The Nobel Peace Prize
October is the month when the names of the Nobel prize winners are made known to the world. The winners are the people who have proved worthy to be honoured that year for their significant contributions in the fields of physics, chemistry, medicine, literature and work for peace. In addition, a Nobel memorial prize was established in 1968 The Bank of Sweden Prize in Economic Sciences in Memory of Alfred Nobel. Since 1969, this prize has been awarded at the same time as the five Nobel Prizes. Many other similar prizes are of course given by other institutions all over the world, but the Nobel prizes have maintained a unique position since the first one was awarded in 1901. There are many reasons for this, but probably one of the most important is the general trust in the thoroughness of the investigations and deliberations undertaken by highly qualified persons before each award is made. In his will of 1895 Alfred Nobel stipulated that the scientific prizes and the prize for literature should be awarded by Swedish institutions. But the decision regarding the peace prize he left to a committee appointed by the Norwegian parliament, the Storting.

We are the children of the conquest, torn between pride in our Spanish hertiage and outrage at the treatment of our indigenous ancestors. We are the inheritors, not only of the pain and betrayal, but also of the achievements which changed the ethnic compo sition, diets, and health of the world forever.

    'Latin America's Nuclear-Weapon Treaty "pillar" of global regime says Secretary-General, in Message on Treaty's Anniversary,' United Nations Press Release, SG/SM/6163, DC/2575, 20 February 1997 The statement was delivered on behalf of the Secretary-General, Kofi Annan, by the Director-General of the International Atomic Energy Agency, Dr. Hans Blix, in Tlatelolco, Mexico City, on 14 February. Extracts "When the Treaty was opened for signature 30 years ago here in Mexico City, Secretary-General U Thant declared that 'the nations of Latin America and the Caribbean can, with ample justification, take pride in what they have wrought by their own initiative and through their own efforts'. I am honoured to reaffirm my distinguished predecessor's words, and to add my own praise for this region's concrete contribution to the fulfilment of one of the dominant objectives of the nuclear age: a world free of nuclear weapons. Thirty years ago, East and West were locked in the cold war, and in an arms race involving both nuclear and conventional weapons.     Mr. President, Your Excellencies, Ladies and Gentlemen, Some treaties become firmly engrained in history and in our memories because of their important content or because of their striking names - or both. The Treaty of Westphalia, the Treaty of Erzerum and the Treaty of Algeciras are such instruments. Today we celebrate the 30th anniversary of another such treaty; one of great importance and carrying a conspicuous Aztec name - the Treaty of Tlatelolco. Thirty years ago my predecessor as Director General of the IAEA, Dr. Sigvard Eklund, was present at the signing. He thereby acknowledged the readiness of the IAEA to accept the important task which the Treaty places upon the IAEA in the field of verification. The signing, indeed, showed the confidence of the signatories of the Treaty in the safeguards system of the IAEA and it was the starting point of a long and positive relation between the Agency and the Treaty and its organization, the OPANAL. I am very happy to be present at Tlatelolco on this occasion - bringing the congratulations of the IAEA to the Latin American and Caribbean Parties to this Treaty.
