It is thought to have been written during the few months before his death. Notice that no mention is made about the age of the recipients (currently there is a 40 year-old limit), and that the medal should not be attached to any person, private or public, meaning that it shouldn't bear anybody's name. It is proposed to found two gold medals to be awarded at successive International Mathematical Congress for outstanding achievements in mathematics. Because of the multiplicity of the branches of mathematics and taking into account the fact that the interval between such congresses is four years it is felt that at least two medals should be available. The awards would be open to the whole world and would be made by an International Committee. The fund for the founding of the medals is constituted by balance left over after financing the Toronto congress held in 1924. This must be held in trust by the Government or by some body authorized by government to hold and invest such funds. It would seem that a dignified method for handling the matter and one which in this changing world should most nearly secure permanency would be for the Canadian Government to take over the fund and appoint as his custodian say the Prime Minister of the Dominion or the Prime Minister in association with the Minister of Finance. The medals would be struck at the Mint in Ottawa and the duty of the custodian would be simply to hand over the medals at the proper time to the accredited International Committee.

Pour ce faire, les précisions apportées par Jean BELLEC et Alain LESSEUR m'ont été précieuses. 1974 : LA CONCURRENCE FRANCO-FRANCO-AMÉRICAINE. La mission du développement du système moyen était confiée à Paris (mission assignee Marc BOURIN). Le développement du logiciel GCOS64 était réparti entre Paris et Billerica . -La majeure partie se faisait à Paris, dans la direction de Thierry CHAIN, Claude CARRÉ en étant le responsable direct. -La responsabilité du développement du firmware, et de l'émulateur G100 était également à PARIS, dans la direction de Georges LEPICARD. Celui-ci, fortement ébranlé par l'annonce à l'été 1973 de la pagination sur 360 par IBM, venait de quitter BULL pour rejoindre les développements SIRIS à la CII. Jean Jacques PAIRAULT venait de reprendre cette responsabilité. -A Billerica revenait le développement de la software factory sur GE645 (macroassembleur, langage HPL, sysgen, pont vers la machine cible 64), le tri, les communications COBOL, l'instrumentation software, l'ensemble des conversions H200 (conversions de COBOL et de fichiers, émulateur H200, la méthode d'accès HFAS), et l'émulateur 360 ( resté à l'état de projet). L'ensemble était sous la responsabilité de Bill HEFFNER, qui avait été responsable précédemment du design de GCOS3.
