Extractions: Francis Jeffrey, founder of the Edinburgh Review, was born on 23 October 1773 in Charles Street, Edinburgh, the son of a Depute-Clerk of the Court of Session. Educated at Edinburgh High School and the universities of Glasgow, Edinburgh and Oxford, he was admitted to the Bar in Edinburgh in 1794. His involvement in Whig politics hampered his legal career, and he tried unsuccessfully to become a writer, suppressing a long poem ("Dreaming") before publication. Jeffrey married Catherine Wilson in 1801; she died in 1805, and he married Charlotte Wilkes in 1813. His third-floor flat at 18 Buccleuch Place was where, in collaboration with his friends Sydney Smith and Francis Horner (1778-1817), the Edinburgh Review was founded. It was first published on 10 October 1802, printed by Archibald Constable, and the 750 copies quickly sold out. The magazine set the standard that all later 19th-century literary magazines would have to follow. Reviewers were anonymous, and subjects ranged across the arts, politics and science. Jeffrey was editor from 1803 until 1829, and it was under him that the magazine enjoyed its heyday as one of the most influential arbiters of taste in Europe. The magazine initially signified its allegiance to the Whig Party by its coloured cover, which earned it the nickname "The Blue and Yellow". It was the return of the Whigs to power, and hence the possibility for Jeffrey to return to public office, that brought his editorship to an end, though by now the magazine's glory was already somewhat diminished. Jeffrey was appointed Lord Advocate in 1830, was elected Member of Parliament for Edinburgh in 1832, and was created Lord Jeffrey in 1834. He died on 26 January 1850.

Extractions: W HEN THE PURITANS set sail to cross the Atlantic, they were not going to a small, manageable island. Their destination was a continent, a new world. Their mission, as described with the bias of European civilization, was to establish a beachhead, a first settlement on the beginning edge of a land that was enormous, mysterious, frightening, and challenging. Clearly, the territory later called the American West was going to play a major role in the development of the nation they hoped to establish. The Puritans had little knowledge of what lay beyond their foothold on the New England coast, but early explorers had told of vast lands, strange natives, and incredible variety. The continent to the west of Plymouth and Jamestown, with its millions of undeveloped acres, added a massive physicality to the Puritan adventure in religious and political freedom. As religion receded from politics and democratic capitalism developed, the West provided opportunities for the poor and temptations to the exploiter, thus making the American experiment a realistic testing ground for democracy. A chapter in history began to unfold, a chapter characterized by such materials as inspire myth-makers. Both marvelous and terrible, the development of the West came to be symbolized in the American mind by pioneering, Indian wars and cattle drives, by the talismanic figure of the cowboy a merging of Hispanic and Anglo traditions by the heroic yet shameful railroad story, by miners, farmers, and loggers; and, at the end of the trail, in the promised land of California, there was a pot of gold. Back east, White House policies and Congressional debates often centered on the lands and riches of the West. From colonial times to the present day, recognition of the importance of the West to American history has been clear and continuous.

Form: Prose. Isn't that easy! But actually he uses some notable prose strategies that deserve comment. Balance and opposition are the most common strategies he uses to achieve both the apperance of balance and the concealment of his own opinions under the cloak of the opposing alternatives. He also is an adept wielder of other writers' opinions, as in his use of Pilate, Augustine, Lucretius, and Montaigne in "Of Truth." Characters: The aforementioned "authorities" operate as occasional characters in his prose, as well as offering him the chance to display his learning. Summary: "Of Truth" raises the interesting problem of our difficulty in defining lies, especially when we consider theology as a view with a higher and more profound standard of truth than mere mortal philosophy. More dangerously, he speculates "A mixture of a lie doth ever add pleasure" (1259). When moving into ordinary language of "civil business" (see the preface regarding his career!), he turns openly censorious of lies, even though such a world is obviously full of them. Under the agreement, four Aboriginal members of the RCMP-First Nations Community Policing Service (FNCPS) and one Aboriginal support staff member will provide a dedicated police service to the Tobique First Nation. The new program will be created under the federal First Nations Policing Policy (FNPP). "This agreement is a good example of what we-the federal and provincial governments and First Nations-can do when we work together to bring real and practical improvements to the lives of Aboriginal peoples," said Minister MacAulay. "Under the new agreement announced today, members of the Tobique First Nation will assume greater control over public safety and security in their community." "The Province also takes great pride in being a partner in this process and is hopeful that other First Nation communities will consider similar partnerships to ensure an enhanced level of community-based policing service for their regions," said Minister Mockler. "This new agreement demonstrates what we can accomplish when we work together with trust and mutual respect."
