A KNIGHTS OF COLUMBUS PROFILE
WILLIAM PENNEY
STATE DEPUTY
by Patrick Craig

The chief executive officer for a local Knights of Columbus council is Grand Knight and there are more than fifty such officers in Newfoundland and Labrador. Although most people recognize the position of Grand Knight, they often have difficulty with the term State Deputy, which reflects the fact that the organization was founded in the United States. State Deputy is a term used for the chief executive officer in each of the fifty U. S. States and each of the ten Canadian provinces. The State Deputy for the province of Newfoundland and Labrador is William Penney.
Bill Penney grew up in Bishop's Falls where his father, Jarvis Penney, worked for the Anglo Newfoundland Development(AND) Paper Company for nearly fifty years. Jarvis and his wife, Margaret, had twelve children. Bill was the third of seven boys and five girls. After finishing high school in Bishop's Falls, he went to work at a local general store for a short while, and then entered into an apprenticeship with the railway as a pipefitter. He worked on the railway line for a number of years until moving to the dockyard in St. John's in 1959 . Bill went on to become a foreman, Project Supervisor, Estimator and eventually Superintendent. He retired from the Dockyard in 1992.
Bill has been a very active member of his parish and community. As a member of Mary Queen of Peace Parish he has long served as Lay Reader , Usher and is a member of the Parish Pastoral Council and Parish Hall Committee. Bill chaired the parish committee that developed the $130,000 Sports Complex for the local area. In 1987, he received a Government of Canada Award for recognition of his contribution to the community

Perkins leaped to 5th on the first lap, but slipped into the infield on lap 2. Penney broke for a lap 2 caution. Simpson was now second ahead of Fitzgerald. Simpson spun out of 2nd in turn 2 for a lap 7 caution. Fitzgerald was now second and he took the lead from Boardman after a brief side by side duel on lap 11. Bonetti and Slatter raced in the 3-4 slots with fifth traded between Rider and Ferrari. Ferrari exited when Jeff Sheppard Jr spun for a lap 16 yellow flag. It was the debut race for the teenaged Sheppard Jr. Perkins stalled to draw a lap 18 yellow after Bonetti had taken second ahead of Boardman. Fitzgerald stayed out front for the win with Bonetti second ahead of Boardman. Rider made a late move into fourth and Slatter won a photo finish call with Simpson for fifth. from
THE PENNEY FAMILY THROUGH 300 YEARS:
DEPTFORD, KENT; SHEERNESS, ISLE OF SHEPPEY, KENT;
AND THE UNITED STATES OF AMERICA
An Early Interest My father, mother, grandfather and uncles often reminisced about members of the family. As children will do, I too often took little notice. Nonetheless an appreciation for our families' history was spawned in me. In the summer of my 15th or 16th year I began asking questions about family relationships in an organized manner and committed the information to paper in the form of family trees (see below). Looking back on these jottings today they look incredibly primitive - barely scratching the surface of what we now know. However, they were a start! No mention was ever made of great great grandpa George Scarnell in England, his comtemporaries, or his forebears when I was growing up. The only thing I knew was that the ancestors had been shipwrights and had come from the Isle of Sheppey, located somewhere in England. Even great Grandpa William Henry was only spoken of occasionally. My Dad was just twelve when he died so what he remembered was limited, and Grandpa George seemed reluctant to talk much about him. Thus, while we knew a rich lore about relatively recent members of the family, nothing was known about the Sheerness or Deptford eras. England 1977 After landing a new professorial position in the Department of Physiology at Wayne State University School of Medicine, Detroit, in 1977, and selling my house in Oak Park, Illinois, my oldest son Loren and I flew to England and Europe for one month. While the official reason for the trip was that of giving research talks at Nijmegen University in Holland and at Halle in East Germany, as well as attending a physiology meeting at Churchill College, Cambridge, it was also my intention to spend a few days snooping around Sheerness (I had been there once before, briefly one evening in the early 70's, but learned nothing). We found a comfortable bed-and-breakfast in the house of Mrs. Clark, on Trinity Rd. behind the purple door, just off Broadway. I questioned the local merchants about the name Penney, read our name on the clock tower (W.J. Penney), visited the local library, etc. all in an effort to discover what I could.
