    Introduction
    This paper discusses the United Nations Peace-keeping Operations (PKO) and humanitarian assistance operations from a Japanese perspective. In particular, the involvement of Japan's Self-Defense Forces will be dealt with in detail. The paper consists of three parts: I. Background and Legal Framework, II. Japan's Humanitarian Assistance Activities and Lessons Learned, III. Japan's PKO Activities and Issues to be Addressed.
    I. Background and Legal Framework
    The United Nations Peace-keeping Operations have evolved during the past four decades to assume a central role in maintaining peace in the international community. This trend has been reinforced since the end of the Cold War, where the Security Council, in the absence of the East-West conflict, has assumed greater responsibility in matters related to international security. The Gulf Crisis, however, awakened the Japanese people out of a psychological cocoon that had protected them from the world at large throughout the postwar years. They had to face harsh criticism from around the world that Japan had been too slow in offering too little assistance to the multinational struggle against Iraq's aggression against its neighbor. Despite Japan's substantial financial contribution amounting to $13 billion, raised through new taxes, the international community's lack of appreciation bewildered the Japanese people. This stinging criticism brought home to their minds the importance of sharing the burden with blood, sweat and tears, and not just with money, as a responsible member of the international community striving for the common cause of maintaining peace with justice.

Over the past week Israeli military forces have moved to occupy Palestinian cities and villages. It is more apparent now than ever that United Nations peace-keepers are needed in the West Bank and Gaza to prevent more deaths and end the violence. What we are witnessing today is a threat to world peace. During this second Intifada, there have been hundreds of deaths and thousands of injuries. Palestinians have suffered tremendous economic hardships as well. Continuing to direct the might of the Israeli army against Palestinian civilians will only serve to deepen feelings of fear and hatred and diminish any hopes for a peaceful solution. Without external intervention, there is danger of the entire region being plunged into war. We look to your leadership to ensure the safety of all Palestinians living in Gaza and West Bank, including East Jerusalem and to stop further deterioration and destabilization of the region by sending a United Nations Peacekeeping Force.

Roger Simmons, Ms. Murphy-Simons, Honoured Medal Recipient Captain, The Reverend Michael Jackson and Ms. Jackson, Honoured representatives of the Military, distinguished guests: It is my honour this afternoon to represent the Commander in Chief of Canada's Armed Forces, the Right Honourable Adrienne Clarkson, Governor General of Canada in this Peacekeeping Medal Ceremony. Peacekeeping has been an important part of Canada's contribution to an uneasy world since 1956. In the ensuing nearly five decades of service, more that 125K Canadian Forces Members have undertaking Peacekeeping tours of duty, suffering a resulting loss of more than 100 lives in the service of a more Peaceful global community. However, when the Nobel Peace Prize was awarded to United Nations Peacekeepers in 1998, they inspired the creation by Canada of the Peacekeeping Service Medal, dedicated to Canadian Military and Citizen personnel who have given their selfless service to maintaining conditions in which Peace can be secured. Etched with the words: 'Peacekeeping and Service De La Paix', the Medal depicts three figures on the obverse taken from the Peacekeeping Monument in Ottawa, which was dedicated in 1989. The figures are an unarmed Observer accompanying a man and woman in full Uniform on duty, all beneath a Dove of Peace. On the reverse is the Queen's Cypher on a Maple Leaf with the one word 'Canada'. With a Ribbon of Canada's Red and White joined with United Nations Blue and the Green of Volunteers, this is a medal dedicated to the highest ideals of the human family.

    COMPERE: Both the Nobel prize-winning Independence Leader, Jose Ramos-Horta, and the Resistance Leader, Xanana Gusmao, joined the calls today for a peace-keeping force, without one, they say, the Timorese people are defenceless against the armed militias. But as Bronwyn Adcock reports, the politics of the situation mean that East Timor will not be seeing armed peace-keepers in the immediate future.
    BRONWYN ADCOCK: A resolution from the United Nations Security Council is needed to send a peacekeeping force into East Timor. According to Scott Burchill, lecturer in international relations from Deakin University, member states would not vote to send in troops unless Indonesia agreed.
    SCOTT BURCHILL: Highly unlikely. That would mean that they are effectively at war with Indonesia, given that Indonesia fiercely defends its sovereign control over East Timor. And there are two other considerations. One is there is some doubt as to whether China, which is a permanent member of the Security Council, would agree to a resolution which might be seen as a precedent some time in the future for interventionary forces in Tibet. So that's a first concern. The second, of course, is that the United States has not prepared its own domestic public opinion for the deployment of forces in East Timor. We sometimes forget in Australia that East Timor barely registers on the radar in the United States.
    BRONWYN ADCOCK: Scott Burchill says that the only country who could convince Indonesia to welcome a peace-keeping force is the United States.

    DILI, East Timor –
    The 11th Marine Expeditionary Unit (Special Operations Capable) and Boxer Amphibious Ready Group arrived here 9 April to begin three days of humanitarian and civic assistance in support of East Timor’s transition to independence.
    In concert with the U.S. government’s ongoing commitment to East Timor, 11th MEU (SOC) /Boxer ARG deployed more than 350 Marines and Sailors daily, from the USS Boxer (LHD-4), USS Harper's Ferry (LSD-49) and USS Cleveland (LPD-7) to several locations in East Timor to conduct medical and dental assistance, air and sea lift of humanitarian supplies and assist in community relations projects around the island.
    Nearly two years prior to the ARG's visit, East Timor was beset by civil strife after a vote for independence from Indonesia spurred members of various militia groups to incite violence throughout East Timor. As forces looted and torched homes and businesses and killed innocent civilians, thousands of East Timorese fled from their homes into the mountains and across the border into neighboring West Timor.
    To restore order and facilitate humanitarian assistance, the United Nations established International Forces, East Timor (INTERFET) to halt the violence in East Timor.
