To the best of our ability we try to refer those requests to other organizations that might be of assistance and to otherwise help those who turn to us. Now that many core areas of work are consolidated, we will attempt to become more strategic in our future growth and development. The main project development activities during the year 2000 concerned Angola, the Balkans and Somalia. In Angola, the partnership with ADRA (Action for Rural Development and the Environment) finally bore fruit. Their project on civic and human rights education in Luanda and four provinces was partly funded and was re-launched in January 2001 - in partnership with CR and the Netherlands Institute for Southern Africa (NIZA). Prospects for support to the peacebuilding project initiated by Development Workshop, the Forum of Angolan NGOs and major church organizations will be taken up in 2001, and will focus on training assistance and training materials. Direct engagement with the Balkans is new for CR. It flowed from discussions and agreements with other organizations within the Committee for Conflict Transformation Support (CCTS). Intensive planning and fundraising efforts resulted in an ambitious programme of work with young people and groups in Albania, Kosova/o, Macedonia, Montenegro and Serbia - as described elsewhere in this report.

Although this is a disappointment for whale conservation, the votes exposed a weakness in the Caribbean bloc. Greenpeace activists hold a banner at the entrance to the IWC meeting reading "Sanctuaries not quotas". Six Caribbean nations receiving overseas development aid from Japan traditionally vote with Japan on every issue at the IWC. But today St Vincent and the Grenadines found their own voice and supported the sanctuary proposals by abstaining rather than voting no with Japan and the other bought countries.

Compuserve: 105162,605 VANCOUVER, British Columbia - Some 100 youth met here November 7-11 to discuss what the Asia Pacific Economic Cooperation (APEC) - an 18-country trade forum that will hold a summit here November 19-24 - means for youth and working people around the world. The APEC Youth Forum was aimed at students and activists aged 16-19 interested in finding out more about APEC. Most came from across Canada, but around 15 came from other countries that participate in APEC, including Chile, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papau New Guinea, the Philippines, South Korea, Taiwan, and Thailand. The forum focused on jobs, education, and the environment. The youth meeting was part of the broader APEC People's Summit, a series of forums and workshops running throughout November in Vancouver. The People's Summit, organized by groups such as the Canadian Labor Congress and nongovernment organizations, is among the many conferences, protests, and other actions responding to the APEC summit. At that meeting, government officials and business representatives from the region will negotiate the deepening of exploitative trade relations between imperialist nations of the United States, Japan, Canada, Australia, and New Zealand on the one hand and the region's semicolonial countries on the other.

By Bob Aiken and Doug Cooper,
    in the Militant
Vol. 61, no. 16 (21 April 1997) Facing a 10-day army mutiny and rising mass protests, Chan announced that he, Deputy Prime Minister Chris Haiveta, and Minister of Defence Mathias Ijape would do so while an inquiry is held into a US$36 million contract between the PNG government and mercenary outfit Sandline International. Sandline was hired to carry out an offensive on the island of Bougainville, where the Bougainville Revolutionary Army has effectively defeated the PNG Defence Force in a nine- year guerrilla war. Within minutes of the vote, protesters began stopping cars and blocking the legislators from leaving. A number of armed enlisted men from the Murray Barracks, the main military base, defied orders and joined the blockade. Chan reportedly escaped by donning a police uniform and hiding in a police vehicle. Some MPs scaled a fence separating Parliament from a golf course. Most remained trapped over night. The political crisis was sparked in PNG March 17, when the commander of the PNG Defence Force, Brig.-Gen. Jerry Singirok, announced that the army would no longer cooperate with Sandline. He also demanded that the three ministers resign and an inquiry be held.

    ECONOMY
Papau New Guinea is rich in natural resources, including minerals, timber, and fish, and produces a variety of commercial agricultural products. The economy generally can be separated into subsistence and market sectors, although the distinction is blurred by smallholder cash cropping of coffee, cocoa, and copra. About 75% of the country's population relies primarily on the subsistence economy. The minerals, timber, and fish sectors are dominated by foreign investors. Manufacturing is limited, and the formal labor sector consequently also is limited.
    Mineral Resources
In 1999 mineral production accounted for 26.3% of GDP. Government revenues and foreign exchange earning depend heavily on mineral exports. Indigenous landowners in areas affected by minerals projects also receive royalties from those operations. Papua New Guinea is richly endowed with gold, copper, oil, natural gas, and other minerals. Copper and gold mines are currently in production at Progera, Ok Tedi, Misima, and Lihir. New nickel, copper, and gold projects have been identified and are awaiting a rise in commodity prices to begin development. A consortium led by Chevron is producing and exporting oil from the Southern Highlands Province of Papua New Guinea. In 2001, it expects to begin the commercialization of the country's estimated 22.5 trillion cubic feet of natural gas reserves through the construction of a gas pipeline from Papua New Guinea to Queensland, Australia.

SYDNEY, Australia (September 16, 2002) - There is a warning that the troubled South Pacific faces a long period of political instability and will need constant help from wealthier neighbours and aid donors. The New Zealand Government has predicted that a long period of uncertainty lies ahead, particularly in Melanesia. This is the area of the south-west Pacific that includes the island states of Papua New Guinea, Fiji, Vanuatu, and the Solomon Islands. The report by the New Zealanders paints a gloomy picture. It claims the region is plagued by ethnic and tribal violence, separatism, economic decline and political corruption. Professor Brij Lal from the Centre for the Contemporary Pacific in Australia believes a lack of political direction is partly to blame. "We now have leaders in a whole range of countries in the south-west Pacific who are embroiled in local issues and do not have the vision or the skill to provide the kind of overarching leadership that these countries require," he said. Britain's role It is the chaos in the Solomon Islands that concerns Australia and New Zealand the most.
