Taiwan government probes UMC on China investment

TAIPEI, Taiwan Taiwan's government is investigating whether United Microelectronics Corp. invested in a foundry project in China before the government removed a ban on such investments. UMC has denied any wrongdoing. The subject of the probe is whether UMC, the world's second-biggest silicon foundry, has spent $1 billion building a 200mm wafer facility in Suzhou through a company called He Jian Technology Co., which is widely believed to have links with UMC, according to media reports. In the beginning of this year, UMC started the construction of the plant, expecting to reach mass production in 2003, said the reports. Taiwan last week eased long-time restrictions, allowing foundries such as UMC and its closest rival Taiwan Semiconductor Manufacturing Co. to build fabs on the mainland to tap the huge demand of the Chinese market. With the reports indicating UMC had violated the rule before the ban was lifted, the government is looking into the situation. "We're very, very concerned about this," said R. L. Chen, a deputy vice minister of Taiwan's Economic Affairs. "If we gather enough evidence that proves UMC has had investments on the mainland, we'll punish them by law." The worst case could be UMC being fined between $28,500 to $142,800 each time the government asks the company to completely withdraw its investments in China, he said.

    Taiwanese Community of New York, Taiwan Government Present Toy Donation to Nicaraguan Children (New York, NY) - Taiwan made a strong show of support for the children of Nicaragua with a donation of 3,000 toys (estimated value: US$10,000) for the holiday season. The donation was presented to Nicaraguan First Lady, Dona Lila T. Abaunza de Bolanos, by Taiwan's Ambassador to Nicaragua, Antonio Tsai, in an open Ceremony on October 31. An additional contribution of 25 boxes of toys, as well as checks totaling $1000 was made by Taiwanese community leaders of New York and New Jersey. In celebration of the event, the Taipei Economic and Cultural Office in New York held a reception on November 8. Those in attendance at the reception included the Permanent Representative of the Mission of Nicaragua to the UN, Amb. Eduardo Sevilla, the Acting Consul General of Nicaragua in New York, Mr. Cesar Mercado and the Director of the Future of Nicaragua Foundation, Ms. Julia Sevilla Hopping. More than 40 people in total were present at the reception, including representatives of the press, community leaders of both countries and the donors. Tai-gu Tales Dance Theatre is quite literally the result of a marriage of two disciplines: contemporary dance and Peking opera. When artistic Director Hsiu-wei Lin, formerly a principal dancer with Cloud Gate Dance Theater, married Peking opera star Hsing-kuo Wu, they established a dance company, the Tai-gu Tales Dance Theater, and a theater company, Contemporary Legend Theatre, both incorporating these two disciplines. Life of Mandala , was born out of tragedy but is a testament to the resilience of the human spirit. When Ms. Lin produced The Kingdom of Desire , a Peking opera version of Macbeth, a talented stage designer, also a friend of Ms. Lin, fell from the lighting truss, resulting in his immediate death.     1. Taiwan government officials asked to meet with Dalai Lama
    TAIPEI, March 11 (AFP) - Taiwan's parliament Tuesday passed a
    resolution asking President Lee Teng-hui and foreign ministry officials to
    meet with the Dalai Lama during his visit to the island March 22 despite a
    warning from China.
    The Legislative Yuan adopted the resolution in order to "help enhance
    the country's international status."
    The resolution was in contradiction to the stated low profile officials
    have said they will adopt to the Tibetan spiritual leader's visit.
    The parliamentarian move contradicted the low-profile attitude of
    government officials.
    Foreign Minister John Chang said he would not meet the Dalai Lama so as not to further exacerbate ties with China. In a meeting with a group of visitors last month, Lee expressed a wish to meet with the Dalai Lama, but the organizers of the trip said this such a meeting was not in the intinerary. Chinese Foreign Minister Qian Qichen warned last week that "the Taiwan authorities should adopt a prudent and wise attitude toward the Dalai Lama's visit to Taiwan."

The Executive yuan, where most political power rests, is similar to a cabinet and is headed by a popularly elected president; the Legislative yuan, which is elected, handles all legislation; the Judicial yuan is appointed by the president and serves as the highest judicial authority; the Control yuan is in charge of censorship and such political matters as censure and impeachment; and the Examination yuan supervises examinations for government positions. An elected national assembly is empowered to amend the constitution. The dominant political party is the Kuomintang (Nationalist party); the Democratic Progressive party, formed in Oct., 1986, is the Kuomintang's main opposition.
