It is during those ceremonies that schools enlist distinguished speakers to impart one last word of advice, one more meaningful anecdote, and, perhaps, to lift students from their seats one last time with a great gust of inspiration. The ceremonies will feature speakers who are among the most prominent in their fields, which include business, media, science, entertainment, law and academia. Among them are actor Christopher Reeve, Ambassador Richard Holbrooke, actor, playwright and educator Anna Deavere Smith and attorney David Boies. East Timor became the world's first new country of the millennium on May 20 and appropriately, the Bush administration poured salt on East Timor's deep wounds. Bush's salt took the form of Bill Clinton and Richard Holbrooke, Clinton's last United Nations ambassador. Bush tapped the pair to head the U.S. delegation to East Timor's recent independence celebration. U.S backing for Jakarta's 1975 invasion and occupation was a decisive factor in East Timor's traumatic history, one in which Clinton and Holbrooke were key actors. Washington authorized the invasion and then proceeded to provide billions of dollars in military and economic support as well as significant diplomatic cover to Jakarta's almost 24-year occupation. Over 200,000 East Timorese - about one-third of the pre-invasion population - lost their lives as a result. The bulk of the killings in East Timor took place during the Carter "human rights" presidency. Holbrooke served as the administration's asst. secretary of state for East Asian and Pacific Affairs and as a principal architect of its policy toward East Timor. U.N. Security Council resolutions condemned Jakarta's invasion and occupation but the Carter-Holbrooke team provided Jakarta with advanced counter-insurgency aircraft, which the Indonesian military employed to bomb and napalm the East Timorese. An Australian parliamentary report later described the period as one of "indiscriminate killing on a scale unprecedented in post-World War II history." Holbrooke had the sublime effrontery to claim in 1979 that "[t]he welfare of the Timorese people is the major objective of our policy toward East Timor."

October 20, 1999 TEXT AS DELIVERED Statement by Ambassador Richard C. Holbrooke, United States Representative to the United Nations, on Agenda Item 125, Scales of Assessments for the Apportionment of the Expenses of the United Nations, in Fifth Committee, October 18, 1999
Thank you Madam Chairman. Fellow ambassadors, ladies and gentlemen, I wish to thank you again, as I did at our last meeting, for holding this important meeting today. And I wish to thank the Chairman of the Committee on Contributions for his detailed, comprehensive and important comments. Today the issue we are addressing is one of the most important, although controversial issues before this body. We believe that it would be appropriate to embark on a new round of comprehensive and meaningful scale reform. This is true regarding the regular budget scale of assessments as well as the peacekeeping scale of assessment. Both need to be made more equitable in order to reflect the new realities. With that background, let me turn now to the scale of assessment for the regular budget in the hope that these comments will be made in the context of our having paid the arrears by the time we come to make these decisions. The ceiling of the regular scale was last reduced in 1974

November 15, 1999 TEXT AS DELIVERED Statement by Ambassador Richard C. Holbrooke, United States Representative to the United Nations, on Bosnia and Herzegovina, in the Security Council, November 15, 1999 Thank you Mr . President, fellow Ambassadors, Ladies and Gentlemen. I thank the delegation of Slovenia for convening this historic Security Council meeting, especially the Foreign Minister Frlec and Ambassador Turk for the enormous amount of work that made it possible to hold a meeting that could not have been imagined four years ago and would not have been possible even eighteen months ago. I also welcome back to New York Ambassador Lavrov who arrived only a few hours ago from the region, and we look forward to hearing his views on the situation in the Balkans based on his firsthand observations. Mr. President, before I speak to the issues we are here to discuss today, I would like to recognize an extraordinary gathering of members of the United States Congress which have joined us here today. The fact that they have come here during one of the busiest times of the year, a time in which negotiations in Washington over the budget, including the UN arrears, have reached their decisive culminating point, speaks to the importance that we place on the work of the United Nations and to the issue of fulfilling the

Madeleine Albright sees window of opportunity in Cyprus settlement
Foreign Minister Ioannis Kasoulides had a meeting in New York yesterday with US Secretary of State Madeleine Albright. Kasoulides and Albright discussed issues relating to efforts for a solution to the Cyprus problem, the forthcoming talks on security issues, the dialogue on humanitarian issues and Cyprus' accession to the European Union. Bilateral relations were also discussed during the meeting which was also attended by officials from both countries. The US Secretary of State reassured Foreign Minister Kasoulides of her country's active interest and involvement in efforts towards a solution to the Cyprus problem.

TEXT: HOLBROOKE'S REMARKS ON UN RESOLUTION ON MIDEAST VIOLENCE
(US abstains from UNSC vote) October 10, 2000 Text: Ambassador Holbrooke's Security Council Remarks on the Middle East
(Security Council resolution will not help calm situation, Holbrooke says) United Nations Saying that a Security Council resolution on the current violence in the Middle East will not help calm the situation, U.S. Ambassador Richard Holbrooke October 7 abstained on a resolution that condemned the excessive use of force against Palestinians. "The focus of our efforts should not be on finger pointing and recrimination. What is critical now is to end the violence and restore calm throughout the region. That will require a maximum effort by all sides," Holbrooke said explaining his vote in the council.

69 Thomas Holbrooke his sonne aged 10 yeare
70 Anne Holbrooke his daughtr aged 5 yeare
71 Elizabeth Holbrooke his daughtr aged 1 yeare. All the data we have concerning Capt. John show the above age to have been some six years less than that given upon his gravestone, and to have been incompatible with many points in his history. He married Elizabeth Stream, who died June 25th, 1688, aged 64 years; and second, widow Mary Loring, who survived him. His children were John, married Abigail Pierce, daughter of Capt. Michael; a daughter, married Simon Whitmarsh; Abiezer; Hannah, married Ephraim Pierce, son of Capt. Michael; Grace, married Joseph Nash of Boston; Samuel; Lois and Eunice, twins; Eunice, married Benjamin Ludden; Experience, married Joseph Edson; Ichabod, married Sarah Turner. Capt. Holbrooke was a very enterprising man of business, and his real estate operations were quite extensive for his day. He was also prominent in military affairs, was Lieutenant of the local company, and, August 8th, 1664, was chosen to go upon some service as Lieutenant in the company of Capt. Hudson, but his wife and family being sick at the time, Ensign John Thurston, of Hingham, was appointed in his stead. In the time of Philip's war he was in command of the local company, and in the spring of 1676 was appointed to command one of the companies raised and sent out to suppress the "Insolencies" of the Indians and to "range the woods towards Hassanamesit." The following papers pertain to that service. Capt. Holbrooke died November 23, 1699, leaving a large estate to his numerous heirs.

United Nations After more than a year of negotiations the 189 UN member states have approved the first reapportionment of financial responsibility for the world organization in more than 25 years. "This is a tremendous achievement for the United Nations," U.S. Ambassador Richard Holbrooke said December 22 several hours after the negotiations ended. "For the first time since the original 1973 peacekeeping structure was put into place, there was a review of it." "Changing it was not easy," the U.S. Ambassador to the UN said. "Everybody had to make concessions; everybody had to make adjustments. But in the end we got a deal." What "drove the process was that we were facing defeat," Holbrooke said. "This would have been the first time in UN history that we didn't have a budget on time and everyone had agreed for months reform was necessary. And everyone in the end cooperated." Pressed by the United States and the so-called Helms-Biden legislation, the UN General Assembly voted December 23 to accept a new scale of assessments that will reduce the U.S. share of the regular budget to 22 percent and peacekeeping to 27 percent.
