Compass Direct 19 January 2001 ISTANBUL (Compass) A month after four Turkmen Christians were arrested and tortured by secret police near the capital of Ashgabad, all three of the married men and their families have been forcibly evicted and their homes confiscated by the government of Turkmenistan. After Pastor Shokhrat Piriyev was forced to move his wife and two children out of his home in Bagyr village near Ashgabad on December 9, officials of the National Security Committee (KNB) enforced similar ultimatums against two other members of his Protestant house church congregation. Together with his wife Hasanowa Enejan and their four-month-old son, Batir Nurov was thrown out of his home under KNB guard on December 19. The next day, Umit and Germezy Koshkarov and their 15-month-old son were put out on the street with all their belongings. Nurov, 24, was reportedly given a one-hour ultimatum to evacuate his home by the police, who stood by while he packed and removed his things and then sealed the door. Nurov was told by officials that after his "propiska" (residence permit) in Ashgabad was cancelled, his passport would be returned and he would be served formal written notice of the house confiscation.

An agreement signed April 22, 1998, by Turkmenistan President Saparmurad A. Niyazov and the Export-Import Bank of the United States (Ex-Im Bank) will promote strategic cooperation and facilitate expansion of Ex-Im Bank programs to help finance exports of U.S. goods and services to Turkmenistan. Currently, Ex-Im Bank is open on short and medium terms to support U.S. exports to Turkmenistan under its insurance, loans, and guarantees programs on a sovereign-risk basis (backed by repayment guarantees from the Turkmenistan government). "This agreement is a step forward in the process of expanding our ability to support U.S. exports and promoting the development of this important emerging market," said Ex-Im Bank Chief Operating Officer and Board Member Julie Belaga, who signed the agreement on behalf of Ex-Im Bank at historic Blair House in Washington, D.C. Ex-Im Bank and the Turkmenistan government pledged to continue efforts began under the project incentive agreement signed in August 1994 that would enable Ex-Im Bank to consider financing for exports to creditworthy projects in Turkmenistan in the private sector on a non-sovereign risk basis (without guarantees from the Turkmenistan government). To date, Ex-Im Bank has authorized $424 million to support U.S. exports to Turkmenistan. All financing has been guaranteed by the Government of Turkmenistan.

On May 26, 1998, Export-Import Bank of the United States (Ex-Im Bank) Chairman James A. Harmon will make an historic first-ever visit by an Ex-Im Bank Chairman to Turkmenistan. Harmon will meet with top government officials and business leaders to discuss ways to promote Ex-Im Bank financing and preside over the signing of a $96 million agreement for a natural gas pipeline upgrade project. Another infrastructure project for an East-West oil and gas pipeline is expected to be discussed. The agreement is considered an important step forward in the process of expanding Ex-Im Bank activity in this important emerging market. Ex-Im Bank and the Turkmenistan government pledged to continue efforts began under the project incentive agreement signed in August 1994 that would enable Ex-Im Bank to consider financing for exports to creditworthy projects in Turkmenistan in the private sector on a non-sovereign risk basis (without guarantees from the Turkmenistan government). Human Rights Developments
Patterns of abuse similar to those of the former communist regime and leveled at individuals critical of the government continued unabated in Turkmenistan during 1993. With its wealth of natural resources and small population, Turkmenistan was poised to become one of the wealthiest of the former Soviet republics. It boasted of stability to foreign investors when, in fact, such stability was maintained by a one-party system that restricted and punished critical voices in the media and alternative political circles with impunity.
The number of individuals openly critical of the government had dwindled from thousands in the late 1980s to several dozen in 1993, in large part due to persecution by law enforcement authorities. During the year government officials detained and interrogated dissenters, frequently without bringing charges; denied them the right to travel abroad; dismissed them, their relatives and associates from their places of work; stripped them of union membership; and maintained surveillance of them and their families.

The U.S. Embassy in Ashgabat celebrated its tenth annniversary of operations in Turkmenistan with a reception on March 29, 2002. U.S. Ambassador Laura Kennedy hosted the event and Speaker of Parliament Tagandurdy Hallyev was the guest of honor representing the Government of Turkmenistan. Foreign Minister Meredov also attended as did a number of other government officials and private citizens.The Embassy first opened on March 17, 1992, in the Jubileynaya Hotel on Tehran Street. The U.S. flag was raised at its current location on July 4, 1995. "Allow me to congratulate the Ambassador of the United States, President Bush, and the American people on 10 years of diplomatic relations between Turkmenistan and the U.S. We have about 60 agreements with American companies. We strongly value our relationship, and President Niyazov constantly remarks that we should strengthen our relationship'" said Speaker of Parliament Hallyev in his speech.

Since 1992, Turkmenistan has developed several joint-ventures with international companies involved in the oil and gas industry, transportation, and agriculture. While Turkmenistan is just as eager as any country in the region to take advantage of the potential markets for its own financial security, the country has a second reason to seek out new markets for the Central Asian region, and encourage the building of the infrastructural mechanisms to increase trade and investment. Turkmenistan will benefit not only from its own direct market growth, but also from the financial interactions of the markets around Central Asia that will need Turkmen communication and transportation support. Therefore it is important that the players analyze what new and current markets are ripe for trade in energy, mining and agriculture, and also how the various markets will interplay.

Counterpart Maternal Child Health Sets Precedent in Turkmenistan
In the space of a month Counterpart International's Civil Society and Health divisions have established ground-breaking projects in Ahmedabad, India and Turkmenistan. Counterpart's Senior Program Officer, Darshana Vyas , met with the Municipal Commissioner, senior corporate and government officials, and local NGO partners, and launched Counterpart's Child Survival Program in Ahmedabad, India. A delegation from the United States Agency for International Development (USAID) visited Gujarat to explore the possibility of developing child survival programs in the urban slums. At their request, Darshana facilitated and accompanied the delegation on a visit to gain a first-hand experience of the Gujarat urban slums where Counterpart, along with the Ahmedabad's local government officials, is implementing a project. Counterpart added insight to meetings between local government authorities and the USAID delegation, offering its close contacts with municipal authorities in the region. The Child Survival program is reaching out to some 240,000 urban slum dwellers in slum pockets otherwise forgotten in the increasingly industrialized region of Gujarat. The project aims to reduce infant mortality, collaborating with the existing local Municipal Corporation , NGO partners, and private practioners. The partners will create awareness and educate mothers on pneumonia, diarrhea, and other diseases which affect millions of Indian children each year. Field nurses travel to the slums daily in teams with Counterpart staff, local NGO partners and government health workers, motivating mothers to immunize their children and provide proper care for pneumonia and diarrhea. The teams lead them to community referral centers where children receive immediate care.

Internet Governance The Governance Problems The Internet architecture was not designed to respond to this exponential growth of users worldwide. Along with the growth of private sector companies users on the Internet, the number of trademark disputes has increased. The proliferation of .com domain names drove new entrants to developing countries' TLDs. Besides the system itself the legitimacy of administrative organisation has been questioned. The following issues are only some of the problems facing the Internet. Problems in Domain Names There are more than 60 registries available around the world that do not require residence for registration and are equal in function to .com, .org and .net. It has been observed that private sector companies register their domain names, using developing countries' ccTLDs which don't recquire residence. There are several reasons behind this move. First, domain names with .com have been mostly mined out and it is difficult to create a new innovative, unique and commercially valuable domain names. For example, www. foods.com and www.news.com already exist. Second, countries like Norway and France have certain restrictions in the domain name registration: a company can register only one domain name and has limited range of choices of the names. It drives more companies to lesser-known country-code countries. The following country codes have attracted commercial attention from private sector companies of various countries:
