    OLYMPIA   Local citizens shouldn't always have to travel to Olympia, lawmaker says Moses Lake lawmaker Rep. Jan©a Holmquist said she believes a bill to allow local citizens to challenge a state agency's ruling in more areas across the state would increase fairness. House Bill 1530  would expand the locations where a petition for declaratory judgment challenging an agency rule may be filed. Current law requires all such petitions to be filed in Thurston County Superior Court. "Those of us who live hours from Thurston County shouldn't have the added burden of having to travel to Olympia," Holmquist said. "We don't always have the time or resources to come to court in Olympia and defend ourselves. It's a matter of fairness." Holmquist said taxpayer-supported state agencies are able to assess penalties against people and businesses throughout Washington, and then have the home-field advantage when the action is challenged.

    Initiative 747 and your property tax bill
    Olympian staff Q: Does I-747 limit the value of my property or the amount of taxes I pay to 1 percent? A: No. I-747 applies to taxing districts and places a 1 percent limit on how much they can increase the portion of their budgets that comes from property taxes. I-747 does not limit the value or the amount of taxes on individual properties. Q: In light of I-747, can my property tax go up more than 1 percent? A: Yes. During the 2001 revaluation cycle, the average increase of assessed value in Thurston County neighborhoods was 5 percent. Even though the average assessed value went up countywide, some people will pay lower taxes, some will pay the same taxes as before and some will pay higher taxes. Q: Who will pay more? A: Property owners in neighborhoods where the assessed value was larger than the average countywide increase of 5 percent may see a higher tax bill for 2002. In neighborhoods where values went up less than the 5 percent average increase, owners may see a reduction in the amount of taxes they pay in 2002. Q: Does I-747 apply to all levies?

    This is Mike Thurston's lovely '91 9000 2.3T auto. Despite having been driven in the rain just before the photo was taken, it still looks impressive. This car really works for its keep, clocking up an amazing 300+ miles per day! Mike is only the second owner of this well-maintained car. The tyres on those Aero wheels are Bridgestone S-03s, and Mike reckons the handling of his 9000 is comparable to that of his '95 Miata SCCA racer. However, he feels it could do with a little less body roll and may fit poly bushes to tighten it up further. saab9000.com is an enthusiast's web site and is not in any way affiliated with Saab Automobile. A big "thank you" to Saab for producing the 9000.

    Thurston Classic NABA SB Challenge Coverage
    Friday morning from the Thurston Classic, Meadville, Pennsylvania. Ted Watts, Frank Byham, and David May and their crews took advantage of clear skies, light winds, and patchy fog in the valleys to enjoy a beautiful fun flight over Meadville early this morning.  Winds were out of the west northwest at 4-8 MPH with the winds actually being forecast to drop off later in the morning.  Ted and David took off a few miles north of Meadville and flew an hour-long hare (Ted) and hound.  Frank, flying his new National balloon "Nancy's Delight," flew from the center of town and headed southeast towards Cochranton.  Clear skies and light winds are expected once again for this evening's sponsor flight from the sports complex at Allegheny College. First of all, I want to thank all of youfor coming today and I want to particularly thank the families who just metwith me, whose children were wounded, and in two cases, killed. I thank Mr. Bentz and Superintendent Kent and Mr. Petersen of theSchool Board, and Mayor Morrisette. I'd like to thank the members of yourcongressional delegation who came down with me today, Senators Wyden andSmith, and Representatives Hooley and Blumenauer who came with me, and ofcourse, Congressman DeFazio who represents this community. I was, frankly, glad but somewhat concerned when you some of yourleaders were kind enough to invite me to come down here today because Ididn't want to do anything to add to your burdens, and I was afraid all Icould do was to tell you that your country has been thinking about you andpraying for you and pulling for you.     Felony Murder Bill Rushed to Governor
    PATRICK CONDON THE OLYMPIAN South Sound cases There are seven murder convictions in Thurston County that could be overturned if a decision stands by the Supreme Court that deadly assault is not grounds for a felony murder charge, prosecutors say. Those cases are: Donald Ray Hendricks, serving 18 years for hitting, punching, squeezing and shaking his infant child to death in 1992. Robert Chong Wiggins, serving 41 years for the 1995 shooting of a passenger in a car who, Wiggins claimed, had flashed a gang sign at him. Harold L. Schultz

According to the National Telecommunication and Information Agency (NTIA) report, "Falling through the Net III: New Data on the Digital Divide", the highest percentage of people using the Internet (58.9%) are those earning more than $75,000 annually in urban areas; the lowest percentage of people using the Internet (12.1%) are those in rural areas earning between $5,000 and $10,000 annually. And the gap continues to widen. The NTIA’s 1999 study also shows that those earning less than $20,000 and using the Internet outside the home are more than twice as likely to get their access through the public library.

    (check against delivery) I would like to begin my presentation by telling you a little about the Canadian Transportation Agency (Agency) and some of the work we do. The Agency was created on July 1, 1996, under the provisions of the Canada Transportation Act , as successor to the National Transportation Agency. The Agency is an independent, administrative tribunal responsible for making decisions on a wide range of matters affecting Canadian transportation in the air, rail and marine sectors. It has the authority to resolve various rate, service, and other types of transportation complaints, and can assist parties to resolve disputes informally where possible. The National Transportation Policy , as set out in the Canada Transportation Act , states that the best regulator of the transportation sector is competition and the Act calls for economic regulation only if necessary Given that competition is as a rule the best regulator that we can have, Parliament recognized that competitive forces may not work equally in all sectors. In such circumstances, commercial negotiations between shippers and carriers may break down.

He has previously published three studies, each of which showed a major difference in bat performance between aluminum and wood.
    In October, he published his fourth statistical study, this one looking at the bats used during the 2000 spring and summer seasons. Thurston’s aim was to see if the NCAA’s new three-prong bat standards, which went into effect for the first time last year, would alter his previous findings.
    As in previous studies, only Division I players were included. Thurston compared their NCAA stats with their stats from playing in the summer Cape Cod League, where wood bats are used. His findings: the statistical differences between wood and aluminum were consistent with past years’ studies.
    Thurston looked at 92 players, including only those hitters who had a minimum of 70 at-bats in the Cape Cod League. With an aluminum bat, 70 percent of the Division I players studied hit over .300; with a wood bat, only 9 percent of the same hitters hit over .300. The differences were also marked when it came to slugging percentage: 45 percent of Division I players had a slugging percent over .500 with aluminum, while with a wood bat only 2 percent of the same hitters slugged over .500. Thurston also looked at home-run and strike-out frequency, RBIs, and runs scored, and found similar differentials.
