This series of reports, produced by the Center for Public Policy Priorities as part of the Texas Kids Count Project is entitled Measuring Up: The State of Texas Education . It explores issues in education of Texas children, with an emphasis on low-income and disadvantaged children in public schools. This introductory report summarizes many of the challenges faced by students in Texas, as well as challenges faced by the schools they attend. Jim Ozier, left, and Rev. Bill Jacobs, NTC Retired, who was the founder of Trietsch Memorial UMC. Trietsch Memorial UMC, Flower Mound , celebrated its first twenty years of community service on March 9 with a sermon by its founding pastor Rev. William H. "Bill" Jacobs, video highlights of the past 20 years, exhibits of photographs and memorabilia and a reception for the congregation. The first gathering of 116 neighbors in 1983 was held at the Flower Mound elementary school in the Timbercreek Cafeteria for a new beginning. The school mascot, Timbercreek Tiger, from his high post over the Cafeteria stage is a fond memory of the days gone by overseeing the Worship services. In fact, this mascot is now a treasure of Trietsch's past and will be on display, along with other artifacts, during the church's twentieth anniversary celebration. Site Index

Texas' workforce development system is designed to serve all Texas workers and job-seekers as well as more than 431,000 employers. The system includes 11 state agencies, the state's public universities and community colleges, the Governor's Office, county judges, mayors, local school districts, four federal agencies, local service providers, community and nonprofit organizations, proprietary schools, labor unions, employers, employees, job-seekers and students. These are stakeholders in a system that provides eligibility determination services, job training and training grants, literacy training, child care, subsidized employment, tax credits, unemployment insurance, on-the-job training, vocational education, job posting and placement services, labor market information, skills standards certification and enforcement and interpretation of labor laws. Texas will invest about $2.9 billion in the state's workforce development system in fiscal 2000. Of this, about $1 billion or 34 percent is appropriated to the Texas Workforce Commission. Another $618 million represents the Texas Education Agency's investment in secondary career and technology education, adult education and the Windham School System (the prison school system). Post-secondary career and technology education will receive about $794 million, while workforce services for individuals with disabilities account for another $318 million. Federal funding will supply 47 percent of the $2.9 billion total.

Establish an Electronic Grants System
Summary
At least 35 state agencies distribute state or federal grants to various programs and organizations, largely through paper processes. A statewide electronic grants management system could streamline this process, saving time and paper, increasing data accuracy, and improving the allocation of state and federal funding.

Background
In Texas, at least 35 state agencies distribute state-funded or federal pass-through grants, or both, largely through paper-driven processes. These grants support programs in state and local government, university research, nonprofits, and other organizations. Paper-driven processes consume large amounts of paper and are subject to more problems with inconsistency and data entry errors, than electronic processes. The US Environmental Protection Agency (EPA) addressed problems with its paper-driven processes with a streamlined, automated system, the Integrated Grants Management System/Partnership 2000 (IGMS/P2000).

Toward a Grants Management System in Texas
EGTAW members include information technology (IT) staff from state agencies as well as agency grants staff who are knowledgeable about IT issues. The group met for the first time in July 2000 to discuss barriers to the creation of an electronic grants system, outline an implementation plan for such a system, and share information. The group will present a concept paper to agency heads to get their approval for development of an electronic grants system and will report on its work to the 2001 Legislature.

State Legislators Eager to Work with President Bush on Education Reform
High standards, accountability follow state education policy trends
WASHINGTON, D.C. President George W. Bush 's recently released education reform proposal is a reflection of many of the policy positions of the nation's state lawmakers, the National Conference of State Legislatures (NCSL) said today. "Overall, state legislators should be heartened by President Bush's education proposal," said Virginia Delegate James Dillard , chair of NCSL's Education, Labor and Workforce Development Committee . "President Bush's plan is pragmatic and results oriented. It also emphasizes accountability, something state policymakers have been doing for a decade." Over the years, state legislatures have established high academic standards, implemented accountability measures and expanded charters schools in nearly all 50 states. President Bush's proposal, which was modeled after Texas' education reform measures, echoes similar themes.

Astronomer, Educator Hemenway Inducted into Texas Hall of Fame for Science, Mathematics, and Technology
"When I heard I was to be inducted into the Science Hall of Fame, I felt very honored since I suspected I was nominated by some of the teachers I’ve worked with over the years," she said.
The award was presented at the Texas Summit for Science, Mathematics, and Technology in San Antonio, hosted by the San Antonio Education Foundation and the Texas Education Agency.
Hemenway has spent almost her entire professional career at the University of Texas at Austin. She has served as Director of Educational Services Office the UT-Austin Department of Astronomy almost continuously since 1980.
"Back then, we started thinking more broadly about what the role of the University is in society," said Frank Bash, Director of McDonald Observatory. "We thought it was worthy to use the University to help K-12 teachers teach astronomy. This idea was way ahead of its time.

04/11/2003 10:22:56 AM According to published reports this morning, Lieutenant Governor David Dewhurst has come up with a school finance proposal that would cut property taxes in half, raise the state’s sale tax, and change the way Texas finances its public schools. The proposal is said to increase the state’s share of school funding, to redefine equity, and to eliminate sharing of local tax dollars between districts. The plan is not expected to be released for several days. Yesterday the Senate approved a paperwork reduction bill, SB 13 by Senator Judith Zaffirini (D-Laredo). In the last session, Governor Rick Perry vetoed such a bill.
