This can be satisfied by an approved standardized test; a written narrative indicating that a portfolio of samples of the child's work has been reviewed by a certified teacher or other person mutually agreed upon by the parent and the superintendent, and that the child's academic progress is in accordance with the child's abilities; or evidence of an alternative assessment of the child's proficiency mutually agreed upon by the parent and the superintendent.     Rockefeller-created Program "E-rate" Announces 1 st Round of Funding This Year
    WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that schools and libraries are being awarded funding to assist them in obtaining and preserving access to the Internet. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program so that schools and libraries across America would have access to the Internet. These awards are the first in a series of funding to be announced this year. "Since 1998, the E-rate program has made Internet service available to the general public through libraries and schools. The state has benefited tremendously from this funding in the past, and I will continue to ensure the availability and flexibility of this program. E-rate has wired thousands of schools across the country, bringing us closer to achieving the goal of wiring every classroom to the Internet," Rockefeller said.       Tim Cornell, Special to The Christian Science Monitor PHILADELPHIA Earlier this month, Roman Catholic schools in Pennsylvania and New Jersey faced an unfamiliar challenge: striking teachers. Lay teachers hoisted picket signs for the first time, pushing for wages matching those of their public-school counterparts. FILLING IN: The Rev. Andrew Martin, principal of Camden Catholic High School in Cherry Hill, N.J., taught English class earlier this month after lay teachers at his and seven other schools in southern New Jersey went on strike.
      (AP) In Milwaukee and Detroit, parochial schools confronted a more familiar problem - bracing for news of which schools would close this fall. The situation contrasted sharply with that of wealthy suburbs such as Potomac, Md., where parents camped out for two days to gain their child a spot at the newly renovated and expanding School of Our Lady of Mercy. The nation's Catholic schools, long a beacon to the cities' poor and immigrant children, are going through seismic changes. As lay teachers around the country push for higher wages and middle-class families leave the cities, inner-city schools are struggling to maintain what is often considered a model for good discipline and a solid back-to-basics education. In the wealthy suburbs, meanwhile, parochial schools are overloaded with demand from families willing and able to pay full tuition.

The Virginia Council for Private Education (VCPE), a private umbrella organization of associations whose membership is comprised of private schools, accredits private schools. Spillane , 819 F.2d 477 (4th Cir. 1987). Health: Safety: Transportation: Home Schooling: Local school boards may permit part-time attendance of home schooled and private school students. Students may be allowed to enroll in classes in English, mathematics, science, history/social science, foreign language, vocational education, and fine arts. Participation in certain interscholastic activities such as varsity sports is governed by policies of the Virginia High School League. Other extracurricular activities are governed by policies of the local school board. It is not required that children being taught at home be allowed to participate in extra-curricular or special programs offered by the school division. In the absence of program guidelines for the specific request, local school board policy prevails.

    Religious Prejudice Caused Church and State Separation The separation of church and state, a pillar of American civic life ostensibly derived from the U.S. Constitution's Establishment Clause, is not the legacy of noble philosophizing by Jefferson or Madison, but the product of anti-Catholic prejudice by 19th-century Protestants, according to Law School Dean John C. Jeffries Jr. , who laid out the case in the 2002 Henry J. Abraham Distinguished Lecture Sept. 13 in Caplin Auditorium.
    The majority in the Everson case was "crystal clear" about how their ruling agreed with he intent of the Founding Fathers, Jeffries said. They invoked the words of Thomas Jefferson (the phrase "wall of separation" was coined by him) and James Madison. "They treated the history of Virginia as if it were the history of the United States and the Establishment Clause as if it were based on the Virginia Statute for Religious Freedom. None of these propositions are true," Jeffries declared confidently.

    Should You Pay Taxes To Support Religious Schools? Who should make the decision about how much money you contribute to religious groups you or the government? Most Americans would have no trouble answering that question. All of us want the right to freely make our own choices about religion. Yet an increasingly influential coalition of religious and political leaders is working to undercut that right by requiring taxpayer support for private religious schools. The fate of church-state separation hangs in the balance.
    Legislative measures that would divert millions of dollars from the public treasury into religious schools are being considered in the U.S. Congress. In many state legislatures across the country, bills have been introduced to fund private sectarian education. Some provide for tuition vouchers. Other measures push for tax credits, textbook and transportation subsidies or other forms of assistance. Ironically, this drive comes at a time when our public schools are more financially hard pressed than ever. Nine out of ten of our nation's children attend public schools, yet some politicians are asking the American people to accept inadequate funding for public schools while they enact new, expensive programs for private religious schools.     A Brief History of the Diocese of Wilmington The Diocese of Wilmington was established in March of 1868 by Pope Pius IX under the leadership of its first Bishop, the Right Reverend Thomas Andrew Becker, D.D. It comprised at the time the entire State of Delaware, the nine counties of Maryland and the two counties of Virginia east of the Chesapeake Bay. These areas constitute the geographic area known as the Delmarva Peninsula. In 1974, Pope Paul VI transferred the Virginia territory of the Diocese of Wilmington to the Diocese of Richmond after the construction of the Chesapeake Bridge-Tunnel improved convenient travel between the Eastern Shore counties of Virginia and the mainland.
    When Richmond, Virginia native Bishop Becker was consecrated in August of 1868 as the first Bishop of the Diocese of Wilmington, he had a somewhat discouraging list of resources: eight priests, 18 churches, an orphanage, academy for girls and parochial school, all conducted by the Daughters of Charity at St. Peter, Wilmington; parochial schools at St. Mary, Wilmington and St. Joseph, Brandywine Banks, conducted by the Sisters of St. Joseph, who were immediately recalled to Philadelphia by Bishop James Wood upon learning of the establishment of the new diocese.
    During his 18-year stay, Bishop Becker witnessed an increase in the number of priests almost three-fold and he doubled the number of churches, concentrating on rural areas. He also established an orphanage and academy for boys, an academy for girls and two additional parochial schools.

In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program which provides funding to schools and libraries to help pay the subscription costs of Internet access. The most recent awards are the second and third in a series of funding this year. "Since 1998, the E-rate program has made the Internet available to students and the general public through local schools and libraries.
