The Acting Assistant Secretary for Health chaired a cross-cutting review of progress on Healthy People 2000 objectives for Asian Americans and Pacific Islanders (AAPIs). As lead agency, the Office of Minority Health presented an overview that focused on improving data, increasing access to and utilization of preventive health services, and Healthy People 2010 development. This progress review was held in San Francisco at the "Voices from the Community" conference, sponsored by the Asian and Pacific Islander American Health Forum and other AAPI collaborating organizations. Not only was this the first review ever held outside of Washington, DC, it was also the first progress review to be taped for rebroadcast on the Centers for Disease Control and Prevention’s Public Health Training Network. The following objectives were considered in the overview and discussion: From 1987 to 1994, the percentage of Southeast Asian men who smoked decreased from 55 percentage to 23.1 percent. However, the data used to track this objective are from different sources and are not directly comparable. According to self-reported data, smoking prevalence among Asian American women is typically less than 10 percent. However, biochemical verification tests in a National Heart, Lung, and Blood Institute-sponsored study showed that smoking rates among AAPI women are two to three times higher than self-reported data. Although not targeted in Healthy People 2000, suicide among the AAPI population was discussed in the progress review. The suicide rate among AAPIs in California is similar to the 6.6 per 100,000 rate for the total U.S. population. In Hawaii, the rate jumps to 11.2 per 100,000, above the 10.8 per 100,000 rate for all people residing there. Asian American women have the highest suicide rate among women aged 65 and older.

UNDERSTANDING DISCRIMINATION AGAINST ASIAN-AMERICANS Asian Americans and Pacific Islanders number about 9 million in the U.S., constituting about 3% of the U.S. population, mostly residing in California, New York, or the racial paradise of Hawaii. They make up about 65% of the world population. They have been stereotyped as the "model minority" because the substantial majority are college-educated with middle- or upper-income occupations, but others, an estimated 12%, are employed in low-paying service jobs or sweatshops. An Asian American is one and a half times more likely to have a bachelor's degree than a white non-Latino, and Asian-Americans, in general, have average or above-average income levels (an estimated 30% higher than whites, according to some figures). Asian American immigrant history is essentially labor history. Chinese immigration began in 1850-1880 from the Fukien and Kwangtung provinces to provide cheap labor on the nation's railway system and feed the American gold rush frenzy. These were turbulent times, and the U.S. had a crisis called the "yellow peril", a 19th Century belief that Asians constituted a threat to Western civilization. The Chinese Exclusion Act of 1882 brought a halt to almost all Chinese immigration until about 1943, when Chinese workers were brought in to contribute to the U.S. War effort in the nation's defense plants. Other Chinese Americans opened laundries, stores, and restaurants where they initially did business primarily with each other. Recent waves of Chinese immigrants have included scientists, students, asylees, and parolees. Like immigrants from

"The trash company doesn't come regularly and the apartments' owner doesn't care," he said of the complex. "People are helpless." Dubbed "Bich Son Village" by local Vietnamese, it is one of the eight apartment complexes many Vietnamese immigrants call home when they arrive in Houston. Nguyen's visit was part of a Houston tour for members of President Bush's Advisory Commission on Asian-Americans and Pacific Islanders and representatives of some federal agencies. They wanted to hear the concerns and needs of the ethnically diverse minority group. The efforts are part of the 1999 White House mandate renewed last year by Bush to promote Asian-Americans' participation in government programs. At a Tuesday town hall meeting at the Chinese Community Center, commission members heard a wide range of concerns, including health care, transportation and employment. "It's quite an eye-opener," said Bao Ky Nguyen Vu, one of the 14 commissioners. "People who have been successful in this country should come to see how these folks live. Southeast Asian Communities Credit: UNHCR Cambodian Hmong (from the northern mountains of Laos), Lao , and Vietnamese — entered the U.S. as refugees or as relatives of refugees at various times after the end of the Vietnam War. They began to relocate to this country in 1975, when the American-supported South Vietnamese government succumbed to the military pressures of their Communist neighbors to the north. In that same year, the Communist Pathet Lao defeated the US-supported government in Laos, and in 1976 the US-supported Cambodian government was toppled by the infamous Khmer Rouge. Southeast Asian arrivals to this country increased dramatically in the late 1970s and 1980s, with the influx of Vietnamese "boat people," the flight across the Mekong River of hundreds of thousands of Hmong and Lao refugees from Laos, and the escape of hundreds of thousands of Cambodians from the Khmer Rouge government in Cambodia. Current estimates are that 1,342,532 Southeast Asian refugees entered the United States between 1975 and 1998. As the population table shows, current estimates place the total number of Southeast Asian Americans at nearly 1.5 million, including 955,264 Vietnamese, 195,917 Hmong, 176,148 Cambodians, and 135,423 Laotians (not including Hmong). California, Massachusetts, Pennsylvania, and the State of Washington have the highest Cambodian populations; California, Minnesota, and Wisconsin have the highest Hmong populations; Lao populations are highest in California, Wisconsin, and Minnesota; and Vietnamese populations are highest in California and Texas.

Below is a list of the books that I suggest you to read for the report. If you have a book in mind that you want to read but not on the list, please consult me for approval. The book you suggest needs to be relevant to the course and non-fiction. The report needs to include a summary of and your comment on the book, besides your name and the title of the book you selected. In the summary, provide the central idea of the book succinctly. You may either have the section of summary first then write your comments in the next section, or integrate your comments with the summary in the text. The summary should be total of about 3 pages double spaced. In writing the comment, the following questions may help you. What struck you most from what you read? Do you agree with the authors as to the points they made? Why or why not? Can you relate what you learned from the book to any contemporary situation of Asian Americans or what we discussed in the class? Explain. The comment should be at least 2 pages double spaced. Please type the report. The total length of the paper should be at least 5 pages or 1,250 words. You are free to discuss your ideas with anyone, but your report must be prepared solely through your own efforts. List of recommended books:
