Human Rights - The Declaration Of
Professor John Hobbins of McGill University is the Literary Executor of John Peters Humphrey, the first Director of the UN Human Rights Division (from 1946). He knows a lot about the origins of the Universal Declaration for Human Rights, and indeed about the many efforts of John Humphrey to implement the Declararation during his 30 years in the post. Ross Wilcock forwards this comment by him:
"Interesting info from the WAIS list - there is one slight correction. Rene Cassin wrote several articles promoting his role as father of the UDHR including the claim he wrote the first draft (since he was nearly 80 these were probably written for him). However, the Nobel committee was sufficiently circumspect or fortunate not to mention the first draft. PARIS, Dec 2 (AFP) - A slew of dignitaries, including UN chief Kofi Annan,=
US Secretary of State Madeleine Albright and Tibet's spiritual leader the=20
Dalai Lama, are to attend ceremonies next week marking the 50th anniversary=
of the Universal Declaration of Human Rights.
The ceremonies will start Monday at the headquarters of UNESCO in Paris and=
end Thursday with speeches by French President Jacques Chirac and various=20
key figures involved in the struggle for human rights.
Among them will be East Timor resistance leader and Nobel peace laureate=20
Jose Ramos Horta, Chinese dissident Wei Jingsheng and Algerian journalist=20
Salima Ghezali.
Albright is to deliver a speech next Thursday in memory of Eleanor=20 Roosevelt, who helped draft the declaration. =46rance is issuing two stamps the same day, one commemorating Roosevelt and= human rights champion Rene Cassin and the second commemorating the=20 universality of the rights declaration.

PARIS, Dec 4 (AFP) - France moved quickly Friday to defuse controversy over=
ceremonies commemorating the Universal Declaration of Human Rights, denying=
reports that the Dalai Lama and Chinese rights activists had been excluded=
from several official events.
President Jacques Chirac, speaking at the end of the Franco-British summit,=
said the Tibetan spiritual leader had been invited along with several other=
Nobel peace prize laureates to a luncheon at the Elysee palace next=20
Tuesday.
Chirac added that the Dalai Lama, due to arrive in Paris Sunday, was asked=
if he wished to take part in the event considering his relationship with=20
Beijing. "I am waiting for his reply," said Chirac, who has not met with the Tibetan= leader in an official capacity since taking office in 1995. The guest list includes several fellow Nobel laureates including East Timor= resistance leader Jose Ramos Horta and Guatemalan indigenous activist=20 Rigoberta Menchu.

Human Rights Institute Inspires Virginia Tech Student

For Amy Bann, being around 400 to 500 people, all interested in human rights, at the International Institute of Human Rights in Strasbourg, France, was an uplifting experience that will color the rest of her life. The institute, affiliated with the University of Strasbourg, was founded by Rene Cassin, who won the Nobel Prize for International Peace. Cassin wrote the original draft of what eventually became the Universal Declaration of Human Rights, the very foundation for all international human-rights law, according to Edward Weisband, the Edward S. Diggs Professor of Political Science at Virginia Tech. Weisband's students began attending the institute after he was invited to give lectures there in the summer of 1933. Every year since, he has selected one or two students to apply to participate. The program and the institute are partially subsidized by the government of France, Weisband said, so students receive subsidized food and board, lowering their expenses. At the institute, Bann attended lectures each morning on such topics as the human-rights protection system of the United Nations and its specialized agencies, the future of International Criminal Court, and the African Charter on Human and Peoples' Rights. Topics also included regional protection of human rights in Asia, international humanitarian law, the significance and impact of the Universal Declaration of Human Rights, and sustainable development. "We looked at where we have come from and how far we have come," Bann said.

They can always keep busy." What she really wanted to do was to make some contribution to what had been Franklin's main wartime objective-the establishment of machinery that would help ensure a lasting peace. As long ago as 1939 she had read Clarence Streit's Union Now and had had the author dine at the White House in order to explain his plan to Franklin
She had kept Franklin informed of the work of Clark Eichelberger's Commission to Study the Organization of Peace. All through the war she had argued for a "United Nations" rather than an Anglo-American approach to peacekeeping. In July, when the UN Charter was before the Senate, she had pleaded for immediate ratification, saying her husband thought it most important to write the Charter and have it accepted while the exigencies of winning the war still kept the Allies together.
The United Nations, regardless of its imperfections, now seemed more important than ever. Mrs. Roosevelt considered it her husband's most significant legacy to the world and wanted his name to be associated with it. She enlisted the help of Truman and Hopkins to get the United Nations to consider the possibility of using Hyde Park as the permanent site of the new organization. She even thought that she, too, might be of help in carrying forward her husband's work.
Truman yielded to no one in his admiration of Mrs. Roosevelt, whom he still addressed as "First Lady," just as he still thought of Roosevelt as "the President." There were two people, Truman had told James Byrnes sometime in November, that he had to have on his political team-Henry Wallace, because of his influence with labor, and Mrs. Roosevelt, because of her influence with the Negro voter. He could "take care of Henry" but wanted Byrnes to find an appointment for Mrs. Roosevelt in the field of foreign affairs. "The following week," Byrnes said, "in recommending a list of delegates for the first meeting of the United Nations Assembly in London, I placed Mrs. Roosevelt's name at the top of the list, expressing the belief that because of her husband's deep interest in the success of the UN she might accept. Truman telephoned to her immediately, while I was still in his office, and she did agree to serve."

Une page vient à peine d'être tournée sur un siècle marqué par deux guerres mondiale, l'indicible horreur de la Shoa, des génocides aux quatre coins de la planète et des peuples massacrés au nom de la purification ethnique.
Un siècle, qui malgré les avancées fulgurantes de la science et l'ampleur des progrès techniques, n'a vu que de très timide progrès, les démocraties occidentale mises à part, dans l'affirmation, la défense et la consolidation des droits de l'homme.
