Policy Study Alternative Teacher Organizations: Evolution of Professional Associations EXECUTIVE SUMMARY
Policy Study No. 231
September 1997 By David W. Kirkpatrick Teachers across the nation want their profession to be regarded as legitimate, gaining the recognition and respect that comes from that distinction. One way that teachers address this need is through organizing themselves into professional associations. Two major national associations have dominated the scene over the past thirty years, the National Education Association (NEA) and the American Federation of Teachers (AF,T). Combined, these two organizations have a membership of over 3 million, with the largest share belonging to the NEA at 2.2 million members. Despite the enormous presence of these two organizations, several other teacher organizations, also known as independent education associations (IBAs), emerged to act separately on behalf of teachers at the local, state, and national levels. While these alternative organizations were established for a variety of reasons, many were created in reaction to the structures, political strategies, and/or focus of the two major national unions. lEA membershiplocal, state, and nationalis estimated at 300,000. The greatest appearance and strength of IEAs remains at the local and state levels, with Texas, Georgia and Missouri totaling 160,000 memberseach larger than their respective state NEA or AFT affiliates.

    Attend Teacher's Conferences
(by IEEE members Carolyn Koenig and Rosanna Lerma) Introduction

A frequent lament of pre-college teachers is the shortage of examples of real-world applications of science and mathematics that can make course work come alive for students. Math and science teachers' organizations offer a vehicle for engineers to communicate their knowledge of these applications. At teachers' meetings engineers can meet educators and learn informally of their needs and concerns. They can also see what resources are available from commercial, non-profit and government sources. Teachers' associations are leaders in developing educational standards, and they are tuned into the political scene at both the national and local level. Engineers' involvement with these organizations can spawn a wide variety of projects to support and enhance math, science and technology education. How to Locate Mathematics and Science Teacher Organizations
The two main organizations at the national level are the National Council of Teachers of Mathematics (NCTM) and the National Science Teachers Association (NSTA). These groups each sponsor one national and several regional conferences annually. In addition, they publish newsletters, periodicals, and books.

    Parent Teacher Organizations (PTO)
Our district believes that education is a cooperative relationship between home and school and that parent participation is very important to the success of our students. District-wide, the PTOs raise more than $100,000 annually to fund: class trips, cultural arts assemblies, artist-in-residence programs, computers, library books, classroom encyclopedias, VCRs, playground equipment, and more. Your active membership in the Parent Teacher Organization is strongly encouraged. In addition to monthly business meetings, the PTOs sponsor educational presentations and publish newsletters to inform parents and encourage parent support and involvement. The executive boards of the PTOs meet jointly with the Superintendent of Schools to be informed and to discuss issues of concern. These meetings provide a platform for partnerships between the PTOs and the district administration, and among the PTOs themselves. Current PTO Fundraisers: Campbell Soup Labels: An oldie but goodie!

The following lists include practices we have seen to be effective at the various QuarkNet centers we have visited. As QuarkNet progresses, we expect to update these lists. For now, we hope the following will be helpful.
    Teacher Research Experiences
    Suggestions for Mentors
(based on information from nine QuarkNet centers) Overview: According to the stated program goals, effective practice at the local centers is expected to include: sufficient preparation and orientation for teachers, active involvement of teachers in a research team with specific job tasks suited to their skills, in a context where they are both able to increase their knowledge of physics and technology and are supported in bringing their experience into the classroom. Effective Practices:
  • Goals and responsibilities
Be aware of and clearly articulate the QuarkNet goals. With familiarity and commitment to their QuarkNet roles and responsibilities, mentors are better able to provide and supervise a successful research experience for teachers (http://quarknet.fnal.gov/mtor_respons.shtml).
