The Energy and Environment Program provides analysis and advice on interrelated energy, economic, and environmental issues, to agencies and organizations in state, regional, national, and international contexts. We evaluate policies, strategies, and technologies across all resources and all sectors of the economy. The Program addresses the following areas:
  • Climate Change
Tellus conducts an extensive research program on issues related to global climate change, such as greenhouse gas (GHG) inventories and scenarios, greenhouse gas mitigation assessment, capacity building in developing countries, greenhouse gas externality and co-benefits valuation, and carbon tax studies. Our projects feature the development, application, and dissemination of appropriate, state-of-the art computer models, such as PoleStar, EXMOD, WastePlan, and others. Tellus and SEI-B staff have worked for numerous agencies in the U.S. and abroad on carbon taxes, externality adders, and other policy mechanisms to address climate change concerns. Selected Projects

  • Achieving America's Kyoto Targets
A new study by Tellus Institute and the American Council for an Energy-Efficient Economy (ACEEE), " Meeting America's Kyoto Protocol Target: Policies and Impacts ," recommends ten major domestic policies that would stimulate widespread adoption of more efficient appliances, vehicles, buildings, power plants and industrial facilities. The policies also accelerate the use of renewable energy sources and the shutdown of older, dirty coal-fired power plants. These ten initiatives could cut U.S. carbon emissions in 2010 by 500 million tons per year - 28 percent of the business-as-usual projection. The global warming pollution cut could exceed 1 billion tons per year by 2020 as efficiency improvements continue to be made and the use of renewable energy sources accelerates.
  • Reducing Carbon Emissions
For the World Wildlife Fund (WWF), Tellus prepared Policies and Measures to Reduce CO2 Emissions in the United States: An Analysis of Options Through 2010 in 1998. This study finds that the U.S. can reduce its annual carbon emissions to 10 percent below 1990 levels by 2005 and to 22 percent below 1990 levels by 2010, at net savings to its economy relative to the present energy- and carbon-intensive path. Report 241/01 The Mexico Energy Environment Review (EER) is one of the first such reviews supported by the joint UNDP/World Bank Energy Sector Management Assistance Programme (ESMAP). Conducted jointly by specialists in the energy and environment sectors in specific countries, energy-environment reviews examine the local, regional and global impacts of energy production and consumption. Outputs of these reviews include (1) a diagnosis and analysis of issues related to the exploitation of fossil and other fuels and (2) strategies and options for addressing these issues. The Mexico EER has two parts. The first addresses Mexico's greenhouse gas (GHG) emissions and examines energy consumption patterns across key economic sectors with a view to forecasting future energy demand and supply, and associated emissions of pollutants (both local and global pollutants but focusing on GHGs). Several energy-pricing instruments for reducing GHG emissions are then examined in terms of their impact on energy consumption and resulting emissions as well as their macroeconomic and socioeconomic consequences. A bottom-up energy use and emissions program as well as a linked computable general equilibrium macro-economic model were run to examine several scenarios requested by the energy ministry.

    Energy, Environment and Sustainable Development "Energy, Environment and Sustainable Development" is one of the four thematic programmes of the Fifth (EC) RTD Framework Programme (1998-2002). In addition to this programme, there is a separate Specific Programme on Nuclear Energy , based on the Euratom Treaty. Its objective is to help exploit the full potential of nuclear energy to contribute to energy and environmental objectives. For implementation purposes, the EESD Specific Programme is divided into two sub-programmes, Environment and Sustainable Development, and Energy. Within Environment and Sustainable Development, the work is divided into Key Actions and generic research activities Implementation of RTD activities is through calls for proposals launched according to a well-established time schedule. The budget of the programme is 2,125 million euro, 1,083m euro of which is for the Environment and Sustainable Development sub-programme and 1,042m euro for the Energy sub-programme (not including nuclear energy), for the period 1998-2002. The ESD programme is actively contributing to the implementation of the European Research Area in the domain of sustainable development:
