Malpractice Insurance Panel Asks for More Study on Caps
Gov. Ed Rendell’s task force on medical malpractice issued its final report last week calling for several actions, however stopped short on any recommendation regarding a cap on damages for pain and suffering. Instead, the task force comprised of lawyers, doctors, insurers and hospital officials recommended "further study" on the controversial issue. Included in the advisory panel’s recommendations are:
  • Granting trauma centers limited immunity from liability claims and redefining the standard of care at such facilities where doctors often must make quick medical decisions
  • Requiring the MCare fund, the state’s supplemental malpractice insurance program, to participate in mediation when other parties to a case agree to it.
  • Testing the use of computer technology, such as bar-coding, to verify medication orders at some hospitals to evaluate its cost and effectiveness in reducing medication errors.
Gov. Rendell will review the report and plans to submit a package of long-term reforms to the Legislature in the near future. For now, he has promised that the state will pick up the tab for at least part of doctors’ premiums for coverage under MCare, which helps pay large verdicts whose costs exceed a physician’s basic coverage, until July 1.

Region III Federal Technical Assistance Providers Comprehensive Centers What they do: The Centers are designed to serve each of the federally-funded programs under the Improving America's Schools Act (IASA). The Centers work primarily with states, local education agencies (LEA's), tribes, schools, and other recipients of funds under the IASA. The Centers help states, school districts and schools in meeting the needs of:
  • children in high poverty areas;
  • migratory children;
  • immigrant children;
  • children with limited English proficiency;
  • neglected or delinquent children;

How to Qualify for Teacher Certification
All candidates for certification must meet the qualifying score for all applicable tests at the time their application for certification is received by the Bureau of Teacher Certification and Preparation.
Who Must Take the Tests
No one may take a Praxis I Computerized PPST more than once in any given 60-day period. For anyone who does, the scores from your second or subsequent testing will not be reported and the test fees will not be refunded. However, the paper and pencil test could be taken during this time period, if required. Individuals seeking a Vocational Instructional I certificate must take the Pre-Professional Skills (PPST) paper and pencil OR Computerized PPST tests in Reading and Writing. Individuals seeking a Vocational Instructional II certificate must take the Principles of Learning and Teaching: Grades 7-12 test and the Vocational General Knowledge test.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.
