Vocational training System used as model for Vermont/USA
Under the reshuffle of its vocational training system, the US State of Vermont is taking Austria as its model. Courses in the future will follow the format of the Austrian system of vocational training schools. Vermont wants to gear its training system more closely to the needs of the economy, looking for successful cooperation between public vocational training schools and the private sector. An agreement was signed in Vermont in late 1997 on close cooperation on training questions. Austria was represented by the Ministry of Education, the Chamber of Economics and other education experts. Vermont Technical College May Be Invited
To Run Local Vocational Center
Vermont Technical College (VTC) may be asked to take an active role in administering the Randolph Area Vocational Center (RAVC) while it seeks a new director and even afterwards, officials from both schools said this week. RAVC Board Chair Peter Nowlan disclosed that discussions have been underway for a month between Supt. Jack Barnes and Richard Flies, the director of Technical Education extension at VTC. Flies himself was director of RAVC for several years, during which time the Randolph vocational center was considered the best in the state.

"Schools across America are working to meet President Bush's call to leave no child behind," Secretary Paige said. "Educating America's students is primarily a state and local issue, but the department is working to support the needs of Vermont's disadvantaged students without unnecessary federal red tape." Following are among the highlights of the grant award programs for Vermont:
  • Title I grants, the largest federal education activity for pre-K through grade 12, helps districts close the achievement gap between high- and low-poverty schools by targeting resources based on the number of children in poverty. Even Start, a Title I component, supports local family literacy projects that integrate early childhood education, adult literacy or basic education, as well as parenting education for families. $14.7 million.

High School Reform State Grants
FY 2001 Competition Update and Grantee Information In June 2001, the Office of Vocational and Adult Education (OVAE) announced the availability of $5 million in High School Reform State Grants authorized under Part A of Title X of the Elementary and Secondary Education Act of 1965. The High School Reform State Grant program will allow states to support local efforts to improve the academic performance of high school students and provide them with technical skills training. At the local level, the funds will help students attain their State's academic and technical skill proficiencies. The Guide to Education programs has complete information on the grants. In October 2001, the following states each received approximately $1 million, which they plan to allocate to high schools:

10. What Others Think About VR Services The mission of Vermont Vocational Rehabilitation (VR) is to enable Vermonters with disabilities to be employed and to live successfully in their communities. In 1997, Vermont VR counselors provided services for Vermonters with disabilities and assisted people to become employed. These people have increased their annual earnings by $6.6 million as a result of VR services! VR Consumers Succeed!
  • 80% of the people successfully completing the VR program over the past three years are employed today. Vermont's investment in VR is repaid in about two years. 60% of VR funds to purchase services are spent on education and training, promoting a high skill, high wage work force attractive to Vermont's small specialized businesses. VR job placement has increased annually since 1992.

VR Receives High Marks From Consumers The Division of Vocational Rehabilitation (VR) completed a comprehensive consumer satisfaction survey conducted via telephone surveys by Macro International of Burlington. VR consumers indicated overwhelming satisfaction and approval for the Division's programs and services in which they had participated. Satisfaction and approval ratings were consistently high across all measures: program satisfaction, overall quality of assistance received, responsiveness to consumer needs, help received from counselors, and treatment by staff other than their counselors.

Tuitions to Sending Schools
Sending schools will see their tuition bills from the Randolph Area Vocational Center shrink next year, thanks to action taken by the RAVC board at its May 24 meeting. Board members, who in April cut six positions and $260,000 from the RAVC budget, agreed at their May meeting to apply $100,000 of those savings towards tuition relief. The infusion of the extra funds—plus a just-approved increase in the state’s per-pupil block grant—will reduce the RAVC tuition rate from $3561 to $2910, an 18% decrease, according to Robin Pembroke, district business manager. All sending schools will see a reduction, she said, but the amount will vary, depending on enrollment figures.

New England's school buildings suffer from a variety of environmental problems, including poor maintenance and inappropriate products, that make our children ill. EPA's Tools for Schools EPA HQ program helps educators identify ways to improve indoor air quality. According to a 1995 General Accounting Office report, more than half the schools in this country have poor ventilation and significant sources of pollution. In 2000 and beyond, EPA New England will enlist an additional 200 schools a year to undertake the Tools for Schools program.
