The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for the year 2000 to Kim Dae-jung. He receives the prize for his lifelong work for democracy and human rights in South Korea and East Asia in general, and for peace and reconciliation with North Korea in particular. We welcome the laureate here today. The peace prize is a reward for the steps that have been taken so far. However, as so often before in the history of the Nobel peace prize, it is intended this year, too, as an encouragement to advance still further along the long road to peace and reconciliation. This is to a large extent a matter of courage: Kim Dae-jung has had the will to break with 50 years of ingrained hostility, and to reach out a cooperative hand across what has probably been the world's most heavily guarded frontier. His has been the kind of personal and political courage which, regrettably, is all too often missing in other conflict-ridden regions.

This is a second time that a book by Kim Myung Chul, an influential expatriate Korean military and diplomatic writer in Tokyo, has been banned in South Korea. The first ban was imposed in January in 1999 when an unauthorized translation of his first book "Kim Jong Il: Day of Having Korea Reunified" was published in Seoul. South Korean national intelligence agency officials raided the downtown office of Sallim-to, publisher of the book, from 5:30 to 6 pm, on November 8. They arrested Mr. Song Young-hyun and seized all the copied just about to be shipped to bookstores. The alleged charge against him is a violation of the National Security Law which punishes any act of establishing contact with a hostile organization or any person affiliated with it and any act of praising a hostile organization. An offender faces a maximum penalty of death. "Kim Jong Il's Reunification Strategy" has been a bestseller since it hit bookstores in South Korea last May on the eve of the Pyongyang summit between Kim Jong Il and Kim Dae Jung. Almost all the major South Korean dailies went out of their way to prominently cover the publication of the book. The South Korean government affiliated Yonhap News Agency reported it had been on a bestseller list. Japanese TV stations and Newsweek described the book as selling in a boom market in South Korea.
