George Washington University established a partnership in June, 1999, with Stafford County Schools in Fredericksburg, VA. The partnership focuses on an alternative school that serves a large region of five school districts in suburban and rural Virginia. Students commute as long as 1 hour each way to the school. The school is an alternative to suspension or expulsion from their home school. Participants are referred by their school superintendents. Enrollment in the school is voluntary. Students receive individualized instruction in core academic areas in small classroom settings with a low student-to-teacher ratio of 15 to one. They participate in a behavior management plan when onsite. Students in the intervention receive instruction in a social skills curriculum, Positive Adolescent Choices Training (PACT) (Hammond, 1990; Hammond et al., 1990). This curriculum is designed to teach high-risk youth negotiation and problem-solving skills in small groups through role playing. A comparison group is being drawn from the population of students with similar risk factors from regular schools that feed the target alternative school.     Overview
    Ensuring that all students have the opportunity to receive a quality education is a common goal. However, in the wake of education reform and in response to concerns about school safety, challenges arise in meeting the needs of those students who do not succeed in the traditional classroom setting. Students who do not meet high standards, do not pass high stakes tests or do not reading at grade level may need to be taught in an environment that looks different from the classrooms in which they are failing. And students displaying behavior that is considered disruptive or violent may need to be removed-sometimes suspended or expelled-from the traditional classroom as a disciplinary measure or as a result of "zero-tolerance" policies. Every state and territory requires children between specified ages to enroll in public or private education or to be home-schooled. But where do these students go when they do not succeed in the traditional classroom? Many states are providing education in alternative settings for such students. These programs strive to improve student performance through individualized instruction, smaller class size, and an innovative curriculum suited to the student population. Some programs are administered on an individual basis with intensive tutoring, others are smaller schools within schools, while others are in a completely separate facility. According to the National Center for Education Statistics, for the 1998-99 school year, there was 4181 alternative education schools in the United States.

Preferred Citation: New Schools Exchange Records. Manuscripts and Archives, Yale University Library. Summary: The records consist of publications, correspondence, writings, school directories, and other information documenting the New Schools Exchange specifically and the schools, individuals, and other organizations of the free school movement generally. The collection includes hundreds of files documenting individual schools in the United States, Canada, and abroad, as well as many ephemeral newsletters, journals, and other publications relating to alternative education. Biographical Overview: The New Schools Exchange (NSE) was formed at the First New Schools Conference in Menlo Park, California in March 1969. Led by Harvey Haber and located in Santa Barbara, California, NSE's mission was to provide a clearinghouse for resources and information relating to the free school movement. The Exchange collected information and published school directories and the New Schools Exchange Newsletter , a widely read publication within the alternative school network. Haber served as managing editor for the newsletter until the fall of 1971, when Kat Marin assumed these duties. In early 1973, Bill Harwood and Grace Dailey took on the bulk of NSE's duties and moved the organization to St. Paris, Ohio. In 1974, Harwood and Dailey moved the Exchange to Pettigrew, Arkansas where they integrated subsistence farming and communal living into the continuing educational work of the group. The New Schools Exchange published its final newsletter in 1978 and ceased operations due to financial shortcomings.

    • SHOW ME THE MONEY: The reason there are only eight charter schools in Virginia became ever more clear when we learned that school districts are charging applicants anywhere from $500 (Chesterfield School District) to $2000 (Fairfax County) just to even consider their applications. It is interesting that these boards think that they should charge potential public schools an application fee to do what the law requires review charter applications. CER Newswire October 21, 2002
      BOARD STIFF: Virginia received a solid D in CER's 2001 Charter Law Rankings, and was rated the third weakest law in the land. The state has only five operating charter schools, four of which are alternative programs and one of which is a a vocational school. Local boards are allowed to vote on whether or not to even accept applications, a definite deterrent to all but those already with their feet firmly planted in the education system. The state's school boards association gives its law high marks because it gives local school boards total authority for the fate of charter schools.     If Professor Daniel L. Duke had his way, no two schools would be alike.
    Instead of a cookie-cutter approach, school systems would design learning environments as varied as the ways in which youngsters learn. Across the country, such innovative thinking has led, here and there, to the creation of classrooms in museums, shopping malls, corporate business parkseven zoos.
    Duke shows off a recent design idea by the Thomas Jefferson Center for Educational Design. A decommissioned naval shipyard in Philadelphia was recast as an educational park to show what could be done with disused urban property. Duke is on the leading edge of such unorthodox design ideas. As director of U.Va.'s Thomas Jefferson Center for Educational Design, he is a vocal proponent of exploring alternatives to the confining model of one classroom, one teacher, one subject that is the glue of traditional education.     T he Wise County Sch ool Division is comprised of six eleme ntary schools, three middle schools, six high schools, an alternative school, and a career and technical center. From seventeen sites, these schools offer a full range of K-12 programs serving approximately 6800 students. A Title I funded program for four-year-olds operates in each primary school. Each secondary school offers a range of courses suitable for students who plan to continue education after high school or plan to enter directly into the workforce. All schools in Wise County are accredited by the Virginia Board of Education and by the Southern Association of Colleges and Schools.
