Web posted at: 9:38 a.m. EST (1438 GMT) BANGKOK, Thailand (CNN) After days of meetings behind closed doors, in hallways, even at downtown restaurants, the leader of Thailand's main opposition Democrat Party said Friday that he had the support of enough members of Parliament to run the crisis-hit government. Democrat leader and former Prime Minister Chuan Leekpai said he would submit the list of MPs supporting his party to the president of the 393-seat Parliament. Thailand's stock and currency markets rose 5 percent in response to Chuan's announcement. Many business leaders had backed his return to lead the next government. "I am now ready to form a new coalition government as my party has been able to woo the support of more than 210 members of parliament," Chuan told a news conference after days of intense negotiations among politicians.
Coalition could be made official next week
The new eight-party coalition government, formed in the 12 hours after outgoing Prime Minister Chavalit Yongchaiyudh resigned, will become official next week at the earliest. Speaker of the House Wan Muhammad Noor Matha is expected to designate Chuan as the next prime minister on Saturday. The Democrat leader will then seek an audience with the Thai king to make it official.

Other than in some key infrastructure and energy sectors, the government has not made extensive use of direct interventions in the market. Instead, it prefers to exert influence through indirect measures, such as investment incentives and taxes on trade. Government finances in Thailand accounted for 10 percent of GDP in 1995, somewhat less than the average for comparable economies. Revenues exceeded expenditures by 2.35 percent of GDP, making 1996 the eleventh consecutive year that Thailand experienced a government surplus. This surplus, a rare achievement for a developing country, attests to the careful and conservative policies followed by most Thai governments in the latter half of the 20th century.

Background
The Department of Skill Development (DSD) has a primary role in developing the labour skills by providing pre-employment and up-grading training to the labour force in order to facilitate the country's economic development.
Realising the need to increase the number of semi-skilled and skilled workers to meet the labour market demand and to reach international standards and be prepared for the changing situation in the country and in the world, market, the government obtained a loan from the Asian Development Bank (ADB) and provided a counterpart fund to implement the Thai Skills Development Project during the year 1997-2001.
On September 24, 1996, the Royal Thai Government approved a budget of US$ 153 million for the project. Of this amount, US$ 80 million was borrowed from the ADB, and US$ 73 million was from the Royal Thai Government.

GOVERNMENT AND POLITICAL CONDITIONS
The king has little direct power under the constitution but is a symbol of national identity and unity. The present monarchwho has been on the throne since 1946commands enormous popular respect and moral authority, which he has used on occasion to resolve political crises that have threatened national stability.
Thailand's legal system blends principles of traditional Thai and Western laws; Koranic law is applied in the far south, where Muslims constitute the majority of the population. The Supreme Court is the highest court of appeals, and its judges are appointed by the king.
Thailand's 76 provinces include the metropolis of greater Bangkok. Bangkok's governor is popularly elected, but those of the remaining provinces are career civil servants appointed by the Ministry of Interior. Following the 1932 revolution which imposed constitutional limits on the monarchy, Thai politics were dominated for a half century by a military and bureaucratic elite. Changes of government were effected primarily by means of a long series of mostly bloodless coups.
Beginning with a brief experiment in democracy during the mid-1970s, civilian democratic political institutions slowly gained greater authority, culminating in 1988 when Chatichai Choonavanleader of the Thai Nation Partyassumed office as the country's first democratically elected prime minister in more than a decade. Three years later, yet another bloodless coup ended his term.

    T hailand has been a democratic constitutional monarchy since 1932. Under the present constitution, the parliament is a bicameral House composed of Senators and Representatives, elected by the people. The Prime Minister is selected from among the members of the House of Representatives.
    Bangkok Metropolitan Administration comes under an elected Governor and is divided into 50 districts. Besides Bangkok, there are 75 other provinces, administered by appointed Governors and divided into districts, sub - districts, and villages.
