Paralympic officials keep eye out for 'boosting'
August 16, 1996
Web posted at: 3:20 a.m. EDT From Correspondent Andrew Holtz ATLANTA (CNN) As athletes converge on Atlanta for the 1996 Paralympic Games, the worldwide athletic competition for people with physical disabilities, officials are on the lookout for those who may seek unorthodox ways to boost their performance. Just as at the Centennial Olympic games, there will be drug tests for banned substances such as steroids at the Paralympics. But, there also are other concerns. "A wheelchair athlete might actually put a nail in their chair to sit on," explained Dr. David Apple, chief medical officer at the Paralympic games. "They don't feel it, but their body experiences the pain stimulus. And this provides the same boosting effect to the blood pressure and the pulse, so that they get a little boost in their ability to perform." Experts say such a move may improve an athlete's performance by as much as 15 percent. Another boosting technique involves the catheters some Paralympic athletes use to drain their bladders. "If they kink that or block it off somehow so that the bladder fills up, that sets off a stimulus to the autonomic nervous system," Apple said.

Overview
The Paralympics are a multi-sport, multi-disability competition of elite, world-class, disabled athletes, similar in scope to the Olympic Games. The Paralympic Games are held approximately two weeks after the Olympic Games in the same host city/country. The difference between the Olympic Games and the Paralympic Games is that the Paralympics provide an elite competition opportunity to athletes with a functional disability which precludes their involvement in open competition of the Olympic Games. Paralympic athletes go through rigorous training year-round to prepare for their respective events. They are the best of the best; who through determination and hard work, earn the honor of representing the United States on the competitive playing field. 2000 PARALYMPIC REGATTA BACKGROUND Paralympic sailing makes its debut as a full-medal sport in Sydney, in two classes the 23' Sonar, a three-person keelboat, and the 2.4 Metre, a single-person keelboat. Each Sonar team will receive a rating designed to equalize physical abilities among the teams; 2.4 Metre sailors compete as equals without ratings. (At the 1996 Paralympic Games in Lake Lanier, Georgia, sailing in Sonars served as an exhibition event and attracted 15 countries. All nations, with the exception of host country Australia, must qualify for entry in both classes for the Paralympic Regatta, which is scheduled for October 20-27, 2000, in Sydney, Australia. The qualification process is a result of entry limits set by the International Olympic Committee and the International Sailing Federation (ISAF). QUALIFYING EVENTS Paralympic qualifying regattas are the world championships of each class in 1998 and 1999. The remaining entries will be determined by a joint committee of ISAF and the International Foundation for Disabled Sailing. ENTRY QUOTAS FOR THE 2000 PARALYMPIC REGATTA in Sydney

    History of the Paralympic Games
The forerunner to the modern Paralympic Games was a sports competition held at Stoke Mandeville in England more than 50 years ago - July 1948 - for mainly ex-Servicemen in wheelchairs. It was organised by neurosurgeon at the Stoke Mandeville hospital, Dr Ludwig Guttmann, to coincide with the 1948 London Olympic Games. Dr Guttmann is often labelled the 'Father of Disabled Sport' or the Paralympic version of the Olympic movement's Pierre de Coubertin, who founded the modern Olympic Games in 1896. From the 1948 Stoke Mandeville competition grew the need to organise proper sporting events for athletes with a disability. The first Paralympic Games was held in Rome in 1960 - the Games of the I (first) Paralympiad. The Sydney 2000 Paralympic Games will be the Games of the XI Paralympiad - celebrating its 40th anniversary while the Olympic Games celebrates its 104th year. Although the Paralympic Games is a much younger movement than the Olympic Games, it is growing dramatically. The word 'Paralympic' comes from the word 'parallel' and not 'paraplegic'. It means the Games 'parallel' to the Olympic Games in terms of being the key international competition for athletes with a disability - as the Olympics is for able-bodied athletes. The 1960 Rome Paralympic Games had 400 athletes from 23 countries but only one disability category - wheelchair - was represented. Six sports were played.

PARALYMPICS ORGANIZATION AND HISTORY The Paralympic Games are the zenith of competition for elite athletes with physical disabilities. The fundamental philosophy guiding the Paralympic movement is that these world-class athletes should have opportunities and experiences equivalent to those afforded non-disabled athletes. In order to compete in the Paralympics, each athlete must meet strict qualifying standards and be selected to his or her national team. International Paralympic Committee The International Paralympic Committee (IPC) currently resides in Bonn, Germany and is similar to the International Olympic Committee (IOC) in form and function. It is an international non-profit organization established for the purpose of governing and developing the world's elite disabled athletes and the Paralympic Games. English is the IPCs primary language. The IPC is formally recognized and funded, in part, by the International Olympic Committee. The IPC presides over five international federations representing 150 countries and 10,000,000 athletes worldwide. History The Paralympic Games were born of the vision of Sir Ludwig Guttman, an English neurosurgeon at Stoke-Mandeville Hospital in Aylesbury, England, in 1948 when he organized the International Wheelchair Games to coincide with the 1948 London Olympics. This first effort was symbolic; a deliberate attempt to connect the Olympics and the Paralympics was not made again until 1960, when the first Paralympic Games were held in Rome, just a few weeks after the 1960 Rome Olympics. In the first years, only wheelchair athletes competed.
