En 1891, lors de la troisième conférence de l'Union interparlementaire qui eut lieu à Rome, Gobat présida la délégation suisse. Dès lors, il participa activement au travail de l'Union, encourageant les représentants de chaque nation à parlementer et à résoudre pacifiquement leurs conflits. De 1882 à 1906, alors qu'il était en charge de l'éducation publique, il mit en place de nombreuses réformes. L'action de Gobat se poursuivit dans le cadre du Bureau international pour la paix, qu'il présida de 1906 à 1909. En 1902, il partagea le prix Nobel de la paix avec Elie Ducommun, pour avoir soutenu les mouvements en faveur de la paix dans toute l'Europe et pour avoir tenté de régler pacifiquement les conflits entre nations.
