The Vermont School Report is an annual report developed by the Vermont Department of Education. Indicators about Vermont's Public Schools are displayed in seven sections: 1. General Information 5. Financial Resources 2. Program Information 6. Financial Expenditures 3. Staff Information 7. Student Performance 4. Community Social Indicators The Vermont School Report was last updated 25 FEB 2003. Also available is the "Complete Vermont Report" which shows state averages and totals for up to four years of data. Updating the Vermont School Report is an annual process. New information may be added in future updates. Please feel free to make suggestions regarding additional data. For more information on the School Report, please check our FAQ Page The Vermont School Report reflects the partnership between the Department of Education, and the Agency of Human Services and its Community Profiles (see link below). Together, these documents provide a status report on key conditions of success in school, and of the family and community well-being that supports it, as required by legislation passed by the 1998 Vermont General Assembly (Act 147, Sec. 101).

NO. 125. AN ACT RELATING TO TOXIC MATERIALS AND INDOOR AIR QUALITY IN VERMONT PUBLIC SCHOOLS. (H.192) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. LEGISLATIVE FINDINGS, PURPOSE AND GOALS (a) The General Assembly finds that: (1) There is significant evidence that hazardous chemical exposure and poor indoor air quality can negatively affect human health and productivity. (2) Problems related to hazardous chemical exposure ranging from complaints of minor illness to death are documented in medical, institutional and governmental studies. (3) Children are particularly susceptible to adverse health effects from hazardous chemical exposure and poor indoor air quality, as their bodies are undergoing rapid growth and development, their immune systems are not fully functional and they are likely to be in contact with materials not encountered by adults. (4) A school environment, in which hazardous exposures are reduced and an adequate supply of fresh or filtered air is provided reduces viruses and allergens, increases the likelihood that school students and staff will be more alert and productive and may reduce risk of litigation. (5) Problems involving potentially hazardous chemical exposure and poor indoor air quality are associated with increased use of manufactured construction materials, energy conservation measures which have sealed school buildings more tightly, inadequate air exchange which fails to eliminate pollutants from inside school buildings, and moisture problems that cause biological growth inside school buildings.

The Vermont Arts Council was founded in 1964 on a simple and powerful premise: that the arts enrich lives, expand minds, and form a vital thread in the fabric of Vermont community life. The Council fosters classical, traditional, and emerging forms of artistic expression. It finds enduring ways to make the arts a part of all Vermont communities, bringing inspiration to Vermont citizens and visitors in every corner of the state. It advocates for and supports the arts as a central part of education for all people. The Council functions as a community partner and a catalyst for artists and organizations. It offers professional development opportunities and technical advice, collects and disseminates arts information, and acts as the state's foremost arts advocate.   • The Vermont School Report is an annual report developed by the Vermont Department of Education. The current report is a compilation of "indicators" about Vermont public schools. The indicators are divided into seven sections: (1) General Information, (2) Program Information, (3) Staff Information, (4) Community Social Indicators (5) Financial Resources, (6) Financial Expenditures and (7) Student Performance. It was first released in February, 1996, and was modified and updated for two years by an advisory group made up of superintendents, principals and business managers as well as representation from the Parent Teacher Association (PTA), Principals' Association (VTPA), School Boards' Association (VSBA), Vermont Business Roundtable, Department of Education, Superintendents' Association, Vermont Institute for Science, Math and Technology (VISMT), Vermont Student Assistance Corporation (VSAC) and the National Education Association (VT NEA). Here we go again. This time the contribution to the bad ideas department comes from the leadership of the Vermont League of Cities and Towns (VLCT). The League wants to shift half of the burden for financing education from the property tax to a special local school income tax. VLCT Vice President William Shepeluk said there would be opposition to the proposal. He got that right. But even in the best of economic times, the VLCT plan would be bad news. The proposal asks most Vermonters to pay an income tax for schools twice, first the state tax for the General Fund and then a local tax. Like Act 60, the plan is a transfer of income from some folks to other folks. Only this time, employers would have to figure out which employees from area towns did or did not have extra money withheld from their paychecks. None of the above is likely to make businesses want to move to the Green Mountain State. Will the Vermont Tax Department and its computer system have anything to do with this supposedly local income tax?

If you are interested in applying for an Opportunity Grant, please be aware that all deadlines for FY03 have passed. New guidelines will be available in early April, with the next deadline, for most programs, on May 12, 2003. In response to comments from our constituents and to reduce costs, the Council will be offering grant guidelines and application forms online. We hope this new feature will be easier, more accessible, and an improvement to hand-writing your application. Printed copies of the guidelines and forms will still be available, on request, for those without access to the web.

(S.165) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. DESIGNATION OF ONE OR MORE INDEPENDENT OR PUBLIC SCHOOLS AS THE ELEMENTARY AND SECONDARY PUBLIC SCHOOLS OF THE ST. GEORGE TOWN SCHOOL DISTRICT (a) The St. George town school district does not maintain a school and provides for the education of its elementary and secondary students by paying tuition. Currently, it is faced with an unusual set of circumstances which must be addressed immediately. Therefore, notwithstanding the provisions of subsection 827(a) of Title 16, the St. George town school district is authorized to vote on such terms or conditions as it deems appropriate, to designate one or more public schools or approved independent schools, or both, as the public elementary and secondary schools of the district. (b) The provisions of subsections 827(b) through (d) of Title 16 shall apply to designation of schools in the school district of St. George, except that they shall apply to public and independent elementary and secondary students and schools.
