orientation, foster parents go through a certification process before receiving a foster child into the home. When a child is placed in a foster home, Beech Acres' professional staff provides guidance and support through home visits and an emergency crisis telephone line for foster parents and children. In addition, foster parents meet weekly in teams of eight to twelve foster parents to discuss successes and problems experienced with children in foster care. Families who are willing to give of themselves are the key ingredient to helping many children in need. Being a Foster Parent Really Does Save Lives ! 'If' there is available cage space CAP usually keeps an animal until it finds a home, 'unless' the animal becomes ill, then sadly they have No Choice except to put the dog or cat 'to sleep'. There is no place to house a sick animal at CAP Shelter because the cages stay full with the healthy animals. Therefore the unfortunate animal who gets sick, has little hope for life, 'Unless' a kind-hearted and caring person will be a 'Foster Parent' to them. Many dogs must be 'put to sleep' because they get Kennel Cough which is simply cured by giving them one antibiotic tablet twice a day for 10 to 14 days, occasionally a few days longer. Providing your own dog(s) has a Kennel Cough shot every six months, there is little to be concerned about that your dog might catch it. It is still wise to confine the sick pet in a separate room for the first few days. (Kennel Cough is similar to people getting a cold.) Anyone who has ever boarded a dog at a Kennel knows most Kennels 'require' that your animal has had the Kennel Cough shot within a six month period. The reason for this and why some of the puppies and dogs awaiting a home at shelters get Kennel Cough is because in 'close quarters' (like shelters and kennels) it can spread if the animals have not had their vaccination.

Foster parents are people who are concerned about the well being of children and families. They are people who choose to provide children, who are unable to remain safely in their parents home, a substitute or supplemental family life experience. Foster parents represent different ages, races and income levels. Many foster parents are married, but there are single foster parents too. Foster parents have biological or adopted children living at home, some have never had children of their own, and others have raised their own children to adulthood. The primary goal for children in foster care is to return them to their families. Foster parents have the responsibility of helping children and their parents achieve this goal.
