http://www.specialeducationohio.com INTRODUCTION. Discipline of students is a part of education. Ordinary disciplinary measures provide correction to the student without removal from school. The correction may be as simplistic as a verbal prompt seeking a change in behavior. The discipline may be more involved if the verbal prompt fails and redirection is not achieved. Ordinary discipline may then include a consequence such as a "time out" or the short term loss of a privilege such as all or part of recess. More extreme disciplinary measures include "time out" from the regular school program such as a period of time in an in-school suspension program. None of these ordinary disciplinary measured deprive the student the opportunity to participate in an educational program. The student is still in school. The student is experiencing schooling and receiving credit for participation. Schools also have more extreme forms of discipline available to meet serious student misconduct. Serious misconduct may be disciplined by the use of out-of-school suspension or expulsion. Since the courts have found that the right to a public elementary and secondary education is a constitutionally protected property right, the suspension or expulsion of a student can only lawfully be accomplished if the student is provided due process in the application of this serious disciplinary measure.

    Corrections Technology is designed to provide the necessary academic skills to perform as a trained paraprofessional working with criminal offenders in a correctional setting. The University Community and Technical College offers, in addition to its associate's degree program, the possibility of continuing corrections/criminal justice educational opportunities through the 2-plus-2 program in conjunction with University College, leading to a bachelor's degree in criminal justice. Those students who choose to pursue a bachelor's degree in the second half of the 2-plus-2 program, will take additional required and elective courses in substantive subjects (e.g., criminology, administration of criminal justice) comprising the multidisciplinary field Criminal Justice. The Corrections Technology Program also includes a pre-certification option for those students interested in becoming a certified correctional officer in the state of Ohio. Upon completion, students will become eligible to apply for certification testing through the Ohio Peace Officer Training Academy once they are hired by a correctional agency.     THE HISTORY
    Wayne County, Ohio , is a rural county with approximately 100,000 residents. Although we are home to several nationally known companies, our primary industry is agriculture, and our Amish population is one of the largest in the world. The Wayne County Prosecuting Attorney's Office is not unlike the population of Wayne County. We are modest in number but practical and diligent in our endeavors. We presently employ two misdemeanor prosecutors, two juvenile prosecutors, a child support prosecutor, two felony prosecutors, and the elected prosecuting attorney who handles most of our civil law duties. I am one of the felony prosecutors. In the summer of 1995, the state legislature passed Senate Bill 2, a comprehensive act which totally redesigned Ohio's felony sentencing structure. Law enforcement officers and public officials needed to know about these changes, and being a small county, we knew that much of the responsibility would fall upon us. But how could we do that efficiently? I discussed the issue with Martin Frantz, the senior felony prosecutor*, and we decided to publish a newsletter. We vowed that this newsletter would be more than just a brief discussion of the new sentencing law; it had to be a continuing publication addressing the many legal issues affecting law enforcement officers and public officials.     Email: chronicle@chronohio.com By Eric Resnick Columbus— As the Ohio Supreme Court heard oral arguments on the state’s importuning law February 5, it appeared that both sides agreed on many points. The 30-year-old law makes it a crime to proposition someone of the same sex if it would offend them. It does not apply to heterosexual situations. The statute is often used for police stings in parks, where gay men are charged for asking an undercover officer if they are interested in sex. This case arose when Eric R. Thompson of Ashtabula leaned out his car window in 1999 and asked a male jogger if he wanted oral sex. The jogger said to leave him alone, and Thompson complied. But the jogger complained to police, and Thompson was arrested and convicted of importuning. He spent six months in jail, the maximum time allowed. With help of Ashtabula County public defender Marie Lane, Thompson appealed the conviction on constitutional grounds, saying the law violates the equal-protection clauses of both the Ohio and United States constitutions.

    Student Code of Conduct Policy
    Purpose
    The university has a clear responsibility in the area of student conduct to protect and promote the pursuit of the Ohio University goals. Students are expected to obey federal, state, and local laws, and in addition, must abide by the rules and regulations of the university. The Student Code of Conduct sets forth those acts which constitute unacceptable conduct for graduate and undergraduate students of the university while on university-owned or controlled property. All alleged violations of the Student Code of Conduct may result in referral to the director of judiciaries. The university does, in addition, reserve the right, for educational purposes, to review any action taken by civil authorities regarding students. Although ordinarily the university will not impose further sanctions after law enforcement agencies have disposed of the case, it does have the obligation to introduce counseling and/or disciplinary action if the student's conduct has interfered with the university's exercise of its educational objectives or responsibilities to its members. Disciplinary action taken on this basis shall conform to the terms of the Student Code of Conduct, including appeal. Ohio University supports the concept of educational discipline. When a student is not a danger to the university community, or when a repetition of misconduct is unlikely, the university will make an effort to educate the student through a sanction; but should the student demonstrate unwillingness to obey the rules governing conduct, he or she will be treated the same as one who has failed academically and may be separated from the university.
