    Recommendation
    Texas will support military families through Texas Friends of Freedom.

    Summary
    Texas needs this program because families of reservists are located across the state and not always near a military base of support. The reduced number of bases nationally means less support available nearby to military families that may need assistance. Additionally, military bases in Texas are hosts to families from across the nation, separated from their normal family support structure, and military families from Texas are located around the world. Program Description In Adopt-a-Family, community organizations will match volunteer families and individuals with families of soldiers and rescue workers. The volunteers will provide moral support and other assistance to families in Texas with spouses or parents stationed away from home or who have military reservists or rescue personnel called up for duty. Texas local community organizations, including faith-based community organizations, schools, hospitals, local officials and corporations, will work together to identify families, individuals and children in the community who would like to help. Military families will apply through their base, military family support group or the nearest Texas National Guard unit, or along with volunteer families, access the program through toll-free hotlines, a website, local community organizations or similar groups. These organizations will match the volunteer families with military families. Local organizations and state agencies will work together to recruit volunteers to help with the matching effort.

    Accreditation American Preparatory Institute (API) is accredited by the Commission on Secondary and Middle Schools of the Southern Association of Colleges and Schools (SACS) to provide basic skills and competency-based high school diploma programs.
    API General Information
    API High School Curriculum - Course List API Basic Skills Program General Information Attainment of a High School diploma from American Preparatory Institute (API) requires completion of 22 credits in specific areas of instruction. API courses may be taken for graduation from API or for transfer to another high school. Each student pursues his/her graduation requirements, working individually with instructor assistance as needed. Progress is measured by achievement of specific competencies in each course as demonstrated on mastery tests. Course credit is awarded upon the student's demonstration of 80 percent mastery of the competencies of the course. The student is thus afforded an adult setting in which he/she takes only the courses he/she needs, studies individually, progresses through achievement, and moves through the program at his/her own pace.

    Appropriations Process The Lieutenant Governor David Dewhurst and Laredo Senator Judith Zaffirini reported on Thursday that they are increasingly optimistic that the Senate will pass an appropriations bill to fund all essential services. They said that they are working hard to preserve funding for core programs, such as children's health insurance, Medicaid, public education, higher education, prisons, and mental health and mental retardation, so that the vulnerable in our society are not at risk. Dewhurst and Zaffirini both met with disabled visitors in the Capitol to hear their concerns on funding health and human services programs. The Senate Finance Committee met this week to consider workgroup budget recommendations for agencies classified under the following articles: Public Safety and Criminal Justice, Higher Education and Public Education, General Provisions, and Health and Human Services. Rainy Day Fund is the "Right" Approach Former Senator John N. Leedom sent a letter to the Lieutenant Governor's office Thursday assuring him that it is the "right" approach to use the Rainy Day Fund to assist in balancing the budget. Leedom helped create the legislation that created the Economic Stabilization Fund, which is commonly referred to as the Rainy Day Fund. Dewhurst explained that the fund was established to create a cash reserve in the event that actual revenues received by the state in the biennium are less than the amount previously anticipated by the Comptroller of Public Accounts, which is exactly the current situation. Zaffirini stood by Dewhurst, saying that the majority of the Senators believe that it is time to dip into the fund.

    Contact: Margaret Rambie - (210) 826-7800 Students in military families will benefit from bill Legislature passed in 2001 Although more than 80 years have passed since World War I ended on November 11, 1918, it is appropriate that Americans continued to pause on this day to honor veterans for their patriotism, service and sacrifice. Veterans Day is especially meaningful in Texas, which has a tradition of military service. More Texans served in the armed forces of World War II than citizens of any other state. To increase public awareness of Texas' involvement in World War II, the Texas Historical Commission initiated a World War II survey to document military and home front sites. Survey information may be found on the Historical Commission's web site at www.thc.state.tx.us During the time between legislative sessions, the Texas Legislature continues to ensure that Texas' 1.5 million veterans have access to the benefits they deserve. Lt. Governor Bill Ratliff's interim charges to the Texas Senate Veteran Affairs and Military Installations Committee includes monitoring the implementation of legislation that the 77th Legislature passed in 2001, such as a bill that will help students in military families.

    AUSTIN Texas should do more to protect its military installations from the next round of base closings, Democratic lieutenant governor candidate John Sharp said Wednesday while offering ideas to increase the value of those assets. One way to do that is by improving roads and railways running from military bases and posts to deployment seaports and airports, Sharp said, because reducing deployment times is an important consideration for the military. The state should step up efforts to enhance those roads and railways and also help communities to build new schools, utilities and recreational facilities to accommodate their military neighbors, he said.

    You must be a resident of Texas at the time of application to be eligible for the Texas resident applicant pool. Residency will be determined by applying the Texas Higher Education Coordinating Board Rules and Regulations for Determining Residence Status at the time of application. TMDSAS does not presume residency. If eligibility for reclassification occurs after the deadline for filing an application, but before enrollment in medical or dental school, the applicant will be considered a non-resident for application purposes.
    If Texas residency is questionable, it will be necessary to complete a Residence Questionnaire so that proper residency may be determined.     Originally published in Education Week As a military instructor, Lazaro Ramirez could order his students to do something and they'd jump. It wasn't so easy with his 3rd graders at Alamo Elementary School in McAllen, Texas, but he stuck with his new job. "You have to adjust your way of being and acting toward the kids," said Mr. Ramirez, who is now an assistant principal at a middle school across town. "They're here because they have to be here, not because they volunteered." A former Army sergeant major, Mr. Ramirez, 46, has made a smooth transition to a second career in education through Troops to Teachers. The program, launched by the U.S. Department of Defense in 1994, helps personnel cut loose by the military's post-Cold War "drawdown" land teaching jobs. In the past four years, some 3,000 people from all branches of the armed services and the Coast Guard have found jobs as teachers, primarily in the 20 states with the most military bases. Districts in California, Florida, Georgia, Texas, and Virginia have hired hundreds of veterans for their classrooms. With the program scheduled to end next fall, recruitment officers are eager to spread the good word about Troops to Teachers. A study commissioned by the Washington state recruitment office calls it a "rich source" of sought-after teachers: The recruits are much more likely than traditional applicants to be male, members of minority groups, willing to work in hard-to-staff urban and rural schools, and qualified to teach mathematics, science, and special education.
