OVERVIEW
There are two main areas of tropospheric ozone research that SEI has been involved with over the past few years. The first of these has focussed on investigating the effects of ozone on vegetation by calculating the amount of ozone actually taken up by the leaves of different species. The second has dealt with developing models to calculate total ozone deposition to both vegetated and non-vegetated surfaces for implementation within the EMEP ozone photochemical model. Figure 1. below describes ozone deposition in relation to ozone formation and transport and indicates that through deposition ozone can cause effects on different vegetation types (e.g. crops, forests and semi-natural vegetation). Figure 1. Processes in photochemical oxidant formation and deposition. Ozone "effects" are related to the actual amount of ozone flux to plant canopies whilst ozone "deposition" includes the loss of ozone from the atmosphere via uptake by vegetation as well as deposition to external plant surfaces and soils.

Background
The 1998 Children's Painting Competition was part of UNEP's public awareness campaign to assist the countries that committed themselves to phase out ozone depleting substances under the Montreal Protocol. The competition was open to children and young people from developing countries aged 5 to 16 years old.
In May 1998, The OzonAction Programme requested each National Ozone Unit to organize a National Painting Competition and to choose one national winner whose work would then qualify for selection in Paris. Most of the National Painting Competitions were held as part of their activities to celebrate International Ozone Day.
The 53 selected paintings have since been reproduced on posters, calendars, publications, etc. to promote action worldwide.
The paintings were on display around the world, including in Cairo, Egypt; Eastbourne, UK; and Paris, France.

In recent decades, however, human activity involving the release of certain chemicals (chlorofluorocarbons (CFCs), halons, and a broad range of industrial chemicals) has dramatically accelerated the destruction of the ozone layer, a shield around the Earth which protects life from dangerous ultraviolet radiation from the Sun. The Montreal Protocol stipulates that the production and consumption of compounds that deplete ozone in the stratosphere are to be phased out by 2000 (2005 for methyl chloroform).
The Montreal Protocol on Substances that Deplete the Ozone Layer is a landmark international agreement designed to protect the stratospheric ozone layer. The treaty was originally signed in 1987 and substantially amended in 1990 and 1992. As of January, 2002, 180 countries and European Commission have ratified the Montreal Protocol. The Parties to the Protocol established a Multilateral Fund for the Implementation of the Montreal Protocol (MFMP) and appointed implementing agencies to provide technical and financial assistance to enable the developing countries to meet their commitments under the treaty. The World Bank is one of the four MFMP implementing agencies (along with UNDP, UNIDO and UNEP).

Ozone in the upper atmosphere is the "good" ozone that protects us from the sun’s radiation. Ground-level ozone, which is formed when volatile organic compounds (VOCs), nitrogen oxides (NOx) and sunlight mix, is the "bad" ozone that irritates lungs and causes significant health problems for many people. Ozone is an air quality problem in the summer months when temperatures are high and the daylight hours are long. Ozone can lead to reduced lung function, increased respiratory inflammation, coughing, chest pain and nausea. Children are especially at risk from ground-level ozone, because they breathe more air per pound than adults and spend more time outdoors.
Historically, the nation’s ozone standard was 125 parts per billion (ppb), measured over one hour. Indiana monitors ozone in areas where ozone levels are expected to be high, due to influence from dense population and manufacturing activities. The Indiana Department of Environmental Management (IDEM) and local agencies collect data from 43 ozone monitors across Indiana, including four new monitors installed at the beginning of the 2001 ozone season. Two new monitors were installed to assess air quality in the Vigo County area, one in Sandcut and the second in West Union, Illinois. The third new monitor was installed in Carroll County at Flora. The fourth new site was installed in Delaware County at Albany to monitor the far downwind transport of ozone from central Indiana. When a monitor in an area exceeds the standard more than three times in three years that area violates the standard.

What we typically call smog is primarily made up of ground-level ozone. Ozone can be good or bad, depending on where it is located. Ozone high above the Earth, known as the ozone layer, protects human health and the environment from ultraviolet radiation. Ground-level ozone can have harmful effects on plants and animals and can cause respiratory and other health problems for each of us.
WHAT CAUSES GROUND-LEVEL OZONE?
Ground-level ozone is created when a mixture of air pollutants from a variety of sourcessuch as the fumes from our vehicles, lawnmowers, and boats, or emissions from power plants and industrial facililtiesreact in sunlight. The main ozone-causing pollutants are volatile organic compounds (VOCs) and nitrogen oxides (Nox). Because heat and sunlight are also important factors in ground-level ozone formation, ozone pollution is primarily a concern from April through October. Motor vehicles account for about 30-40% of the ozone-causing pollutants in the Baltimore and Washington areas.

PV and the Environment
PV systems have a number of environmental and social benefits. Few power-generation technologies have as little impact on the environment as PV. During operation, PV produces no air pollution, hazardous waste, or noise, and it requires no transportable fuels. Because the energy source (sunlight) is free and abundant, PV systems can provide guaranteed access to electrical power while reducing the nation's trade deficit and avoiding the cost of maintaining energy supply routes in politically volatile regions such as the Middle East. The domestic PV industry also creates new jobs and strengthens the U.S. economy.
