TEACHER ADVISORY COMMITTEE MEETING MINUTES April 24, 2002
Attendees: Katie Akers (student), Holly Anderson (secondary faculty), Pete Bailey (Boise district administrator), Alicia Baker (Business Representative), Rick Bollman (Elementary Principal), LeAnn Carlsen (Secondary Principal), Wendy Eveland (Elementary Teacher), Grace Jenkins (Administrative Assistant), Kathy Phelan (IEA President), Jane Shimon (University Faculty), Wenden Waite.
Dr. Wenden Waite called the meeting to order and all members introduced themselves. Dr. Joyce Lynn Garrett, Dean, welcomed members and outlined the purpose of the Advisory Committee. Dean Garrett asked the Advisory Committee to develop guidelines for itself and make recommendations to the College of Education Leadership Team. Dean Garrett encouraged a mutually agreeable relationship between the university and the schools in addressing the needs of teaching and developing research. Dr. Waite gave an overview of the programs explaining recent program revisions that have been made to move teacher preparation programs forward. Dr. Waite delivered a Powerpoint presentation describing the governance and organization of the College of Education and the Office of College School Partnerships and Field Experiences; accreditation requirements; and the challenges associated with moving from an input to output system of accountability was delivered.

Teacher Advisory Systems
Teacher advisory systems are similar to adult advocate systems; they organize adults to personalize the high school experience and support academic achievement, working with small groups of students. Some schools and districts establish advisory classes that meet weekly; others schedule students for less formal one-on-one or group time with teachers. Advisory activities may include helping students develop personal learning plans, introducing students to career clusters, helping students select courses, and working with students on postsecondary plans and pre-employment skills. The Committee reviews such issues as student discipline, disruptive classroom behavior, and the dissemination of student conduct information. To achieve its purpose, the Advisory Committee shall provide advice and assistance:

GREENBANK MIDDLE SCHOOL TEACHER ADVISORY PROGRAM (TAP) The Teacher-Adviser Program, or TAP, is a collection of small mentoring groups of students with Teacher-Advisors who provide support and guidance in order to help students achieve their personal and academic goals. Rebecca Hoyle is a K-5 music teacher at Southwest Elementary School in Jacksonville, North Carolina. Although she retired from teaching in May, 2001, she returned to the classroom in October, 2001 and continues to teach 850 K-5 students general music and chorus weekly. Previously, Ms. Hoyle served as North Carolina's 1998-99 Teacher of the Year and as a recruiter for the NC Department of Public Instruction during the 1999-2000 school year. She traveled extensively across North Carolina and nationally during her tenure as NC TOY making guest appearances and serving on boards and committees. Rebecca is a 30 year veteran of the teaching profession and has taught in Onslow County, NC for 22 years. Before moving to Onslow County, Ms. Hoyle taught in Vance County Schools, grades 6-12; at Ravenscroft Lower School in Raleigh, grade K-6; and in McDowell County Schools, grades 7-12. She holds a Bachelor of Music Education degree from East Carolina University. In describing Ms. Hoyle, her former principal, Kay Glover, said, "her professional knowledge of the cultural arts program, her initiative, her creativity and her dynamic personality have made her one of the most notable educators in Onslow County. As a professional she rejoices in diversity, and embraces the community as a valuable resource for educating students and underscores the importance of broadcasting the good news about education in North Carolina." A native North Carolinian, Ms. Hoyle was born in Henderson. She has two children: Cathy who is married and a pharmacist in Greensboro and Robert, who is a dentist in Raleigh, North Carolina.

    Teacher workshops focus on aspects of the permanent collection and special exhibitions and are designed to appeal to a variety of academic disciplines. Separate workshops for elementary/middle schools and high schools take place on certain Saturdays in the fall and spring. All programs include resource materials. Registration is required, and there is a modest non-refundable fee. A participant who attends an entire day's activities receives one-half of a Continuing Education Unit. Teacher In-Services
    Throughout the academic year the Center offers customized in-service sessions at the museum for teachers of all subjects and grade levels. Education staff and teachers work together to plan a half-day or day that meets specific needs. A minimum fee of $100 is charged and is based on the number of participants in the program.     Occasional teacher advisory work group

    The Occasional Teacher Advisory Work Group discussed several issues during their meeting on June 6 and 7. Earl Manners, OSSTF president, met with the work group to discuss the importance of occasional teachers within OSSTF. The work group discussed strategies for improved representation of occasional teachers. Manners expressed appreciation for the strong support of occasional teachers in the May all-member vote. Bill Reith, executive assistant at Provincial Office, addressed the work group on issues surrounding a benefit package for individual occasional teachers. The work group completed a draft of the Terms of Reference for the Occasional Teacher Advisory Group (OTAG) which will be presented to the Provincial Executive. All occasional teacher chief negotiators will be invited to regional meetings, provided they are actively involved in occasional teacher negotiations.

    Occasional Teacher Advisory Work Group
    Terms of Reference for the Occasional Teacher Advisory Work Group have been established and were approved by the Provincial Executive. This document outlines the organization and responsibilities of the workgroup. The group investigated the possibility of an insurance package being available from a carrier that would allow Occasional Teachers to purchase a benefit package. The package was examined but found the cost to individual members to be prohibitive. OTAWG recommends that bargaining units continue to negotiate improvements to benefits through the collective bargaining process. Copies of existing clausal language covering benefits for Occasional Teachers can be accessed through the Provincial Collective Bargaining Department. The Group is investigating a process whereby Occasional Teachers may submit an application for membership on OTAWG. The Work Group will be issuing a newsletter to Occasional Teacher Bargaining Unit Presidents in the near future.
