Charter Schools
NEA policy embraces high standards, accountability and strong local control for charter schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs.
Failures spur review of charter school laws
Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. In addition, not all state laws require charter schools to develop programs conforming with state or local academic standards, and many charter laws do not require charters to participate in the state accountability system.

By all accounts, Texas, on the cusp of the 21st century, is driven by a powerful, well-tuned economic engine. The Lone Star economy, more diverse than ever before, is generating jobs at a near-record pace. Inflation remains tame. Times have been rough for drought-stricken agriculture and a slumping oil patch, but most Texans are seeing better days than they have for nearly two decades. Key economic indicators are strong and vigorous. Housing starts surged a whopping 30 percent in 1998, rising to their highest level since the unprecedented housing boom of 1984. Personal income, after inflation, is climbing by 5 percent a year. Annual exports, an indicator of Texas' growing muscle in the international economy, have quadrupled to $84 billion over the past decade. Companies in Texas are doing better, overall, than businesses in the rest of the United States. The state's annual rate of growth in nonagricultural wage and salary employment has exceeded that of the nation as a whole for the last 39 quarterssince mid-1989. Meanwhile, growth in the state's domestic product is expected to outpace the nation's by 1.4 percent a year for the next two years.

Article 7 - EDUCATION
Section 3 - TAXES FOR BENEFIT OF SCHOOLS; SCHOOL DISTRICTS
(a) One-fourth of the revenue derived from the State occupation taxes shall be set apart annually for the benefit of the public free schools.
(b) It shall be the duty of the State Board of Education to set aside a sufficient amount of available funds to provide free text books for the use of children attending the public free schools of this State.
(c) Should the taxation herein named be insufficient the deficit may be met by appropriation from the general funds of the State.
(d) The Legislature may provide for the formation of school districts by general laws, and all such school districts may embrace parts of two or more counties.
(e) The Legislature shall be authorized to pass laws for the assessment and collection of taxes in all school districts and for the management and control of the public school or schools of such districts, whether such districts are composed of territory wholly within a county or in parts of two or more counties, and the Legislature may authorize an additional ad valorem tax to be levied and collected within all school districts for the further maintenance of public free schools, and for the erection and equipment of school buildings therein; provided that a majority of the qualified voters of the district voting at an election to be held for that purpose, shall approve the tax. (Amended Aug. 14, 1883, Nov. 3, 1908, Aug. 3, 1909, Nov. 5, 1918, Nov. 2, 1920, Nov. 2, 1926, and Nov. 2, 1999.)

History
The university was founded in 1927 as the Houston Junior College and was operated by the Houston Independent School District. In 1934, the junior college became the four-year University of Houston. Acreage was acquired for a permanent campus in 1936, and the first building, the Roy Gustav Cullen Memorial Building, opened in 1939.
Accreditations
UH is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools as a Level IV, general postsecondary institution. In addition, the university is a member of the Council of Graduate Schools in the United States, the Conference of Southern Graduate Schools, the National Commission on Accrediting, the Association of Texas Colleges and Universities, the American Council on Education, the Association of American State Colleges and Universities, the Association of American Colleges, the Association of Urban Universities, and the National Association of State Universities and Land Grant Colleges.
