Extractions: From a focus on plant communities to a broader look at global change, LTER research is revealing how the components of our environment interact. Albert Einstein once said that chance favors the prepared mind. So, too, are LTER scientists uniquely prepared to learn from seemingly chance fluctuations in global climate—what LTER program head Scott Collins calls "the surprise years." the sites' principal investigators have chosen seven to consistently monitor over the long haul. If researchers investigate only one lake, they don't know whether their findings are unique to that lake, says University of Wisconsin limnologist Timothy Kratz, a principal investigator for the NTL LTER. Studying many lakes exposes patterns and commonalties that are visible only when researchers investigate environmental conditions over a broad region. The seven lakes of the NTL LTER were chosen because of their representative variety in size and location. The number of lakes, their different sizes (ranging from quarter-acre bogs to 3,500-acre behemoths), and their distribution from lower to higher elevations, allowed Kathy Webster, then a doctoral student, and other NTL researchers in the late 1980s to conduct one of the first and most informative field studies of how lakes respond to drought. Year in, year out since 1981, NTL researchers have measured the lakes' chemical composition, tracking fluctuations in calcium, magnesium, alkalinity, and other factors. These persistent measurements paid off in the late 1980s, when the upper Midwest was hit by a major drought. "We were able to look at our lakes pre-drought, during the drought, and after the drought," says Kratz. The results were surprising: Although all of the lakes lost water, only those lakes positioned higher in the landscape lost significant amounts of calcium, an essential nutrient for all organisms. The effect was all the more striking because the elevation difference between the highest and lowest study lakes was only about 33 feet.

Extractions: Updated October 1, 2002 SUMMARY The possibility that human activities are releasing gases, including carbon dioxide (CO2), at rates that could affect global climate has resulted in proposals for national programs to curtail emissions. An international framework for specific reductions in greenhouse gases was negotiated at a meeting in Kyoto in December 1997. Concern about costs has encouraged consideration of CO2 reduction proposals that employ market-based mechanisms. The passage in 1990 of a tradeable allowance system for sulfur dioxide (SO2) control in the United States to reduce acid rain provides a precedent for such mechanisms. The specific effects of both a carbon tax and tradeable permit program would depend on the specific levy (carbon tax) or allocation scheme (tradeable permit) chosen, the scope of the program, the timing of the reductions, and the recycling of any revenues. In addition, many tradeable permit proposals include provisions allowing countries to accumulate permits by reducing emissions in other countries. This scheme, called joint implementation, was approved in principle at the Kyoto conference in December 1997.

Its modern waste policy turned a century old and to celebrate, the government drastically revamped it in a way unseen since it was introduced. OSAKA "Natto," the infamous fermented soybean dish with its characteristic pungent smell and stickiness, may not exactly be the food of choice for many people. But an Osaka firm, in cooperation with Osaka City University, has begun an experiment to use polyglutamates the main component of the natto bacillus that turns soybeans to natto to help clean up the water in Osaka Castle's inner moat.

Extractions: Climate change is one of the most significant environmental challenges the world has ever faced. We are already seeing the effects of climate change in Canada. The potential impacts on our health, economy and environment require us to take action. With the ratification of the Kyoto Protocol, the Government of Canada has made climate change a national priority, and is working closely with Canadians and the global community to meet this challenge. Within the federal government, climate change is co-managed by the Minister of the Environment and the Minister of Natural Resources. Other key players in this nationwide effort include several federal government departments, the provincial/territorial Ministers of Energy and Environment, municipalities, as well as scientists, industry, the business community and individual Canadians. The Budget 2003 investment of $2 billion over five years brings the Government of Canada's total investment in climate change action since Budget 2000 to $3.7 billion. This is in addition to a number of other measures that are designed to complement our actions on climate change. The achievement of our climate change objectives will become part of the way the Government of Canada does business. Our investments in infrastructure, in technology, in science, and in regional development will all be considered in terms of their impact on reaching our climate change targets.
