General Requirement in World History and Diplomatic History Arthur Waldron Topic: This course is about the application of thought, as opposed to brute force, to the waging of war. This process we call "strategy"-"what military commanders do"from the Greek word for "general." It has no prerequisites and presumes no knowledge, and looks at the subject across cultures and time, through readings from the great strategists, Eastern and Western, and careful analysis of some important wars, both ancient and modern. History 159, its companion course, with which there is no overlap or duplication, looks at war as well, but from the standpoint of technological and social issues. Meetings: We will normally meet on Tuesdays and Thursdays for lecture, 10301200. Requirements: In-class mid-term; eight page typed paper on assigned material; take-home final examination. Hello there friends, here a short think piece, I, JONATHAN wrote on Thucydides and the Peloponesian War. It was for GFIR 2, 2nd semester, 1st year, at UVA. The war was caused by the premonition implanted in the minds of the Athenians that to allow any country to go free is a sign of their weakness. In Pericles' speech he stresses the fact that by giving in to the demands of any other country, Athens will make itself open to being "confronted with some greater demand, since they will think that you only gave way on this point through fear." Pericles further troubles the situation by agitating Athenian public opinion by delivering a nationalistic interpretation of the war. The Spartan king, although more cautious, delivers the same type of oration to arouse the sentiments of his people. Thucydides alludes that: "What made war inevitable was the growth of Athenian power and the fear which this caused in Sparta." However, this is not a predetermined incident. War was initiated because both sides wanted to go to war. If Sparta would have concentrated only on its provincial national interests, Athenian growth would have had no effect on its whatsoever. Sparta had maintained an adequate defense of its homeland and only had to worry about Athens taking over small colonies. Furthermore, if Athens had maintained a more open line of communication between their two countries they would not have misinterpreted each other's actions.

It ruined Athens. The rivalry between Athens' maritime domain and Sparta's land empire was of long standing. Athens under Pericles (from 445 B.C. ) had become a bastion of Greek democracy, with a foreign policy of regularly intervening to help local democrats. The Spartans, however, favored oligarchies like their own. Cleon The Spartan leader Brasidas now brilliantly surprised Athens with a campaign in NE Greece, taking (424) Athenian cities, including Olynthus and Amphipolis. Fighting went on over these even after an armistice (423) and ended in a decisive Spartan victory at Amphipolis, in which Brasidas and Cleon were both killed (422). The new Athenian leader, Nicias , arranged a peace (421), but his rival Alcibiades persuaded the Athenians to invade powerful Syracuse. In the greatest expeditionary force a Greek city had ever assembled, Alcibiades and Nicias both had (415) commands, but before the attack on Syracuse had begun, Alcibiades was recalled to Athens to face a charge of sacrilege. He fled to Sparta; at his advice the Spartans set up a permanent base at Decelea in Attica and sent a military expert, Gylippus, to Syracuse. The incompetent Nicias lost his chance to surprise Syracuse, and after two years his force was wiped out (413).

IN the second year of the war, Athens suffered from a fearful visitation of the plague, which, however, made no way in the Peloponnese. It broke out also among the reinforcements dispatched to Potidaea; and it required all the skill of Pericles to reconcile the Athenians to the continuation of the war, after seeing their territories over-run for the second time for six weeks. By dint of dwelling on the supreme importance of their decisive command of the sea, and on the vast financial resources which secured their staying power, he maintained his ascendancy until his death in the following year, though he had to submit to a fine.
The events which followed his death only confirmed the profundity of his political judgement, and the accuracy with which he had gauged the capacities of the state. In that winter Potidaea was forced to capitulate to the Athenians.
In the summer of the third year, the Lace-daemonians called on the Plataeans to desert the Athenian alliance. On their refusal, Plataea was besieged by the allied forces of the Peloponnesians. With splendid resolution, the Plataeans defeated the attempt of the allies to force an entry till they were able to complete and withdraw behind a second and more easily tenable line of defence, when the Peloponnesians settled down to a regular investment. The same year was marked by the brilliant operations of the Athenian admiral Phormio near Naupactus.
On the other hand, a Peloponnesian squadron threatened the Piraeus, caused some temporary panic and awakened the Athenians to the necessity of maintaining a look-out, but otherwise effected little. The year is further noted for the invasion of Macedonia by the Thracian or Scythian king Sitalces, who was, however, induced to retire.
