Teen pregnancy rates in the United States have declined steadily in recent years. More than 60 of every 1000 teenage women gave birth in 1991 and 51 per 1000 in 1998 (the last year for which data are available). This decline is thought to be attributed to more effective birth control practice and decreased sexual activity among teens. The most dramatic reduction – 23% - has occurred among African American teenagers. Still, teenage pregnancy rates remain high. In the United States, approximately 1 million teenage girls become pregnant every year. As many as 5% of teenage girls give birth and, in 1997, about 13% of U.S. births were to teens. About 25% of teenage girls who give birth have another baby within 2 years. 142 KB America’s teenagers were less likely to become pregnant in 1997 than at any time since 1976, when national data on pregnancy rates first became available, according to a new report from the Centers for Disease Control and Prevention (CDC), which updates trends in pregnancy and births in the United States. The teen pregnancy rate fell 19 percent from its all-time high in 1991 to reach a record low of 94.3 pregnancies per 1,000 women aged 15-19 years in 1997. "The fact that fewer teens are becoming pregnant is encouraging news," said Dr. Jeffrey P. Koplan, CDC Director. "Few teens are ready for the challenges of parenthood. When they delay this responsibility it enables them to gain the education and maturity they need to be good parents and good citizens," he said. The teen pregnancy rate had risen from the mid-1980's and reached a peak in 1991; the 1997 rate is actually 10 percent lower than the 1986 rate when the upturn began.

    About Adolescent Pregnancy:
    Despite some laudable progress in reducing births to teens, the United States still has the highest birth rate among Western industrialized countries at an estimated annual cost of $7 billion. There are still nearly 500,000 infants born to teen parents each year. This means that there are 3 million children under 6 being raised by teen parents or in alternative settings such as foster care or extended family situations at any given moment. Many teen parents and their children continue to be denied educational opportunities, shelter and safety from abuse and violence. NOAPPP Constituents Have Responsibility for the Decline: The drop in teen pregnancy has come through a concerted effort to provide comprehensive sexuality education, accurate information and decision-making skills that support smart choices. Strong linkages between schools and communities bring resources to teens struggling with at risk behavior, maltreatment including sexual abuse or consensual sexual experimentation and untimely parenting responsibilities. Dedicated providers, teachers and parents continue to be essential supporters to teens making critical decisions about the issues.

    Project Background
    The Douglas County RAPP Coalition consists of a core group of community members, educators, health care professionals, law enforcement officials and representatives from various religious organizations. In recent RAPP meetings, the coalition has discussed where services for teens were being met in the local community.     Teen Pregnancy, Birth and Abortion
    Pregnancy, birth, and abortion rates among teenagers in the United States have declined over the past decade but still remain an endemic public health issue. Reasons for the decline include increased motivation of youth to achieve higher levels of education, the availability of comprehensive sexuality education in schools, leading to young people's knowledge about contraception, more effective contraceptive use, and improved ability to negotiate contraceptive practice; and greater social support for services related to both pregnancy and disease prevention among adolescents. Despite the decline, young women of color are disproportionately affected by teenage childbearing. In 2000, the birth rates for African American teenagers were reported as the lowest ever in the 40 years for which data for African American women are available. However, the rates for Hispanic teenagers remained the highest for any population group. (Published in the SIECUS Report, Volume 30, Number 3 - February/March 2002)
