Thomas, economic policy analyst, Citizens for a Sound Economy November 28, 2001, 8:00 a.m. ince the 9/11 terrorist attacks, many policymakers have advocated a payroll tax cut to reduce labor costs and boost consumption. Surprisingly, many conservatives who normally support tax cuts of any sort become wobbly when it comes to payroll taxes. Some, including supply-side guru Bruce Bartlett (whose column runs on NRO Financial, have openly criticized the wisdom of enacting payroll tax cuts if they are not accompanied by comprehensive Social Security reform. Payroll taxes are unique in that they are specifically earmarked for future benefits, as opposed to taxes that go into general revenue. Payroll taxes are paid with the expectation that the tax will be recouped in the form of old age or disability benefits. But because both Social Security and Medicare are intergenerational income transfer systems where today's workers pay benefits for today's retirees, there is really no linkage between a worker's payroll tax dollars and the actual benefits he or she will receive. A decade later, she wrote and directed the ultimate pop movie of the '90s, Clueless . As smart as it was sassy, Clueless presented a heroine who epitomized (and lectured upon) the state of brand-name obsession, societal values, and pop culture awareness. With Loser , Heckerling faces the challenge of measuring up to past success in a decade that doesn't even have its own colloquialism. If in no other way but numerically, Loser functions as a reflection of the '00s. Loser presents a standard fish-out-of-water story, with a Midwestern bumpkin Paul Jason Biggs, American Pie 's pastry fucker) moving to New York for college at NYU, which remains unnamed but clearly implied. PERMUTATION GROUPS OF EXTENDED CYCLIC CODES OVER GALOIS RINGS BLACKFORD, JASON THOMAS Abstract of Thesis Coding theory is a branch of mathematics that has many practical applications in the transmission of information, and is used heavily by computer scientists and engineers. A code over a ring $R$ is a set of vectors of $R^n$ , and an $R$-linear code is a submodule of $R^n$. It was recently discovered that certain binary codes with good parameters can be constructed from $Z_4$-linear codes. This discovery motivated the study of codes over integer residue rings and eventually codes over Galois rings. The permutation group of a code is the group of permutations on the coordinates of a vector that preserve the code. In particular, a cyclic code is a code that is left invariant under any cyclic shift of coordinates. It is good for a code to have a large permutation group, because it is useful for decoding and determining weight distributions. This dissertation focuses on the study of cyclic and extended cyclic codes over Galois rings, particularly those of characteristic 4. Many classical results about cyclic codes over finite fields are generalized. A slightly new approach is given that characterizes cyclic codes over Galois rings, one that involves multiple defining sets and Mattson-Solomon polynomials. Using this approach, all affine-invariant extended cyclic codes over the ring $GR(4, m)$ are classified. This dissertation suggests a method of determining their complete permutation groups, and creates some extended cyclic codes with permutation groups that are larger than those of codes appearing in previous literature. Then a conclusion is made on the asymptotic behavior of these codes.
