In 1997, the University of Utah's College of Science Advisory Board created an annual award that would honor a person in the community who had distinguished themselves in their career and formed a strong affiliation with the College of Science. To select a Hall of Fame recipient, the Advisory Board uses the following criteria:
  • An individual who is an acknowledged leader in the scientific or science-related community and whose professional and community service is recognized by peers and associates as truly outstanding.
  • An individual who has a clear affinity with or connection to the College of Science and the University of Utah, but who is not necessarily an alumnus of the college.
  • An individual who has shown an interest in and support for the College of Science.
  • Candidates from both within and outside Utah are eligible.
Rodney H. Brady was the first recipient of the College of Science's Hall of Fame. Jon M. Huntsman followed suit in 1998. In May, 2001, John E. Warnock was inducted to the Hall of Fame during the convocation ceremony. Mr. Gary L. Crocker became the fourth member on May 10, 2002, during the convocation ceremony. The recognition board is located across from the Dean's office on the second floor of the James Talmage Building.

Boards of Education: The Need for Effective Leadership
By William L. Bainbridge and M. Donald Thomas No topic seems to gain more attention in local newspapers and in the electronic media than continuing friction among board of education members and between boards and administrators. This increasingly negative spotlight in many school systems makes it more difficult to recruit good superintendents and tougher to interest community leaders in serving on boards of education. Nearly two decades ago, the American School Board Journal featured John Crawford as an exemplary school board member. The article characterized Crawford, a past chair and member of the Salt Lake City, Utah, board of education, as an effective board member because:
  • He was results oriented. He knew how to conduct a board meeting. He appreciated school-system employees and was fair with them. He communicated forcefully, clearly, and directly with the superintendent. He expected high-quality work from administrators.

Cox Read the Executive Summary We Utahns love to have everything from our fast-food meals to our trucks "super-sized"; you might even say our families are "super-sized"! In many cases bigger is better, but not always. When it comes to schools and school districts, we as a nation have typically consolidated districts to make them larger under the assumption that bigger was better, specifically, more cost-effective and providing better academics. Yet several decades of super-size districts have called into question the notion that bigger districts deliver cost-effective, high-quality services. Some districts might be too big, and might do better to de -consolidate. More than half of Utah's students reside in only four of our forty districts. Our two largest districts, Jordan and Granite, have over 70,000 students each. Of the approximately 14,800 school districts in the United States, Utah's Jordan, Granite, Davis, and Alpine districts are among the 100 largest. Elsewhere in the nation, many parents in giant school districts are not happy with their schools. Those who can afford to demonstrate their displeasure often "vote with their feet" and move their children into private schools. Robert W. Jewell found a strong correlation between non-Catholic private school enrollment and large district and school size. He states, "The larger the districts and schools, the greater the non-Catholic private school enrollments among the states."

Legislative Update*
Charter School Legislation. Charter schools are a growing phenomenon in American education. The first charter school law was passed in Minnesota in 1991; the second, by California in 1992. By June 1998, 33 states and the District of Columbia had passed charter school legislation. (See Figures 1 and 2.) Four of these states (Idaho, Missouri, Virginia and Utah) passed charter school laws during the 1997-98 legislative session. Puerto Rico also has charter school legislation. The purpose of this legislative update is to provide information on the four states that enacted charter school laws during the 1998 legislative session, as well as to provide information on legislative changes occurring in other states with charter school legislation. The report updates information in A National Study of Charter Schools (1998), which provides details on charter school legislation passed through the 1997 legislative session.
