AN eminent authority has recently published a challenge to test the efficacy of prayer by actual experiment. I have been induced, through reading this, to prepare the following memoir for publication nearly the whole of which I wrote and laid by many years ago, after completing a large collection of data, which I had undertaken for the satisfaction of my own conscience. The efficacy of prayer seems to me a simple, as it is a perfectly appropriate and legitimate subject of scientific inquiry. Whether prayer is efficacious or not, in any given sense, is a matter of fact on which each man must form an opinion for himself. His decision will lie based upon data more or less justly handled, according to his education and habits. An unscientific reasoner will be guided by a confused recollection of crude experience. A scientific reasoner will scrutinise each separate experience before he admits it as evidence, and will compare all the cases he has selected on a methodical system. The phrases of our Church service amply countenance this view; and if we look to the practice or the opposed sections of the religious world, we find them consistent in maintaining it. The so-called "Low Church" notoriously places absolute belief in special providences accorded to pious prayer. This is testified by the biographies of its members, the journals of its missionaries, and the “united prayer-meetings" of the present day. The Roman Catholics offer religious vows to avert danger; they make pilgrimages to shrines; they hang votive offerings and pictorial representations

He devoted the latter part of his life to eugenics, i.e. improving the physical and mental makeup of the human species by selected parenthood. Although weak in mathematics his ideas strongly influenced the development of statistics particularly his proof that a normal mixture of normal distributions is itself normal. Another of his major findings was reversion. This was his formulation of regression and its link to the bivariate normal distribution. He also made important contributions to the fields of meteorology, anthropometry, and physical anthropology. Galton was an indefatigable explorer and an investigator of human intelligence. Galton, the cousin of Charles Darwin, was convinced that pre-eminence in various fields was due almost entirely to hereditary factors. He opposed those who claimed intelligence or character were determined by environmental factors. He inquired into racial differences, something almost unacceptable today, and was one of the first to employ questionnaire and survey methods, which he used to investigate mental imagery in different groups of people.

Fighting for the Good Cause: Reflections on Francis Galton’s Legacy to American Hereditarian Psychology Gerald Sweeney American Philosophical Society, Philadelphia: 2001 ISBN 0-87169-912-5 Reviewed by Gavan Tredoux October 2002 Books, or even booklets, on the Victorian polymath Francis Galton don’t come out very often.  Nicholas Gillham produced only the third full-length biography in English, in November of 2001 [Gillham  2001], 25 years or so after the last one by Derrick Forrest [Forrest  1974].  Before that you have to go back to Karl Pearson’s magisterial three volume The Life, Letters and Labours of Francis Galton [Pearson  1914, 1924, 1930].  So, in a sense, one should be grateful that some attention is being paid to Galton. Unfortunately Sweeney has a thoroughly political agenda.  Like postmodernist literary criticism, the result is an unintentionally ironical incarnation of all the faults attributed to the subject.  Postmodernists complain about the “prison house of language”, but their own prose is impenetrable and might easily be mistaken for nonsense.   Though Sweeney expends chapters on the supposed political nature of Galton’s work on mental ability and heredity, the political agenda is transparently all his own.  The principal fault he attributes to Galton – carelessness bordering on fraud – is on full display in his own work.  Where his argument contains substantial points, elementary cross-checking refutes them. The argument is not nuanced: that Galton failed abjectly to demonstrate that ability is hereditary; that his interest in heredity was driven by ideology and the expectations of his family that he himself should become a genius like his grandfather Erasmus Darwin; and that American psychologists were politically predisposed to believe a transparently weak argument.  Others might prefer the simpler explanation: that Galton was unusually gifted; that he was persuaded by the evidence gathered by his own pioneering research programme; and that American psychologists were influenced by his example because it opened genuinely fruitful areas of inquiry.

Galton, Francis English scientist, inventor, and explorer who studied the inheritance of physical and mental attributes with the aim of improving the human species. He was the first to use twins to try to assess the influence of environment on development, and is considered the founder of eugenics (a term he coined). Galton believed that genius was inherited, and was principally to be found in the British; he also attempted to compile a map of human physical beauty in Britain. He invented the `silent' dog whistle, the weather map, a teletype printer, and forensic fingerprinting, and discovered the existence of anticyclones. Galton was born in Birmingham and studied medicine in London as well as mathematics at Cambridge. In 1850 he set out for uncharted areas of Africa, and on his return wrote two books describing his explorations. Galton designed several instruments to plot meteorological data, and made the first serious attempt to chart the weather over large areas - described in his book Meteorographica 1863. He also helped to establish the Meteorological Office and the National Physical Laboratory. In Hereditary Genius 1869, based on a study of mental abilities in eminent families, Galton formulated the regression law, which states that parents who deviate from the average in a positive or negative direction have children who, on average, also deviate in the same direction but to a lesser extent.
