Pollution Prevention as Defined Under the Pollution Prevention Act of 1990
Following passage of the Pollution Prevention Act of 1990, the U.S. Environmental Protection Agency (EPA) developed a formal definition of pollution prevention and a strategy for making pollution prevention a central guiding mission. Under Section 6602(b) of the Pollution Prevention Act, Congress established a national policy that:
  • pollution should be prevented or reduced at the source whenever feasible;
  • pollution that cannot be prevented should be recycled in an environmentally safe manner whenever feasible;
  • pollution that cannot be prevented or recycled should be treated in an environmentally safe manner whenever feasible; and

As we enter the 21 st century, pollution prevention remains the law of the land impacting both private and public sector business activities. The pollution prevention professionals at AEDC develop and manage programs designed to meet the current and near-future challenge of creating and maintaining a clean environment.
The foundation of AEDC’s program is preventing pollution at the source by moving away from dependence on hazardous materials. In addition to source reduction, pollution prevention advocates reusing waste products, recycling products that are unable to be reused, and purchasing recycled materials. Disposal (or other release into the environment in an environmentally safe manner) is considered only as a last resort.
AEDC developed an aggressive pollution prevention program in the mid-1990s that demonstrated its commitment to environmental excellence and stewardship. The program was designed to comply with AF strategies for reduction, reuse, and recycling. AEDC has made many accomplishments in the Pollution Prevention arena. Hazardous waste generation has been reduced more than 60 percent from 1992 levels. The reduction was accomplished by installing and using a solvent distillation unit, by improving the wind tunnel cleaning process, by installing filtering systems, by material substitution, by process improvements, and by employing commercial companies to recycle batteries and fluorescent bulbs. The goal is to reduce hazardous waste generation to as near zero as possible.

OAK RIDGE, TN - The U.S. Department of Energy (DOE) has recognized 55 individuals for their innovative achievements in pollution prevention at DOE sites in Tennessee, Missouri, and Michigan. Pollution prevention involves the reduction of pollution at the source, efficient use of energy, and reuse of materials to minimize or stop the generation of waste. Innovative projects in pollution prevention, waste reduction, and conservation of raw materials enabled DOE's Oak Ridge Operations (ORO) to avoid $10 million in costs in FY 1995. Nominations were received from Lockheed Martin Energy Systems, Lockheed Martin Energy Research, MK Ferguson of Oak Ridge Company, MK Ferguson at Weldon Spring Site, and Bechtel National Incorporated. Federal Government Celebrates National Pollution Prevention Week
President Bush kicked off National Pollution Prevention Week, September 16 to 20, 2002, with a proclamation:
    I send greetings to those celebrating National Pollution Prevention Week.
    Americans have a responsibility to ensure that our land is protected, our air is clean, our water is pure, and our parks are accessible. To fulfill this responsibility, government, businesses, community organizations, and individuals must cooperate to be good stewards of our natural resources.
    During National Pollution Prevention Week, our Nation celebrates the work of public and private organizations to safeguard our land, air, and water. I commend the important efforts of the National Pollution Prevention Roundtable to reduce waste and promote the efficient use of materials and resources. The Pollution Prevention Act defines "source reduction" to mean any practice which reduces the amount of any hazardous substance, pollutant, or contaminant entering any waste stream or otherwise released into the environment (including fugitive emissions) prior to recycling, treatment, or disposal and reduces the hazards to public health and the environment associated with the release of such substances, pollutants, or contaminants.
The term includes: equipment or technology modifications, process or procedure modifications, reformulation or redesign of products, substitution of raw materials, and improvements in housekeeping, maintenance, training, or inventory control.
Under the Pollution Prevention Act, recycling, energy recovery, treatment, and disposal are not included within the definition of pollution prevention. Some practices commonly described as "in-process recycling" may qualify as pollution prevention. Recycling that is conducted in an environmentally sound manner shares many of the advantages of preventionit can reduce the need for treatment or disposal, and conserve energy and resources.

Introduction
EPA recognizes the invaluable service that automotive recyclers contribute to the environmental quality of life through the recycling of automotive parts, and scrap metals and the conservation of our natural resources. It is the goal of the EPA Region VIII Hazardous Waste Minimization Program to assist the industry in reaching compliance with existing and anticipated environmental regulations through the use of hazardous waste minimization and other pollution prevention techniques. This fact sheet is intended only as a guide for the automotive dismantling and recycling industry for use in reducing pollutant releases to the environment. Knowledge of and compliance with environmental and occupational safety and health laws is the responsibility of the owner/operator, and is not the focus of this fact sheet.
