    The government is hoping to transform an expensive, bloated conscript army into a mean, lean fighting machine, insiders say. From inside the world of Russian defense, Vladimir Isachenkov reports.
    Russia plans to cut its oversized, decaying military establishment by about 600,000 people in hopes of building a more mobile and effective force, a top security official said. The Security Council, summoned by President Vladimir Putin to decide how and where to cut, made "a unanimous decision that we must carry out military reform in the broad sense," council secretary Sergei Ivanov said. "The overall number of cuts over the next few years, of both military and civilian personnel, is about on the order of 600,000," he said. Russian officials say the military has about 3.1 million uniformed and civilian personnel, so the cuts would mean about a one-fifth reduction. Russia's leaders have talked for years about downsizing their large conscript force, a legacy of the Soviet Union. But little has been done, and the military has steadily deteriorated. It no longer can afford to buy new weapons, train recruits, or fuel planes so pilots can maintain their skills. Putin has pressed for cuts, saying Russia needs to concentrate limited funds on a smaller, more modern and more professional military.

    The Russian military, which makes up 12 agencies and 2 million people, could be in for some drastic cutbacks. Alexander Golts examines a recent Russian Security Council meeting, and the ministerial battles over the armed forcesÂ’ future.
    A recent meeting of the Security Council could mark a turning point in the life of the Russian Army — and not just the Army, but that whole, strange conglomeration known as the Russian military, which includes 12 agencies and more than 2 million people in uniform. The heads of the various security ministries called the Nov. 9 Security Council meeting a month ago, after saying they categorically disagreed with the scale of cutbacks to their forces proposed by presidential experts. According to Deputy Security Council Secretary Vladimir Potapov, it took 17 sessions of a special commission to reach a consensus between the Interior Ministry, Emergency Situations Ministry and Border Guards Service on figures for the cutbacks. The heads of all the security ministries, who for the most part make up the Security Council, were obliged to agree with the presidential experts. All the agencies will face cutbacks of 20 percent. This means reductions of 476,000 military personnel and 132,000 civilian specialists.

ON THE ISSUE OF MILITARY DEVELOPMENT, THE GENERAL STAFF IS CURRENTLY TAKING THE OPPOSITE STANDPOINT FROM THAT OF THE SECURITY COUNCIL. Battles among the top brass over the future of the Armed Forces All Russia's military organizations, and particularly the Russian Armed Forces, are in a "critical" condition after eight years of "incorrect" and two years of "correct" reforms, according to Chief of the General Staff Anatoly Kvashnin. Kvashnin made the statement on May 30, on the eve of the Security Council meeting that discussed a draft document entitled "Fundamentals of the State Policy of the Russian Federation on Military Development to 2010". The decision itself to do some additional work on these fundamentals is unprecedented for documents of this magnitude.

    The Tunable Laser Group was formed in 1990 in the Institute of Automation and Electrometry Russian Academy of Sciences Siberian Branch . It is a part of the Laser Physics Laboratory under the direction of Prof. S.G.Rautian
    Objectives
    Continuous short-wave lasers are used in fundamental physics, chemistry, and biology. Meanwhile, nonlinear spectroscopy offers new methods for achieveing lasing in the short-wave spectrum. In particular, the Raman anti-Stokes laser, four-wave mixing, and high harmonic generation seem promising. The long-term objective of this group's research is to explain elementary phenomena in nonlinear spectroscopy, and to test new continuous-lasing soultions. The applications of lasers in astronomy, fiber communication technology, semiconductor processing etc. are also within the scope of our research.

    Russia: Officials To Undertake Big Reductions In Military Personnel

RFE/RL Moscow correspondent Sophie Lambroschini provides the background and assesses Russian analysts' responses to the projected cuts. Moscow, 10 November 2000 (RFE/RL) Russia's top-level Security Council decided yesterday on downsizing the nation's armed forces by almost 20 percent over five years. The council called Russia's present military organization "unwieldy" and "wasteful." President Vladimir Putin, who presided over the meeting, said the reductions were needed to get what he described as "a more compact and therefore a more mobile and professional army." The reductions approved by the Security Council add up to 470,000 military personnel, including 130,000 civilians and 380 generals. They represent the latest step by Russian authorities to streamline the country's defense and arms sector. Currently, Russian armed forces total some three million. Russia's Security Council, an advisory body set up by Boris Yeltsin, is composed of the heads of the main security ministries such as the Defense Minister Igor Sergeyev the heads of the foreign and domestic intelligence services, and the interior, emergency situations, and other ministers. In the spring, the chief of staff, Anatoly Kvashnin, was also made a council member by Putin, who chairs the council. Over the past several months, Kvashnin and Sergeyev have made their disagreements over military reform public.

Aushev also said that his complaints about election irregularities in Ingushetia were similarly ignored. In an interview with "Kommersant-Daily" on 24 April, he explained that the office of the presidential envoy of the Southern Federal District actively interfered in the election process, forcing the withdrawal of Interior Ministry (MVD) head Khamzat Gutseriev from the race (see "RFE/RL Newsline," 8 April 2002). And whether one member suffers, all the members suffer with it; or one member be honored, all the members rejoice with it (1Cor. 12:25-26). For the past year I have been incredulously observing as many innocent people were being led to the brink of spiritual disaster by clergymen whose actions cause one to believe that they are wolves in sheep's clothing. Many good people have been deceived into thinking that they are struggling for purity of the faith while they are in fact bringing about schism which, according to St. John Chrysostom "is a worse evil than falling into heresy." I must speak of the Panteleimonite Schism (schism indeed, and not defense of Holy Orthodoxy, as some would have us believe), because I find myself accused of charges brought against our Church. The list of "transgressions" committed by the clergy of the Church Abroad literally grows with each passing day. According to one of the documents included in the "information packet" ("TO INDICATE TO ANOTHER HIS ERRORS AND WRONGS IS NOT SCHISM BUT, TO SPEAK SIMPLY, IT IS PUTTING AN UNBRIDLED HORSE BACK INTO HARNESS," unsigned and undated) distributed by St. Nectarios Parish in Seattle, the number has grown to a total of 49!
