Regional Services Baccalaureate Completion Programs Post-Baccalaureate Education Programs ... Higher Education Centers Technical Programs Tech-Prep programs provide area high school students with a four-year alternative approach to the traditional college preparatory program of study. This program begins in the 11th grade with a sound academic base and is followed by two years at a post-secondary institution with an articulated course of study. State grants more than $200,000 for accounting labs On Monday, February 4 at Glendale High School, the Springfield Public Schools' Business Education Department held a grand opening ceremony to celebrate the opening of accounting labs at all five of the district's high schools. In July, the district's Business Education Department was awarded a Vocational Enhancement Grant worth $302,961 by the Missouri Department of Elementary and Secondary Education. The grant provided for labs complete with new computers, printers, software and air conditioning. Local funds allocated to the grant were $82,946, and the remaining $220,015 was funded by the state. Also in conjunction with this grant, an articulation agreement between Springfield Public Schools and Ozarks Technical Community College was signed. Under this agreement, students completing Accounting II, Computer Applications II, Computer Keyboarding II and Marketing I are eligible for free college credit at OTC. The Outstanding Schools Act of 1993 established provisions for the implementation of a grant award program to enhance vocational education in public high schools, area vocational schools, and community colleges. The funds made available through the program focus on the initiation of new and the improvement of existing occupational preparatory (long-term) vocational education training programs, curriculum enhancement, instructional equipment and facility improvement, particularly in high demand occupations. The goal of the Vocational-Technical Education Enhancement Grant Award Program is to expand and enhance the quality of Missouri's vocational education programs through improved alignment with business and industry occupational training needs, and increased emphasis on training in occupations that have been determined to be in critical shortage.

Step 1. How should a list of the neighborhood institutions be created?
The Steering Committee must make a list of the community organizations and institutions, both public and private, that could be helpful in starting up and continuing a community information network. The list should be developed using a combination of methods such as basic research, telephone calls, and in-person meetings. Exhibit 2-4 may be used to record basic information about each institution. What follows is a list of institutions likely to be important and helpful partners and possible ways to identify them.
  • Schools. Use the phone book to identify the preschools, public and private kindergartens, elementary schools, middle schools and high schools serving the neighborhood. Also include vocational schools because they are a source of people with valuable computer and other technical skills. School district personnel should also be added to the list. Colleges. Again, use the phone book to identify the community colleges, junior colleges, four year colleges, and universities. Explore also if there are campuses and extension services located in the community.

There are five public school systems within the South County area: Affton School District, Bayless School District, Hancock Place School District, Lindbergh School District and Mehlville School District. The Mehlville School District encompasses the communities of Mehlville, Oakville, Concord and Lemay and serves the educational needs of about 12,000 children. The quality of the educational programs administered by all districts is second to none. From pre-school to college, classes are focused on life-long learning and targeted towards insuring the educational success of each student. Although Missouri has more than 25 public colleges and universities, it has no statewide institution specializing in technical education. "There is a dire need in this state to fulfill these specialized positions," said Carl James, President and owner of JC Manufacturing in Jefferson City. Amid colorful maps boasting students from across the nation and glowing accounts of Linn Technical College, Sen. Mike Lybyer , D-Huggins, introduced a bill that will make the school Missouri's first state technical college. Lybyer said the long-term goal of his legislation is to create a system of two-year technical colleges modeled after Linn Tech. Eventually, the state should have five or six technical institutions, Lybyer said. States like Oklahoma and Texas now have a similar system. The Senate Education Committee recommended lawmakers pass a substitute to Lyber's bill with changes in the retirement system for employees. A similar bill also has been approved by a House committee. The House bill includes a clause that would require the Higher Education Coordinating Board and the Education Department to complete a comprehensive assessment of post-secondary vocational technical education in Missouri. It would specifically address the need for any additional state technical colleges and evaluate their role in higher education. The study would also set up the criteria existing schools should meet to earn a statewide designation.
