Hogg was born in 1863 at Salisbury and graduated M.A. from Trinity College, Dublin. In 1890 he was appointed resident tutor and lecturer in mathematics at Trinity College, Melbourne, and in 1900 acting professor of mathematics at the University of Tasmania, and of mining engineering in 1902. In 1903 he came to Christchurch to be senior mathematics master at Christ's College, a post he continued to hold until 1928. In the interim he was appointed lecturer in mathematics at Canterbury University College, 1908, and in the same year was made President of the Philosophical Institute of Canterbury. A keen amateur astronomer, he became a Fellow of the Royal Astronomical Society, and also took a life-long active interest in the affairs of the Church of England.
