College Connection Education Connection Home Page New Tax Benefits for Education Hope Scholarship Tax Credit, Lifetime Learning Tax Credits, Education IRA and Deduction of Interest on Education Loans were approved by Congress in 1997 as part of the Taxpayer Relief Act. The new Hope Scholarship Tax Credit is available beginning Jan. 1, 1998, for payments on tuition and fees at colleges and universities. I was pleased to support this new tax credit because I know how difficult it is for students and families to afford the higher education that is so important in this day and age. The program provides a tax credit of up to $1,500 per student for tuition and related fees for the first two years of college, so it's not a traditional scholarship program. Specifically, 100 percent of the first $1,000 can be taken as a tax credit and 50 percent of the next $1,000 can be taken as a tax credit. The new Lifetime Learning Tax Credit takes effect July 1, 1998, and can be used by undergraduate Juniors and Seniors, graduate students and first professional students. In this program, people receive a 20 percent tax credit for the first $5,000 of tuition each year through the year 2002, and up to 20 percent of the first $10,000 of tuition after the year 2002.

For most, academic failure is a sympton, not a cause. Bad grades and poor attendance are often the final, visible results of problems that have gone unaddressed for years - problems such as impaired physical and emotional health, dysfunctional families, unsafe streets, the lure of drug use and gang membership. As one 10th grader put it, "How can I deal with English and algebra when I'm hungry, tired and scared?" Meanwhile, the surrounding community - including the school - wants urgently to help these young people. It's not as if there are no resources available. There are city and county agencies; local philanthropic foundations; public spirited corporations, mentoring and tutoring programs; volunteer groups; and just plain concerned citizens. But all these well-meaning groups and individuals are too often disconnected themselves - from the kids, from the schools, and from each other. They offer services in so many different locations. They hardly ever talk among themselves and work together on the same client's needs. They compete for scarce funding. What's needed is a connector - a few people who care and who know how to bring the community together on behalf of kids.
