February 25, 1998: Hard on the heels of the Kyoto conference on global warming, the Iraqi tyrant who occupied Kuwait and threatened to gain control over 40% of the world's petroleum reserves, has revived the specter of war in the Middle East. The timing should draw our attention to the fact that the causes of the Gulf War and of climate change are one and the same.
Seven years ago, a coalition of nations assembled to throw the Iraqi invader out of Kuwait on the pretext of liberating a sovereign state. However, as U.S. Secretary of State James Baker explained, in a rare display of diplomatic candor, the real purpose of the intervention was to protect American jobs by ensuring America an unrestricted supply of oil.
Curiously, the objective of the Kyoto discussion was ostensibly to devise means of restricting the consumption of oil and other fossil fuels by America and the rest of the industrialized world. The conflict between the need to protect the global environment and the industrialized world's energy requirement is stark. Moreover, the conflict will remain a potential cause of war as long as the search for nonpolluting energy sources and means to conserve energy is stymied by chronic underfunding of, and societal nonchalance about, alternative energy resources.

South Africa
The Republic of South Africa, a major coal producer and exporter, has a highly developed synthetic fuel industry and small reserves of oil. South Africa is the continent's largest energy consumer (primarily coal and petroleum) and Africa's second largest energy producer (mainly coal) behind Algeria . South Africa is a prominent member of the Organization of African Unity (OAU), the Southern Africa Development Community (SADC) , and the Southern Africa Customs Union (SACU).

GENERAL BACKGROUND
COAL

Coal is the primary fuel produced and consumed in South Africa and is one of the country's largest sources of foreign exchange. The country's coal reserves are mainly bituminous, with relatively high ash content (about 45%) and low sulfur content (about 1%). South Africa's recoverable coal reserves are estimated at 61 billion short tons (6% of the world reserves). The South African government plans to conduct a national study to determine the extent of the country's remaining coal resources. The study will also survey the discard (waste) coal from current and former coal operations in the country. As much as 1 billion tons of discard coal is on the surface in South Africa. Production

Welcome to ETE
Gradually, ETE has expanded and currently it has become a group of about 18 researchers. The working group formally consists of three subdivisions: Energy, Transport and Environment. The general aim of ETE is to apply state of the art economic theory to current policy issues at the Flemish, Belgian and European level. An important asset of ETE is its extensive portfolio of numerical partial and general equilibrium models for the assessment of transport, energy and environmental policies. ETE is a part of the which is the research division of the Department of Economics of the Katholieke Universiteit Leuven (K.U.Leuven) . It is also one of the founders of the spin-off transport consultancy and of the Energy Institute (E.I.)

Energy, Environment and Climate Program
The transition to modern energy forms was the engine for the industrial revolution. The threat of global climate disruption and the lack of basic energy services for billions of people now call for a new energy transition. Clean and affordable energy technologies must be brought to the market, and energy policies and institutions must foster equitable development. The Energy, Environment and Climate Program of SEI-Boston addresses this challenge through research, policy assessment and capacity building. For over two decades, we have worked throughout Africa, Asia, Europe, and Latin America to spur innovative energy strategies that support the goals of social equity, environment quality, and efficient economic development. We work in four research areas:
  • Climate Change Mitigation
SEI-Boston projects on greenhouse gas (GHG) emissions include GHG inventories, scenarios of future emission profiles, and mitigation strategies. We analyze policy mechanisms to address climate change concerns. These include the various forms of joint project development and emission trading that are under discussion in the climate negotiations, GHG externality valuation, and carbon tax studies. SEI-Boston builds the capacity by conducting training workshops on such issues as greenhouse gas mitigation, integrated energy planning, environmental analysis, and modeling.

In collaboration with International Institute for Education and Alternative Energy Development, SEI-B staff are designing and delivering a series of comprehensive courses on key economic and policy issues facing both developing and transitional economies. (Kazakhstan, Ukraine, Ecuador, Zimbabwe, Senegal, and Bangladesh) Funded by USAID, these one week courses foster active dialogue among government policy-makers and NGOs on climate science, impacts, mitigation, and policy mechanisms such as emission trading, JI, and CDM. 1998-
  • Benchmarking Projects for the Clean Development Mechanism
With ongoing work support of the US Environmental Protection Agency, SEI-Boston is helping to resolve one of the central questions for implementing CDM: How should the baselines, which will quantify the amount of emissions reductions credited, be defined?   • Joint Implementation Pilot Projects in the Baltics
A series of Swedish government supported projects have evaluated the potential for joint implementation projects to meet greenhouse gas emissions targets. Projects include improved thermal integrity, building markets for biomass fuels, and introducing efficient boiler systems for large residential buildings. The report is positive on program effectiveness, but raises a number of important questions with respect to project baselines and the amount of carbon credits generated. 1998.

With its large undeveloped oil reserves, Chad has the potential to become a significant energy producer. Construction is currently underway on a 650-mile pipeline which will allow Chad to export an estimated 225,000 barrels per day of crude oil by the middle of the decade.

GENERAL BACKGROUND
as a three-year, $49.9 million arrangement
intended to support Chad's 1999/2002 economic program. Chad is one of six members of the Central African Economic and Monetary Union (CAEMU) . The sub-regional group, which is made up of Chad, Cameroon, the Central African Republic, the Republic of the Congo, Gabon, and Equatorial Guinea, was created in 1991. CAEMU's objectives include economic and political cooperation and eventual integration within the sub-region. Chad is rich in natural and mineral resources. Currently, only deposits of natron (sodium carbonate) and kaolin are utilized commercially. Deposits of other minerals have been discovered in Chad, including gold, bauxite, tin, tungsten, titanium, and iron ore. Although Chad possesses substantial proven oil reserves, it will be unable to produce or refine any of its own oil until the Doba oil project is completed, and is thus totally dependent on fuel imports, mainly from Nigeria and Cameroon. Petroleum exploration in Chad began in the early 1970's, although exploration activities were suspended in 1979 due to the outbreak of civil war. A proposed plan to build a pipeline from the Lake Chad basin fields to a new refinery in the capital of N'Djamena was also put on hold. Major oil companies in Chad include ExxonMobil, TotalFina Elf, Shell, and ChevronTexaco.

The South Asian region (Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka) has a huge population (more than one-fifth of the world total) which is growing rapidly. At the same time, and despite rapid economic growth during the 1990s, the region has among the lowest per capita incomes in the world. For 2002, Pakistan is expected to experience a growth rate in real Gross Domestic Product (GDP) of 4.8%, with India at 5.5%. India is by far the largest South Asian country, in terms of population, GDP, land area, energy consumption, energy production, and carbon emissions. After India, Pakistan and Bangladesh are the next largest South Asian countries in these categories. Overall, South Asia is in a period of transition as it strives to implement effective economic, political, social, and legal structures to support sustained growth. The International Monetary Fund (IMF) and the World Bank have arranged several billion dollars worth of assistance to the region, with the IMF prescribing such measures as cuts in subsidies (including energy subsidies), deregulation, anti-poverty efforts, and increased privatization.
