Welcome, The Tennessee National Wildlife Refuge encompasses over 50,000 acres on and around Kentucky Lake in northwest Tennessee. The refuge's three units, Big Sandy, Duck River, and Busseltown, stretch for 65 miles along the Tennessee River. Established in 1945, the refuge is managed by the U.S. Fish and Wildlife Service as an important resting and feeding area for wintering waterfowl, as well as, many migratory birds and resident wildlife. The primary management objective on the refuge is to provide food and protection for wintering migratory waterfowl. This is accomplished through a cooperative farming program and moist soil management. The diversity of habitats found on the refuge provide ample feeding, nesting, and resting areas for 291 bird species, 51 different mammals, 89 species of reptiles and amphibians, and 142 species of fish. In addition to being a home to wildlife, the refuge offers many recreational opportunities, such as: hunting, fishing, boating, canoeing, wildlife viewing, and photography. Public use areas are open during daylight hours, except as modified by seasonal refuge regulations.

Tennessee Governor Signs Charter Legislation Contact: Scott Spicer
Education Policy Studies On July 5, Tennessee Governor Don Sundquist signed charter school legislation into law, making Tennessee the 38th state in the country to allow public charter schools. These schools are intended to increase school-level flexibility by allowing school officials to receive waivers from state regulations. For a charter school to remain in operation, it must make adequate yearly progress.

The House and Senate Education committees filled a combined three hours yesterday quizzing state education officials about a proposed charter schools bill, but neither committee voted on the measure.
Much of the questioning came from the bill's opponents, and it often veered away from the proposal itself. Still, sponsors of the bill on both committees said they hope for action next week.
''It's going to reach the point that there are sufficient votes to vote the bill out (of committee),'' Rep. Les Winningham, D-Huntsville, chairman of the House Education Committee, said after a two-hour meeting. ''Sooner or later, that (extensive questioning) wears thin on people.''
Charter schools are funded with public money and are open to any student, but they are free from most rules and regulations that govern traditional public schools. They can be started by nonprofit organizations, community groups, colleges or universities, groups of educators or individuals who apply for a charter. Under the current proposal, local school boards would grant charters, and the emphasis is on schools that focus on children with special needs or those in low-performing public schools. Only 10 charters each year could be granted to schools that didn't target a particular problem.
The bill came out of a series of meetings held by a joint ad hoc committee to listen to and address concerns from supporters and opponents of charter schools. The Tennessee Education Association, historically the most vocal opponent of charter schools in Tennessee, has not come out officially against this bill.
