Each spring and fall, the MDC conducts a regional household hazardous waste collection program at a series of local sites in member and non-member towns. The program offers a number of benefits to residents and municipalities:
  • Residents have the opportunity to participate in a collection day in their respective towns as well as in other collections throughout the year.

Ignitable, corrosive, reactive or toxic hazardous wastes pose substantial threats to human health and the environment, if they are not properly managed. In 1999, 588 Indiana facilities generated 19 million tons of hazardous waste. Increases since 1995 are likely due to facilities generating more hazardous waste because the economy was producing goods at or near capacity.

Hazardous Waste Treatment and Disposal
Most hazardous waste generated in Indiana is treated on site in treatment systems regulated by the Clean Water Act. During 1999, 95 percent of the hazardous waste generated was treated at the sites of generation. The remaining waste was sent off site to permitted hazardous waste treatment, storage or disposal facilities.
From 1997 to 1999, 13.4 percent (48,000 Tons) of hazardous waste materials were recovered from the waste stream into usable products for commercial or industrial use. Such materials can include metals, solvents, and fuel-blending chemicals that can be reprocessed for reuse. Permitted treatment, storage and disposal facilities in Indiana received approximately 697,135 tons of hazardous waste from both in-state and out-of-state sources. This waste was recovered and reused, incinerated, landfilled or otherwise treated. Back to Top Hazardous Waste Shipments In 1999, Indiana shipped approximately 211,985 tons of hazardous waste to 28 states, 51,985 tons more than in 1997. Indiana treatment, storage and disposal facilities received approximately 251,297 tons of hazardous waste from 47 states, approximately 10,000 tons less than in 1997.

Disposal rates for all permitted municipal solid waste landfills and transfer stations vary by county, as shown in the map titled, "Municipal Solid Waste Disposal Within Each County." In 2001, Indiana had 36 operating municipal solid waste landfills, down from 72 in 1991.

Source Reduction and Recycling
Measuring the amount of material diverted from disposal by reduction or recycling is a challenge for Indiana and for all states. Over the past ten years, IDEM has developed and refined a solid waste diversion measurement system. IDEM determines the diversion measurement from a calculated generation rate that is adjusted each year by an economic growth factor and displayed as a per capita statistic. From there, IDEM subtracts the annual disposal tonnage, resulting in an annual diversion in tons. The overall tonnage is converted to a percentage of the total waste generated in that given year.
In the most recent calculation by IDEM (data through December 31, 2000), it is estimated that Indiana has reached a waste diversion level of 35 percent. Although we have not met our specified goal of reducing waste disposal by 50 percent by January 2001, Indiana's experience of successful waste reduction is comparable to many other states. Only one state claims to have reached 50 percent waste reduction. Indiana has met the U.S. EPA's national recycling goal of 35 percent.

A free collection service is provided for residents' hazardous waste, up to 50kg or 50 litres (1cwt or 10 gallons). Larger quantities are chargeable. This service is offered to residents and charities within the Borough and is provided by the Corporation of London on behalf of the London Authorities. More on hazardous waste The UK is currently aiming to bring its Hazardous Waste legislation in-line with the Hazardous Waste Directive 91/689/EC and the consequent revised European Waste Catalogue, which took effect on 1st January 2002. The catalogue provides a definition of wastes from all sources of waste generation.
A review of the Special Waste Regulations 1996 is underway and the current consultations suggest the following amendments:

The Environment and Heritage Service is responsible for the enforcement of the Special Waste Regulations (Northern Ireland) 1998 and the Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) Regulations (Northern Ireland) 2000.
Special wastes are those which are dangerous and difficult to handle. The purpose of the Special Waste Regulations is to provide an effective system of control for these wastes and to ensure that they are soundly managed from their point of production to their final destination for disposal or recovery.
Polychlorinated Biphenyls (PCBs) are recognised as a threat to the environment due to their toxicity, persistence and tendency to accumulate in the bodies of animals. Holders of equipment containing polychlorinated biphenyls (PCBs) and other dangerous substances are legally required to register their holdings with the Environment and Heritage Service (EHS), label the equipment and phase out and safely dispose of significant PCB holdings.

In addition, many commercial chemical products are regulated as hazardous waste once they are discarded or intended to be discarded. The Hazardous Waste Program of the Maryland Department of the Environment (MDE) is responsible for the regulation of hazardous waste in Maryland. What is hazardous waste?
To be regulated as a hazardous waste, a substance must either have the potential to: cause or contribute to an increase in mortality or serious illness, or, threaten human health or the environment if mismanaged. As a practical matter, a substance is regulated as a hazardous waste if it is specifically listed as such in State regulations, is mixed with or derived from one of those "listed" wastes, or exhibits certain characteristics defined in the regulations. The characteristics of hazardous waste include ignitability, corrosivity (strong acids or caustics), reactivity (explosives or items which can release toxic gases when mixed with water), and toxicity (substances which will release certain levels of toxics when subjected to a test simulating conditions in a landfill).

IBM continues the management of its hazardous and nonhazardous waste from virtually every facility according to a waste management hierarchy requiring, in order of preference:
  • reduction reuse recycling chemical or physical treatment and disposal (only as a last resort)
Managing hazardous waste
Since 1987, IBM's hazardous waste generation declined 75 percent. During the past five years, total hazardous waste generated from IBM plants and laboratories decreased by 39 percent. A significant portion of the decline - 22 percent - was due to the sale of some operations. The remaining 17 percent was the result of pollution prevention initiatives - challenging changes in products and processes that drive down the generation of hazardous waste. Over the past decade, IBM and the electronics industry introduced technology changes that allowed the transition from hazardous solvents to nonhazardous water-based cleaners. These water-based cleaners and other effective pollution-prevention projects reduced dramatically the amount of hazardous waste produced during manufacturing. The bar chart below displays the continual decline in hazardous waste generation since 1987. The chart also shows an increase in hazardous waste from 1997 to 1998. As noted in the Pollution Prevention section, the 7,000-metric-ton increase in hazardous waste in 1998 is the result of increased use of one particular solvent, measured as on-site recycling throughput, at one manufacturing facility. A large percentage of that solvent is scheduled for transition to a water-based process in 1999.

Since they began in 1971, IBM's pollution prevention programs have had as their working philosophy the pinpointing of potential problems before they become real ones. One way to prevent pollution is by reducing the generation of hazardous waste at its source. Examples of IBM's source reduction actions include redesigning processes to eliminate chemical use; optimizing processes to reduce chemical use; and substituting chemicals to replace those that are less environmentally preferable. For the waste that is generated, IBM strives to prevent pollution through a proactive, comprehensive waste management program. Pollution Prevention Through Source Reduction
IBM measures the change in the generation of hazardous waste from manufacturing and hardware development operations relative to volumes of output. Through this metric, IBM can track how waste from manufacturing and hardware development processes changes as a result of actions to reduce hazardous waste at its source, while accounting also for increases or decreases in output. The IBM hazardous waste reduction metric involves an annual correlation of output data from IBM's principal products with hazardous waste generation associated with these products. Where appropriate, the index may also incorporate a measure of technology complexity, which is a key element when defining output in a high-technology industry. Because this particular metric seeks to track changes in the initial generation of IBM's process waste resulting from source reduction actions, it does not include waste that is recycled in closed loop systems.
