What's New
The State Board of Education is the governing and policy making body for the Tennessee system of public elementary and secondary education. Its work touches all facets of education from accountability and evaluation to curriculum and teacher education. The General Assembly created the current State Board of Education in 1984 when it adopted the Public Education Governance Reform Act. The legislation restructured the board, gave it increased independence, and expanded its duties. Although the Board works very closely with the State Department of Education, it is a separate full functioning state agency. The State Board of Education has a professional staff of research associates to provide ongoing policy research and analysis of public education issues including instruction, student assessment, and funding. The Board also works closely with the Tennessee General Assembly to secure legislative support for education. Through its annual report on student, teacher, and school performance, the Board provides the legislature and the general public with information about the status of education in Tennessee. The Board has developed specific strategies to accomplish its mission in the Master Plan for Tennessee Schools 2003 (in.pdf format)

Background
1. Are students with disabilities subject to different standards when it comes to discipline?
Yes and no. While disabled and non-disabled students are actually subject to the same codes of conduct, disabled students are entitled to certain procedural safeguards. This is basically a recognition in the law that a disabled student’s misbehavior may be directly related to his or her disability, and the disability may limit the student's ability to control behavior or appreciate the consequences of conduct. For example, a student with a serious emotional disturbance may engage in inappropriate conduct directly resulting from the student’s disability.

Not So Fast on Charter Schools
Tennessee is among about a dozen states that do not authorize charter schools. Overall, there are nearly 2,500 charter schools in 35 states. Some states have been in the charter school business for about a decade - long enough to develop a track record and build a history. There are some good charter schools. But the overall history is less than stellar, despite what some charter school proponents publicly claim. The Memphis Area Chamber of Commerce recently cosponsored a trip to Delaware for a group of lawmakers to visit charter schools. One magnet science and math high school in Wilmington - heavily subsidized by DuPont, MBNA Bank, Bell Atlantic and other corporate sponsors - was a real showcase. But this school is not representative of charter schools. The delegation visited another school in Wilmington that is more typical. It was organized by a group of ministers and serves families from a group of African-American churches. A for-profit company manages it. The student population is almost all black. Their achievement is among the lowest in the state. Yet according to reports, for some members of the delegation this school had great surface appeal.

  • A WAYS TO GO: Tennessee debuts as a low "C" on CER's Charter Law Scorecard with local board-only approval, limited autonomy, and a weak appeals process. The new charter law has a long way to go if the movement in Tennessee is to be sustained and successful.     IN NAME ONLY: Tennessee's charter school bill was signed into law last week on Independence Day, ironically, given the law's clear lack of freedom for potential charters. Not only does the new law limit the creation of new-starts to districts that have failing schools, it also has restrictions on which types of applications can be appealed to the state board. Despite reading versions much worse than what eventually ended up on the Governor's desk, there is still little to cheer. There is no automatic waiver from regulations and only school boards can approve charters. The children of Tennessee may have some new choices next year, but given the obstacles that marked the bill's deliberation, we're convinced the local school boards will not stop short of creating roadblocks. TENNESSEE STATE UNIVERSITY POLICE DEPARTMENT Tennessee State University Police Department is charged with the mission of protecting the students, faculty, staff and property owned, leased, or operated by the university. The department is provided its legal authority by the Tennessee Code Annotated #49-7-118 and the Tennessee Board of Regents Policy #5:01:07:00. These codes emphasize the required training and parameters of law enforcement officers on university campuses in the state of Tennessee. TSUPD is composed of a director, assistant director, prevention counselor, twenty-seven campus police officers, eleven campus security officers, four communication dispatchers, and one secretary. The campus police officers are certified through the Tennessee Peace Officers Standard of Training Commission (POST). The security officers are responsible for providing security in the residence halls and enforcing parking regulations. The dispatchers are certified by the Tennessee Bureau of Investigation as 911 dispatchers. TSUPD is located in the General Services Building, 2700 Heiman Street. The emergency telephone number is 963-5171 and is answered twenty-four hours a day. Other services are listed as 963-5174 for administrative services, 963-5165 for parking ticket information and 963-5173 for the prevention counselor.
