The Panamanian Government has recently issued a document (in Spanish) intended to end all Voice over IP (VoIP) operating both on and through its networks. A Sunday report in Linux and Main states that: ...the Panamanian government requires "that within 5 days of publication, all ISPs will block the 24 UDP ports used for VoIP and any other that could be used in the future (which could end up being all UDP ports)," according to a reporter and computer consultant there, and that "the ISPs will block in their firewall or main router and in all their Border routers that connect with other autonomous systems." This "unequivocally decrees that all routers, including those not carrying traffic from Panama, but that might be traversing Panama, have the 24 UDP ports blocked." The action will not only disrupt popular VoIP applications like NetMeeting, Dialpad and Net2phone but also services such as telnet and the NFS lock manager.

Canal Profit as a Valuable Source of Revenue
In 1999, the Panama Canal was returned to the Panama Government after 85 years. Linking the Pacific and Atlantic Oceans, the Panama Canal sees 14,000 ships pass through its locks every year with freight carried by these ships accounting for 4% of all world trade. Profit from the canal, which has brought about a dramatic rise in world trade, is a valuable source of revenue to the government of Panama. However, due to an increase in population in the area, cultivation of the land has increased bringing with its loss of forests and decreased sustainability in the natural water resources. To maintain operation of the canal, which requires enormous amounts of water, agricultural groups have commenced activities to preserve forests in the basin area.
Working in cooperation with the Panama Environment Agency, which manages the natural resources of Panama, our project to preserve the basin area which flows into the Panama Canal was implemented with the aim of encouraging farmers in receipt of project aid to undertake continuous activities related to basin preservation. In October last year, a party of three people, including myself, was sent by Japan International Cooperation Agency (JICA) to initiate the five-year assistance scheme.
The western part of the canal basin is divided into three areas according to natural geographic formation, the agricultural and grazing arrangement and general access and those areas are: the upstream area, midstream area and downstream area. From the viewpoint of the importance of basin preservation, the area considered as requiring the most urgent attention was the upstream area.

Panama's tropical environment supports a large variety of flora and fauna. While the forests dominate the landscape, they are interrupted in places by grasslands, scrub, and crops. Among Panama's natural resources are copper, mahogany forests, shrimp, sugar cane, rice, coconuts, and tomatoes.
Panama has a tropical climate with temperatures ranging between 70 and 90 degrees Fahrenheit. While there is little seasonal variation, the two main seasons are the dry season which runs from January through March and the rainy season from April through December. Although thunderstorms are common during the rainy season, the country is outside the hurricane track.
Economy and Government
The Panama Canal is a major focus of business activity and contributes about 5 percent to the nation's income. Owned and operated by the United States since 1914, the canal became the sole property of Panama in December 1999. A public Panamanian corporation operates the canal. U.S. military forces based around the canal departed, and many of the former military bases are likely be converted to business or public use.
Mining, tourism, petroleum refining, brewing, sugar milling, and maritime services are projected sources for future growth.

Panama Time and Date Panama Government Back to Top Panama has well-rooted democratic traditions dating back to independence from Spain in 1821. Panama adopted constitutions in 1903, 1946, and 1972. These have been amended to fit changing times, and major revisions were made in 1983. All citizens 18 years of age and above are required to vote in elections. Despite Panama’s democratic traditions, the military has been heavily involved in politics since the 1930s and controlled government from 1968 to 1989. Panama officially had no army after granting the United States defense powers in 1903, but it has maintained a military police force called the National Police (1903-1953), the National Guard (1953-1983), the Panama Defense Forces (1983-1989), and the Public Forces (1990- ). By the late 1940s, the commander of the police, José Antonio Remón, effectively selected and removed presidents, and in 1952 Remón himself became president. Only after he was assassinated in 1955 did the police pull back from active involvement in government.

GOVERNMENT AND POLITICAL CONDITIONS
Panama is a representative democracy with three branches of government: executive and legislative branches elected by direct vote for 5-year terms, and an independently appointed judiciary. The executive branch includes a president and two vice presidents. The legislative branch consists of a 72-member unicameral Legislative Assembly. The judicial branch is organized under a nine-member Supreme Court and includes all tribunals and municipal courts. An autonomous Electoral Tribunal supervises voter registration, the election process, and the activities of political parties. Everyone over the age of 18 is required to vote, although those who fail to do so are not penalized.
