Holly Cartner, Executive Director, Europe and Central Asia Division, Human Rights Watch Birdal's release from prison on health grounds in September 1999 was widely viewed as an attempt to avoid official embarrassment during the Istanbul OSCE Conference in November, and the European Union Helsinki Summit in December 1999. "We are not only distressed that the Turkish government made this insincere gesture to international opinion, but that it is now compounding the farce but putting Birdal back in prison," said Holly Cartner, executive director of the Europe and Central Asia Division. Birdal was imprisoned on June 3, 1999, for a speech he made three years earlier calling for "peace and understanding." On March 28, 2000, he was deemed to be in sufficiently good health to resume prison life and was returned to Ankara Central Closed Prison to serve the remainder of his twelve-month sentence. He was convicted for "inciting racial hatred" under article 312 of the Turkish Penal Code, which provides for sentences of up to three years for incitement to hatred on grounds of race or religion.

U.S. cargo ships are unloading military equipment there despite a decision by the Turkish parliament not to authorize the deployment of foreign troops on national soil. Washington hopes newly appointed Prime Minister Recep Tayyip Erdogan will secure a quick parliamentary reversal but, as RFE/RL correspondent Jean-Christophe Peuch reports, things might not be that easy. Prague, 13 March 2003 (RFE/RL) Chanting anti-American slogans, such as "Down with U.S. imperialism! Yankee, go home! We will not become U.S. soldiers! Yankee, go home," some 150 activists from the Turkish Communist Party yesterday attempted to force their way through the gates of the Iskenderun seaport to prevent the unloading of military equipment from U.S. cargo ships anchored off Turkey's southern Mediterranean coast. The protesters clashed with Turkish paramilitary forces and army soldiers, who shot in the air and detained dozens of activists. No casualties were reported.

Five ministers, including deputy premier Husamettin Ozkan, have quit the party over the last two days. A total of 26 parliament members, including the five ministers, have resigned from the party so far. But Sukru Sina Gurel, who held the Cyprus affairs portfolio, was named by Ecevit Tuesday as deputy prime minister to replace Ozkan, a sign that Ecevit is trying to hang on. Ecevit had been expected by many observers to resign Tuesday. Just one day after he had threatened to send in troops to end the Hunger Strike by force, the Minister for Justice Kazan announced that the government would meet all the demands put forward by the prisoners. The Hunger Strike started in May in response to the announcement of a new policy on political prisoners by the then Minister for Justice Mehmet Agar. The panel first voted to summon Ciller, then backed down. ``The government ... put pressure on Welfare (Party) deputies to reverse their stands on summoning'' Ciller, the two opposition parliamentarians said in their report. The Islamic Welfare Party joined forces with Ciller's pro-Western True Path Party in July to form a ruling coalition. Since then, Welfare legislators have voted against starting corruption probes that involve Ciller. Several True Path deputies are embroiled in a political-underworld scandal, which came to light after a traffic accident in November. Sedat Bucak, a Parliament member from True Path, was the sole survivor. A fugitive terrorist and a police chief, both of whom were in Bucak's car, were killed.
