INTRODUCTION AND COUNTRY BACKGROUND
1.1 INTRODUCTION
The status of Tajikistan is uncertain even now. It is clearly one of the least developed industrialized countries, but to determine the situation of Tajikistan as evaluated by world standards is becoming very urgent. The preparation of the first report on human development in Tajikistan is a contribution to the long and hard effort of elaborating a strategy for the development of all the people of Tajikistan.

1.2 COUNTRY BACKGROUND
Geographical Locations and Borders
The Republic of Tajikistan is situated in Central Asia between 36 o 40' and 41 o 05' north latitude and 67 o 31' and 75 o 14' east longitude and has a latitude similar to that of Greece and southern regions of Italy and Spain. The territory of the Republic of Tajikistan, stretching for 700 km from east to west and 350 km from north to south, totals 143 thousand square kilometers. It has an irregular border reflecting historical and geographical peculiarities of the Tajik nation's settlement in Central Asia. The border runs along China for 430 km, Afghanistan for 1030 km, Uzbekistan for 950 km, and Kyrgyzstan for 590 km. In the southeast, Tajikistan is separated from Pakistan by a strip of Afghan land, varying from 15 to 65 km in width.

More than three years of inter-Tajik negotiations between the government of President Emomali Rakhmonov and the United Tajik Opposition (UTO) culminated in the signing of a General Agreement in June 1997. The international community hailed this as a momentous success. However, the political elite from the Leninabad region was not formally represented in the negotiations. Although the UN mandate focused on bringing about a negotiated settlement between the warring parties, the exclusion of this Leninabadi faction may undermine the future political stability of Tajikistan. Rakhmonov's uncompromising attitude towards Abdullajanov does not appear to be rooted in inter-regional antipathy. The Rakhmonov government has consistently appointed Leninabadis to the post of Prime Minister since November 1992 and the present government includes six Leninabadis, among them Prime Minster Akil Akilov. The issue, therefore, is one of personal loyalties and patronage. Rakhmonov has been careful to ensure the promotion of his allies and protÈgÈs at the expense of potential rivals, whatever their regional background.

Geography
Area: 143,100 sq. km.
Capital: Dushanbe.
Terrain: Pamir and Alay mountains dominate landscape; western Ferghana valley in north, Kofarnihon and Vakhsh Valleys in southwest.
Climate: Mid-latitude continental, hot summers, mild winters; semiarid to polar in Pamir mountains. People
Nationality: Tajikistani. Population (2003 est.): 6.25 million . Population growth rate (2003 est.): 2.1%. Ethnic groups: Tajik 67%, Uzbek 23%, Russian 3.5%, other 6.5%. Religion: Sunni Muslim 80%, Shi'a (Ismaili) Muslim 5%, other 15%. Language: Tajik (sole official language as of 1994), Russian widely used in government and business, 77% of the country, however, is rural and they speak mostly Tajik. Education: Literacy (according to Tajikistan official statistics, 2000)99%. The Tajik education system has suffered greatly since independence. Health: Life expectancy 65.2 years men; 67.38 years women.

11-11-02: News Abroad Has the Pentagon Consulted Enough Middle East Experts About Iraq?

Mr. Beeman is director of Middle East Studies at Brown University. He has lived and conducted research in the Middle East and Central Asia for more than 30 years. U.S. interventions in Afghanistan and its contemplated interventions in Iraq will demand a depth of non-military historical, social and political expertise that the United States currently does not have. The author reports from an international conference in Tajikistan. No topic was more important in the hallways of the conference than the possible invasion of Iraq by the United States. The general opinion was that although Saddam Hussein is an unworthy national leader, the U.S. government is far off base in its assessment of the dangers of such an invasion to the stability of the region. Moreover, Washington does not have the competence to manage internal Iraqi politics and a possible civil war in a post-invasion period.
Both sociologists noted, however, that Iranians are sick of violence and war and would be unlikely to participate in a fight to defend Iraq.

Transcribed from Video by the Heritage Staff. 24 September 1998 Your Excellency President Rakhmonov, your Excellency Deputy Chairman Koimdodov of the Majilis Olli, your Excellency Chairman Nyazmamadov, Distinguished guests President Rakhmonov, I want to thank you again for the warm and generous welcome and hospitality you have extended to Me since My arrival in Tajikistan. Your words have touched Me deeply, and I would like everyone to know that though results have been achieved in our common programs, those sorts of results cannot be achieved unless the people who take decisions not only work together but are genuine friends. This friendship enables us to discuss matters of signal importance for the future of Tajikistan. To think about future policies, future decisions, and to remember that the history of Tajikistan is the history of the Samanid Empire. We must not forget that. All Tajiks associate themselves with that remarkable history and we must draw intelligent lessons from that history. These are also matters which the President and I have discussed. At our first meeting you presented Me with the Republic's highest civilian award, the Order of Friendship, which is for Me a very great honour and a wonderful way to begin My second visit to the country. Sometimes these decorations are formalities. But here the name of the decoration is the Order of Friendship and I attach the greatest importance to that friendship. I thank you President Rakhmonov and Chairman Nyazmamadov for your warm words of welcome on this first official event here in Khorog. I deeply appreciate the opportunity to return to Gorno Badakhshan again. I have heard many reports of the developments that have taken place in the region over the past three years as a result of the collaborative efforts of the Government and the agencies of the Aga Khan Development Network. I welcome the opportunity to see first hand, what I have been hearing and reading about. It is also exhilarating to be back in this breath-taking natural setting.

Land Area and Population
In too many ways, Central Asia is not easy territory. Great ideas may have connected Eastern and Western civilizations by way of the Silk Road, which is actually a network of routes rather than a single byway, but the variegated terrain of Central Asia is as physically daunting as its history is legendary. From east to west, the region stretches nearly 4,500 kilometers and occupies a land area about the size of Europe, exclusive of the former Soviet Union. The combined population of this Central Asia region is more than 60 million. With a population density of about 13 inhabitants per square kilometer, the area is sparsely settled. Top
Remoteness
The salient geographic characteristic of the region is its remoteness-the four Central Asian republics and Xinjiang, PRC, are all landlocked. Uzbekistan is a double landlocked country: it and all of its immediate neighbors are landlocked. Urumqi, the capital of Xinjiang, is farther from a seaport than any other large city in the world. International trade in the region thus involves shipment of goods over long distances through neighboring countries.

The ancient rivers of inspiration produced many of genius who moulded the tough clays of our experience into timeless wisdom and beautiful art. Weather Khojand (or Xojand), as the second largest city in Tajikistan and t he largest industrial and cultural centre of northern Tajikistan is situated on the beautiful lands stretching along the Sir-Darya river at the height of more than 300 metre above sea level. Due to its climate and beneficial geographical position the Fergana Valley where the city lies is called "the pearl of Central Asia". Its green mountainous countryside and clean air, the running waters of the Sir-Darya as well as the abundance of fruit and grapes and other gifts of nature make it an ever young-park -city. Khojand is home to one of ancient civilizations in central asia and beside Samarqand and Buchara is one of the major culture centers of Tajik people. As the golden entrance to Ferghana Valley, Khojand enjoyed prosperity and its riches spawned palaces, grand mosques and a citadel before the Mongoles stearrollered the city into oblivion in the early 13th century.
