    The State Board of Education includes eleven members appointed by the Governor, with consent of the Senate. Major responsibilities of the Board include the adoption of rules, regulations, and standards governing a wide variety of fiscal and procedural matters pertaining to public education. The Board makes efforts to obtain appropriate public input. The Strategic Plan of the Department of Education and the State Board includes:
  • The State Board of Education will support, promote and assist in implementation of performance-based school accreditation. The State Board of Education will identify, evaluate, promote and celebrate quality school partnerships. The State Board of Education will work within its statutorily defined roles, in cooperation with the state Superintendent.
  • The State Board of Education is authorized under W.S. 21-2-301, and its duties and powers are defined in W.S. 21-2-304 through W.S. 21-2-307. The Board's major duties involve the establishment of policies and standards applicable to public education. In addition, the Board acts as the state entity designated to approve or disapprove alternative scheduling for school districts, promulgates rules to assure that each handicapped child receives a free and appropriate education, acts as the State Board of Vocational Education and makes recommendations to the Legislature.

    House Passes Biennial Budget; Senate to Begin Hearings in Two Weeks The Ohio House of Representatives wrapped up deliberations on House Bill 95 - the FY 04-05 biennial budget this week. The House version is $500 million less than the Governor's proposed executive budget. Most of the savings came from primary and secondary education. The bill also includes revenue enhancements through a one-cent sales tax increase and a video slot machine ballot issue. The ballot language to authorize "video lottery terminals" at Ohio's horse racetracks is tied to a repeal of the penny sales tax after FY 05. VLT's are only expected to generate $500 million each year while the one-cent sales tax would produce $1.2 billion annually. HB 95 is slated to begin hearings on Tuesday, April 22, in the Senate Finance Committee. Major changes from the substitute version of HB 95 to the House passed version include: * Increases appropriation for Base Cost Funding, by $306 million in FY04 and $89 million in FY05 Parity Aid, by $6.6 million in FY04; Property Tax Allocation-Education, by $23.1 million in FY05. * Postpones the use of the average daily attendance in calculating state base-cost and parity aid funding until FY05. Retains the reappraisal guarantee of current law.

    DEVELOPMENTS:
    • Another Step Forward: The Wyoming state legislature successfully passed a new and improved charter school bill, which Governor Geringer signed into law. The original law was signed in 1995. But in the 6 years that the original law has been in place, not one charter school has been created. That should change with the new, more flexible charter school law. Some key improvements to the new law include the following: the petition requirement has been removed, a funding formula of 95% of the Average Daily Membership was added, protection for teachers against reprisal, and conditional approval so applicants can have an opportunity to obtain funding. Applicants can waive state statutes, can apply as a non-profit, and don't have to pay rent if they use a district facility.
      In March 2000, Nancy and Trey Hamilton put forth a proposal for Snowy Range Charter School. But after hundreds of hours, meetings and more, they're still at a standstill. Wyoming's law is the only one in the nation that requires 12 district teacher signatures before they can present their proposal, and the teachers have been led to believe that the Snowy Range Charter School proposal would crush their district. But Nancy and Trey will persevere in their efforts to break the misconceptions that abound in little Albany County. "If parents do not work to change the system it will remain at status quo. We believe we can make a difference," they say.
