On Monday, Jan. 24, Robert Herman, a foreign service officer in the Office of Policy Planning of the U.S. Department of State, will talk about "Democracy and Foreign Policy in the New Millennium." A specialist in democracy and human rights, Herman spent four years as a senior social scientist with the Agency for International Development, Bureau for Europe and the New Independent States, working on assistance strategies in economic, political and social spheres.

Extractions: The Redwood Symphony held its annual "An Evening of Chamber Music," at the Canada College Theatre in Redwood City, on January 26, featuring members of the orchestra. The orchestra, itself, is remarkable in that it offers progams many cuts above the typical community symphonies. Founder and music director, Dr. Eric Kujawsky, as much a musicologist, ventures into musical landscapes where other community conductors fear to tread. The program alternated between the conventional and the rarely heard. It opened with an intriguing work, "Suite Francaise: d'apres Claude Gervaise," out of early in the last century by the French composer Francis Poulenc. Being principally self-taught, Poulenc appears to be far less influenced by the past in melodic and harmonic lines and even in scoring, so that his work is refreshing to the ears of jaded chamber music devotees.

No doubt about it, the young violinist making his way with the slightly awkward gait toward the conductor was cute all-American cute, with his gangly figure, floppy-straight brown hair, and boy-next-door good looks, as cute in his white dinner jacket and black tie as he was in the London Records picture in the program, featuring him in black leather jacket, stone-washed jeans, and Reeboks. Beside me, a white-haired lady whispered to her companion, "My granddaughter just loves a group called New Kids on the Block. Is this what they look like?" Bell's concert last February at the 92nd Street Y in New York was a mostly flashy recital that showed him off as a formidable technician with the charisma to whip up an audience. He seemed impressive, appealing, and perhaps a bit callow-another wunderkind whose musical maturity was still in doubt. Here, in the Mann's vast, semi-enclosed "shed," the conditions seemed unfavorable to a stronger impression. In addition to the occasional drone of an airplane overhead, Bell would have to compete with the mighty lushness of the Philadelphia Orchestra's famous strings, as well as with the somewhat hyperactive conducting of another musical pinup boy, Hugh Wolff. What's more, his offering tonight was Saint-Saens's Violin Concerto No.3 in B minor, a Romantic showpiece that can evaporate as quickly as it charms.
